REPORT #: WD -58 -86 FILE #: SUB.JECT WATER & SEWER SERVICES ON NASH ROAD BETWEEN TOWNLINE ROAD AND VARCOES ROAD RECOMMENDATIONS: It is respectfully recommended: 4 That this report�be received for information. REPORT: At the Council Meeting of June 23, 1986, Council passed Resolution # C- 563 -86, requesting staff to review with the Region of Durham the installation of Regional water and sewer services on Nash Road and all its implications and to report back to G.P.A.C. as soon as possible. On Thursday, June 26, 1986, as meeting was held with Gord Ough and John Blanchard of the Town of Newcastle, and Walter Evans, Design Manager, Chang Lee, Sewer & Water Design Engineer, and Jim Baker, Manager of Administrative Services of the Region of Durham, in attendance. The purpose of the meeting was to determine if it would be possible to install the Regional services under Nash Road between Townline Road and Varcoe Road at the time that the developer will be installing the storm sewer in that section of road (August '86). Page 2 Report No. WD -58 -86 The action underway as a result of the meeting is that the Region will be preparing a report for presentation to the Works Committee on July 8th to address the Town of Newcastle's question of whether or not the services could be installed at this time if the Town of Newcastle were willing to upfront the frontage charges. It became apparent that, since the design was not in place at this time, the earliest the services could possibly go in would be in 1987. This would mean that the storm sewer and minimal road restoration would be carried out in 1986. The sanitary and water services and road reconstruction to urban standards (i.e. curb & gutter) could go in 1987, if suitable financial arrangements were made. Some concerns were expressed about the legality of, and the precedent that may be established if the municipality upfronted the frontage charges for those residents that did not want the services (i.e. would it be legal to collect frontage charges from home owners say five years from now for services already in the ground in front of their properties? If not the municipalities front ending costs may not be recoverable; and, if the Town gets involved in 86/87 with Nash Road, might it be compelled to be involved with say Varcoe Road north of Highway # 2 or Westmore Street east of Courtice Road and north of Nash Road in 1987 or 1988).
