REPORT #: WD -73 -86 FILE #: SUBJECT SAFETY IMPROVEMENTS - INTERSECTION OF OLD SCUGOG ROAD &CONCESSION ROAD 7 RECOMMENDATIONS: It is respectfully recommended: 1. That this report be received; and, 2. That the proposed realignment of Old Scugog Road through the intersection at Concession Road 7, be cancelled; and, 3. That the stop signs be reoriented to create a stop for north and southbound traffic and a through traffic condition for east and westbound traffic upon the passage of a bylaw to authorize same. ....2 Page 2 Report No. WD -73 -86 REPORT: Prior to 1967 and the completion of the construction of Regional Road 57, Old Scugog Road was a main north south route in the Township of Darlington connecting Bowmanville with Hampton, Enniskillen, Burketon and, as such, was a through road most, if not all, of the way up. With the completion of the construction of Regional Road 57, the necessity of Old Scugog Road to act as a main north south route was eliminated and actually traffic should now be encouraged to travel on Regional Road 57 as it is a Regional Road and its design and function is one of which is an arterial road. The intersection of Old Scugog Road and Concession Road 7 has been recognized as an unsafe intersection for many years and has been the scene of several accidents over the years. The intersection is dangerous while travelling north or south due to the severe "S" bend and it is dangerous in an east west direction due to poor site lines because of the odd (non 90 °) angles motorists have to look looking north or south. In the 1986 Budget funds were allocated for physical realignment of Old Scugog Road through this intersection to improve the safety. The realignment previously proposed would adequately improve the intersection safety with respect to the dangerous "S" bend, however, the site line concerns would see only modest improvement. Staff have reevaluated the conditions surrounding the safety of the intersection and in consideration of the changing role of Old Scugog Road, i.e., not being required as the straight through north south route it used to be, and the costs of the realignment proposal, are herein recommending: "that the proposed realignment of Old Scugog Road as provided for in the 1986 Budget be cancelled in favour of a reorientation of the stop signs to cause the north south direction to be the stop and the east west direction to the the through direction ". ....3 Page 3 Report No. WD -73 -86 The reorientation of the stop signs would require the creation of a temporary 4 -Way stop for a period of 90 days and then the removal of the signs stopping traffic in the east west direction. Some slight intersection alterations are proposed along with the reorientation of the stop signs to better define the natural realignment of Old Scugog Road at Concession Road 7.
