RECOMMENDATIONS:
It is respectfully recommended:

1. That this report be received; and,
2. That the design and implementation of landscaping at the Bowmanville
Works Yard and the Liberty Street /Highway 401 Interchange be referred
to the 1987 Budget; and,
3. That should design and cost figures be required forthwith to make a
decision on the timing and the financing of this project, local
landscaping firms be requested to submit proposals for Council's
consideration.

At the Council Meeting of June 7, 1986, Resolution # C- 494 -86 was passed
requesting that the Director of Public Works report to the G.P.A. Committee
on what steps have been taken to clean up the Bowmanville Works Yard and
thus improve the image of the Municipality upon entering off Highway 401
onto Liberty Street and what steps are planned for the future, and the
required monies to finance same, and that said report include any M.T.C.
work planned.
To date the following improvements have been made or are in process:
- removal and relocation of the unsafe driveway and entrance at Liberty
Street and Lake Road;
- relocation of winter sand /salt pile and gravel piles from the northwest
corner of the property to the southeast;
- removal and relocation of Newcastle Hydro Electric's pole storage from
the west side of the property to their new site at Highway # 2 and Lamb's
Road;
- installation of a grassed berm at the northwest corner of the property to
screen the yard for southbound traffic on Liberty Street. Material
resulting from ditching activities has been stored in this location as a
foundation for the berm;
- trees were planted along the west perimeter of the property in 1985 as a
result of a tree agreement between Public Works and Ontario Hydro
Transmission Line Division;
- the outside of the building was painted in the summer of 1984.

In future, the following improvements are planned: drainage improvements
have been scheduled by the M.T.C. under the structure on Liberty Street in
the summer of 1986. The installation of concrete curbs at the Liberty
Street /Lake Road intersection with the curb extending on the south side of
Lake Road from the curb return at the intersection to the entrance to the
works yard. The boulevard south of the curb would then be sodded. The
project also includes new asphalt resurfacing of Liberty from under the
structure southerly to Duke Street.
Contact has been made and we are awaiting word from M.T.C. regarding the
possibility of the Town creating a floral display ...`on the south side of
the ramp leading to Liberty Street as well as the maintenance of the grassed
area between the ramp and Highway 401.
At this time, no further plans have been formalized, however, some of the
thoughts being considered are the planting of trees and flowers west of the
Works building; the relocation of the yard fence in the northwest area of
the yard; the removal of the Santa Claus parade storage area; the painting
of the west wall of the Works building; the removal of the Town of Newcastle
Works Department sign from the west wall of the Works building and the
possible replacement with a 'Welcome to Town of Newcastle' sign.
The design and installation of these items and financing of same is
unresolved. The following are options to be considered:
Design: - solicit proposals from local landscaping firms;
- solicit advice from the local Horticultural Society;
- liaise with Parks Departments of neighbouring municipalities who
employ staff with design expertise.

Financing: - addressing the costs at budget time for implementation in 1987;
- overspending the building maintenance account for Division 2 at
Council's direction;
- charge associated costs to the Town's Promotion Account.
- fund the project from the excess surplus.
Due to the present workload in the Department, the time and energy required
to ensure desired results is unavailable at this time. It is, therefore,
recommended that if a concerted effort is desired to proceed with the
landscaping in 1986,
