REQUEST TO ERECT POLES TO HANG BANNERS RECOMMENDATIONS: It is respectfully recommended: 1. That this report be received; and, File # 3,516018 Res. # By -Law # 2. That the Bowmanville B.I.A.'s request to have poles placed at the east west entrances to Bowmanville for the purpose of hanging advertising banners, be denied; and, 3. That a copy of this report be forwarded to Mr. Garth Gilpin. Page 2 Report No. WD -62 -86 REPORT: At the G.P.A. Committee Meeting of July 7, 1986, the Director of Public Works was requested to produce the previous report dealing with this issue. Report # WD -28 -83 is attached for Council's information. It is noted that the $5,000.00 estimate provided by Mr. Watson of Newcastle Hydro Electric, in 1983, would likely be 10 to 15 percent higher for 1986. Report # WD- 58 -83, attached, dealt with the issue of providing service clubs with space at the entrances to Bowmanville to place advertisements as an alternative to poles and banners crossing the street. It is, therefore, recommended that Council deny the request and the B.I.A. be so advised. Respectfully submitted, Gordon J. Ough, P. Eng., Director of Public Works. GJO: jco July 10, 1986. CC*RPORATION OF THE TOWN OF NEWCASTLE PUBLIC WORKS DEPARTMENT HAMPTON, ONTARIO LOB 1JO R. DUPUIS, P. ENO., DIRECTOR TEL. (416) 263.2231 987.5039 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF MARCH 21, 1983. REPORT NO.: WD -28 -83 SUBJECT: ADVERTISING BANNERS SERVICE CLUBS & PUBLIC SERVICE ORGANIZATIONS RECOMMENDATION: It is respectfully recommended: 1. That this report be received; and, 2. That a copy of this report be forwarded to Mr. A. Tielemans and the various service clubs who have indicated an interest in the project. , BACKGROUND & REPORT: In accordance with Resolution No. C- 84 -83, Public Works Staff have reviewed the request of Mr. A. Tielemans, Publicity Chairman, Bowmanville Red Cross, and the suggestions of Mr. M: Watson, Manager, Newcastle Hydro Electric Commission. It is agreed that the existing utility poles on King Street are not designed to sustain the constant tension and vibration caused by wind forces on a banner. The vibration causes stress cracks in the concrete poles and shortens the normal life expectancy of the street light bulbs if luminaires are attached. v The estimate for Mr Watson's suggestion that poles be installed at each end of Town for the specific purpose of hanging banners to advertise the various Town events would be approximately $2,500.00 per installation. Using wooden poles, back guys, and stainless steel guide wire, the total cost for the Bowmanville installation would amount to $5,000.00. The cost would increase using more aesthetically pleasing concrete or steel poles such as are now in use on the connecting link. If the poles are installed as a permanent fixture as suggested, the estimated cost of installing and removing individual banners in two locations would be approximately $300.00 per event. It is conceivable that the Town may receive similar installation requests from other urban areas and service organizations within the Town. The installation of banners and poles also creates an additional roadside hazard for the travelling public, as well as drawing attention from driving responsibilities. In the event of an accident, the Public Works Department is concerned about the Town's liability in respect to the installation. The Public Works Department recognizes the value of Service Clubs and Service Organizations to the Town; but, feel we are unable to recommend the installation of a permanent pole ,structure to support advertising banners at each end of King Street in Bowmanville. Respectfully submitted, R.G. Dupuis, P. Eng., #„D' Director of Public Works. _2_ The estimate for Mr Watson's suggestion that poles be installed at each end of Town for the specific purpose of hanging banners to advertise the various Town events would be approximately $2,500.00 per installation. Oakes Town Clerk Town of Newcastle 40 Temperance Street Bowmanville, Ontario `.:. 1 Dear Mr. Oakes At a recent Meeting of the Board of Management, it was reported that the Promotion Committee recommended that cement hydro -type poles be established at each end of the Downtown so that across - the- street type banners could be displayed. It was noted that other communities had used this manner of announcing coming events for many years and that it was most effective. The location for these poles and the subsequent dis- play of the banners was suggested to be at the eastern end of the bridge at the Vanstone Mill, and across from Durham Realty, just east of George Street (where, it was'observed, the exist- ing hydro pole -light standard could possibly be used). A'map is attached which shows the suggested sites.. I It was with a certain hope and anticipation that the Committee also reported that they had already placed an order for two ban- ners to be available for use during this year's Sidewalk Sale in July. Would you be kind enough to please bring this matter before Coun- cil for their approval, and let me know by telephone DISTRIBUTION'; of their decision.
