BEAUTIFICATION OF THE LIBERTY STREET ENTRANCE TO THE
BOWMANVILLE URBAN AREA OF THE TOWN OF NEWCASTLE
RECOMMENDATIONS:
It is respectfully recommended:
1. That this report be received; and,
2. That the landscape plan submitted by Kamstra Landscaping be presented
to MTC for their review and consideration; and,
3. That Kamstra Landscaping, Taunton, within the Town of Newcastle, be
retained to carry out landscaping in the Bowmanville Works Yard and on
the Liberty Street /Highway 401 ramp, in accordance with their
landscape drawing dated August 23, 1986; and,
4. That the work on the Liberty Street /Highway 401 ramp proceed upon
written approval from MTC; and,
5.(a) That the works be funded from the Town's Promotion Account;
OR
(b) That the works be funded from the excess surplus.

At the G.P.& A. Committee Meeting of July 21, 1986, Resolution GPA- 741 -86
was passed directing staff to proceed to obtain costs and designs from local
landscaping firms for implementation of landscaping at the Bowmanville Works
Yard and the Liberty Street /Highway 401 Interchange and to report back to
G.P.& A. for their consideration.
A site meeting was set up by the Purchasing Agent to have local landscaping
firms meet with Town staff to review the area. Two firms had confirmed
intentions to attend said meeting, however, only Kamstra Landscaping did
attend.
A representative of Kamstra Landscaping has prepared a landscaping design
and submitted a drawing for the Committee's consideration.
The drawing indicates three areas of treatment as Phases I, II & III.
Phase I is the area of the Liberty Street /Highway 401 interchange and
includes an entrance floral display (the design, manufacture and
installation of a sign and the planting of flowers are not included in the
price) trees, shrubs and berming, as illustrated, for $6,600.00.
Phase II is the area inside the fence west and north of the Works building
and includes trees, shrubs and seeding for $6,700.00 (the supply of topsoil
for this area -to be done by Town forces).
Phase III in the area facing traffic southbound on Liberty Street at Lake
Road (Marina Road on drawing) and includes trees, shrubs, berming and
seeding, as illustrated, for $6,200.00. The supply of topsoil and the
relocation of the chain link fence are not included in the price.

With the exception of the seeding and some planting which is best done in
the spring, this work could be completed in 1986 if approvals are given by
late September.
The proposal presented includes seeding in Phase II & III. It is suggested
that if these areas were to be sodded rather than seeded, the appearance
would be much enhanced much sooner. The cost of sodding would be
approximately $1.50 per square yard. The price could be firmed up and
payment could be made on a field measurement after completion. An estimated
cost of sodding areas II and III is $1,500.00 and $1,000.00 respectively.

The MTC has indicated that the level of service that they provide with
respect to grass cutting on interchanges is twice /year (once in late May and
once in late July). Currently, the grass cutting is contracted, however, in
future, MTC may maintain these areas with their own forces so that they can
have more control over the timing of the cuttings.
It is recommended that as part of the request to carry out landscaping
activities on MTC property as per Kamstra's design that permission be
requested to allow Town forces to cut this area as often as the Town sees
fit to supplement the Ministry's normal level of maintenance.
