REPORT #: WD -77 -86 FILE #: SUBJECT: BEAUTIFICATION OF THE LIBERTY STREET ENTRANCE TO THE BOWMANVILLE URBAN AREA OF THE THOW OF NEWCASTLE RECOMMENDATIONS: It is respectfully recommended: 1. That Report WD -77 -86 be received; and, 2. That Kamstra Landscaping be retained to carry out landscaping in the Bowmanville Works Yard in accordance with their landscape drawing dated August 23, 1986; and, 3. That Kamstra Landscaping be retained to carry out landscaping on the Liberty Street /Highway 401 ramp in accordance with their landscape drawing dated August 23, 1986; and, 4. That the works be funded from the Town's Promotion Account. ....2 Page 2 Report No. WD -77 -86 At the General Purpose and Administration Committee Meeting of September 15, 1986, Resolution GPA- 845 -86 was passed requesting that the Director of Public Works contact the Ministry of Transportation & Communications to address the cost sharing and liability of landscaping on the Liberty Street /Highway 401 Interchange as well as the future of the interchange and to report back to G.P.A.C. The landscaping proposal for the Liberty Street /Highway 401 Interchange was reviewed with Mr. Walter Peck, District Engineer, M.T.C., Port Hope, in his office on September 23, 1986. At that review, he indicated that he would forward a letter of permission to carry out the works on M.T.C. property as well as permission to cut the grass at our discretion, that M.T.C. is not in a position to cost share this improvement and that with respect to liability, the Town would have to agree to sign a disclaimer absolving M.T.C. of liability should Town staff be injured or equipment be damaged on M.T.C. property. The Town's insurer was contacted to determine if there would be an effect on the Town's liability insurance with respect to our activities on M.T.C. property. It was indicated that no special arrangements would be required in this regard. The M.T.C. Planning & Design Section were contacted to get the background on the future plans for the Liberty Street interchange. In the Durham Region Official Plan adopted in 1976, an additional Highway 401 interchange is shown at Lambs Road. ...3 Page 3 Report No. WD -77 -86 In a 1978 M.T.C. Preliminary Design Study, there was discussion about the concept of implementing an interchange at Lamb's Road. It was suggested at that time by M.T.C. that if an interchange were implemented at Lambs Road, they would be looking at closing the interchanges at Liberty Street and at Bennett Road since the new interchange would be too close to these two existing interchanges. It was suggested during discussions with M.T.C. on September 22, 1986, that it would likely be twenty years before anything like that happened and that it would be at the request of the Municipality.
