REPORT #: WD -76 -86 FILE #: SL1B.JECT: REPAIRS TO C.P. RAIL (HOLE IN THE WALL) BRIDGE EAST OF NEWCASTLE VILLAGE RECOMMENDATIONS: It is respectfully recommended: 1. That this report be received for information. On September 4, 1986, a site meeting took place at the "Hole in the Wall" east of Newcastle Village to review the proposed bridge repair work. The minutes of said meeting are attached. The intent of this report is simply to advise Council that this project will have significant affect on Highway # 2 traffic for some 10 to 12 weeks commencing in early October. It is C.P.'s hope that the project will be completed by Christmas, however, this would require good weather and few job problems. ....2 Page 2 Report No. WD -76 -86 The project is basically one of installing tie backs on two out of the four wing walls. This requires holes being drilled through the concrete wall and up to thirty or more metres through the fill behind the walls and down into virgin ground, the placing of reinforcing rods, the pouring of concrete into these holes and the placing of a steel plate on the outside of the wing wall. It is suspected that the original rail line was built on a wood threstle which is now buried. This may well cause the drilling operation to progress slower than hoped and could therefore delay the completion of the project until sometime after Christmas. Traffic will be guided around the construction site by detour signing. The detour route will be as you approach from the east, north on Morgans Road to Concession Road 3, Concession Road 3 west to Regional Road 17, south on Regional Road 17 and back to Highway 2 (see attached). Price k" n PURPOSE OF MEETING To review the proposed repair work at CP Rail bridge, Belleville 157.49, its impact on Highway 2 traffic, and ensure that appropriate measures for traffic control are included in the contract requirements. DISCUSSION 1.0 Proposed Traffic Control Measures DeLCan described the proposed traffic control measures as follows: • One lane of traffic, 3 m wide to be maintained at all times, with the following exceptions: - Temporary closures of 15 -20 minutes duration for moving, setting up equipment, etc. - Night -time closures for work inside the arch ACTION (b) CP RAIL BRIDGE REPAIRS BELLEVILLE MILE 157.49 DeLCan Ref. No.01- 2240 -A -10 Minutes of Meeting Page Two ACTION • Alternative route to be provided — • Highway 2 to be restored to normal traffic out- side of construction hours. • No work on weekends or statutory holidays. • Contractor is responsible for setting up and re- moving all traffic control measures, including the signing and alternative route. The above measures are satisfactory to the MTC and the Town of Newcastle, and will be incorporated in the draw- DeLCan ings and specifications. 2.0 Construction Office /Equipment Storage The area between the railway embankment and the road parallel to Graham Creek may be filled and used for DeLCan the site office, etc. 3.0 Encroachment Permit DeLCan will make application to the MTC, Port Hope District for an encroachment permit based on the DeLCan above traffic control measures. 4.0 Region of Durham The MTC will notify the Region of Durham regarding the use of Regional Road 17 for the alternative route.
