FILE #: 1986 ROAD CONSTRUCTION - BUDGET REALLOCATION RECOMMENDATIONS: It is respectfully recommended that the,G.P. & A. Committee recommend to Council the following: p 1. That i h-i-s. reportnbe received and, 2. That a project consisting of the construction of a storm sewer system along Durham Street, Ontario Street and Brown Street to provide adequate storm sewer capacity for Queen Street from Liberty Street to Ontario Street and for Ontario Street from Queen Street to Durham Street be substituted in the 1986 Budget for the project consisting of the reconstruction of Ontario Street from Queen Street to Albert Street; and, 3. That the funds included for the Ontario Street reconstruction project be allocated to fund the design and construction of the proposed storm sewer works, the 1986 design of the Ontario Street reconstruction and the design of the reconstruction of Queen from Liberty Street to Ontario Street. Page 2 Report No. WD -52 -86 l Two hundred and fifty thousand dollars are included in the 1986 budget for the reconstruction of Ontario Street from Queen Street to Albert Street. Due to some substantial and unanticipated storm sewer outfall requirements the cost of the proposed reconstruction of Ontario Street from Queen Street to Durham Street (one block north of Albert Street) complete with the necessary storm sewer system including the outfall sewer along Durham Street has recently been estimated to be $350,000.00. This anticipated $100,000.00 over -run caused staff to re- evaluate the entire project. Upon review of the proposed reconstruction of Ontario Street it was noted that due to the extremely dangerous existing conditions at the intersections of Ontario Street and Queen Street and Ontario Street and Liberty Street, it would be wise to incorporate a modified intersection alignment into the reconstruction plans. The new alignment would result in a more nearly 90 degree intersection at these two locations which would cause motorists to slow down and negotiate the intersections in a more conscious manner. (see attached) This le4d to the suggestion that since the normal short cut along Queen Street to Ontario Street and down to Liberty Street or vice versa would be somewhat disrupted, that the idea of encouraging Queen Street traffic to continue east on Queen Street to Regional Road #14, Liberty Street should be considered.. Working on the idea of encouraging traffic away from Ontario Street and onto Queen Street le,�d staff to the conclusion that Queen Street should be reconstructed at least from Liberty Street to Ontario Street prior to any Ontario Street and intersection reconstruction. If Ontario Street were reconstructed first, heavy traffic volumes would be forced to travel on a very narrow and deficient portion of Queen Street between Liberty Street and Ontario Street during the reconstruction of Ontario Street. Then when Queen Street was being reconstructed the traffic would be encouraged to use the newly constructed Ontario Street and the traffic pattern may then never be returned to Queen Street. ....3 (� > Page 3 Report No. WD -52 -86 The reconstruction of Queen Street would have several positive aspects: Firstly it would substantially reduce if not eliminate the transport traffic on Ontario Street past the Ontario Street Public School. It would provide a by -pass of the downtown from Queen Street and King Street through to Liberty Street (a regional road which function it is to carry high traffic volumes). It would feed traffic out to Liberty close to the proposed new A & P store and Bowmanville Memorial Hospital. It is recommended that the design of the Queen Street reconstruction from Liberty Street to Ontario Street be carried out in 1986 so that accurate estimates can be included in the 1987 budget proposal. Staff have also spoken to the Ministry with some preliminary favourable feed- back with respect to a possible proposal for supplementary funding to complete the "Queen Street by-pass". It was suggested by staff that the Town's regular program include the reconstruction of Queen Street from Liberty Street to Ontario Street and possibly a resurfacing of Queen Street Street from Ontario Street to Temperance Street and supplementary funding from the Ministry being requested for the urbanized reconstruction of Queen Street from Temperance Street to King Street. This scenario will be explored at budget time. It is staff's intention at this time that the reconstruction of Ontario Street simply be delayed not cancelled. Ontario Street as a local collector street would be proposed for reconstruction after Queen Street. Respectfully submitted, Gordon J. Ough, P. Eng., Director of Public Works.
