GARBAGE COLLECTION SERVICES FOR THE
1986/87 CHRISTMAS HOLIDAY SEASON
RECOMMENDATIONS:

1. That this report be received; and,
2> That the Public Works Department suspend normal residential pickup in
Bowmanville on December 25th and 26th, 1986, and delay collection of
refuse scheduled for pickup on Thursday, January 1st, 1987 until
Friday, January 2nd, 1987; and,
3. That the Christmas Refuse Collection Schedules be announced at the
Televised Council Meetings of November,,1,7th and December 22nd; and,

4. a) That the Christmas Refuse Collection Schedule be advertised in the
Bowmanville Statesman and the Oshawa Times on three consecutive
Wednesdays commencing December 10, 1986;
or
b) That flyers explaining the Christmas Collection Schedule be
distributed through Canada Post and that one advertisement be placed
in the Bowmanville Statesman on December`17th, 1986.
BACKGROUND & COMMENT:
Article 25.01 of the Collective Agreement between the Corporation of the
Town of Newcastle and the Canadian Union of Public Employees Local 74,
Outside Agreement 1985 -1986, lists one half working day before Christmas and
New Year's Day as paid holidays.
In accordance with the Collective Agreement, the Public Works Department
will be closed to accommodate statutory holidays from 11:00 a.m., Wednesday,
December 24th, 1986 to 7:00 a.m. on Monday, December 29th, 1986, and from
11:00 a.m., Wednesday, December 31st, 1986 to 7:00 a.m., Friday, January 2,
1987. Public Works staff have reviewed three alternatives in an attempt to
arrive at an alternative which will provide efficient and acceptable garbage
collection service in the Bowmanville urban area during the 1986/87
Christmas Holiday Season.

REPORT:
One alternative, and a method used prior to the 1984/85 Christmas Season is
to provide full collection services on Wednesday, December 24th, and
Wednesday, December 31st, the days before Christmas and New Years, and to
provide Christmas Day, Boxing Day and New Years Day pickup by doubling up on
December 29th, 30th, and January 2nd. This alternative would see: refuse
which is normally picked up on December 25th and December 29th being picked
up on December 29th; refuse which is normally picked up on December 26th
and December 30th being picked up on December 30th; and, refuse normally
picked up on January 1st and January 2nd being picked up on January 2nd.
The positive aspect of this alternative is that the longest anyone has to go
between collections is eleven days (i.e. from December 18th to December
29th). The main concerns with this alternative is that the additional
slugging and overtime involved may demoralize those employees involved in
the refuse collection operation and that the arrangements are complicated
and often any attempt to advertise and explain the arrangements leaves
residents confused. This can be accomplished only by working overtime and
employing additional staff to operate a third refuse packer.
A second alternative is to suspend residential pickup during Christmas Week,
i.e., from December 25th, 1986 to January 1st, 1987, inclusive, and have
full pickup the following week with New Year's Day pickup on January 2nd,
1987. Downtown commercial garbage would be collected as usual, on Monday.
This alternative was used last Christmas. One positive aspect of this
alternative is that all the ratepayers receive that same level of service
through the holiday season (i.e. everyone essentially has to cope with
missing one regular collection).

A third alternative is to suspend residential pickup for December 25th &
26th only, and pick up January 1st and 2nd on January 2nd.
The positive aspects of this alternative are that as few people as necessary
are inconvenienced due to a disruption in collection service and the
problems of heavy volumes normally experienced the week after the holidays
are not compounded by having two weeks worth of garbage to pickup at every
house, every day.
The main concern with this alternative is the fact that some of the
ratepayers that are inconvenienced often complain that they are being
treated unfairly because only they are being inconvenienced. It is felt,
however, that most residents will recognize that some disruption of service
is unavoidable throughout the holiday season and that over the years if the
philosophy behind the scheduling of refuse collection during the Christmas
Holidays remains constant everyone will eventually get their turn at having
regular collection and at having their collection service disrupted.
A critical element in any rescheduling of collection services will be that
of informing the residents affected. The two methods being considered are
advertising in the local newspaper or hand delivering flyers. It is
recommended that to augment either method, it would be appropriate to have
the Mayor announce -the revised collection schedule on the air during the
next two televised Council Meetings.
The cost of a single 5 1/4 x 6 inch advertisement in the Bowmanville
Statesman is $65.52. The cost of a single 4 1/4 x 4 inch advertisement in
the Oshawa Times is approximately $70.12. Last year advertising was done in
the Bowmanville Statesman and not in the Oshawa Times and many complained
that they did not subscribe to the Statesman and therefore were not aware of
the special holiday arrangements. It is, therefore, suggested that an ad
be placed in both papers once per week for three consecutive weeks at a cost
of $135.64 per week. The cost of the advertising would be charged against
garbage collection in the Bowmanville Urban Area.

The Post Office was asked if they could assist the Municipality in the
distribution of the flyers. It was indicated that the flyers could be
distributed through mail for 7.1� each or a total of $284.00. The cost of
having the flyers printed has been estimated at $184.00 which would result
in a total cost of $468.00.
Experience would suggest that regardless of which method of advertising is
used, some residents will not be reached and complaints will be received,
that some residents were not aware or did not understand the revised
collection schedule.
The alternatives available to the ratepayers to cope with the holiday
disruption of service are to either store their refuse the required extra
days or to personally dispose of it at the Darlington Landfull Site. The
Darlington Landfill Site hours of operation for the holidays are as
follows:
December 22nd from 8:30 a.m. to 4:30 p.m.
December 23rd from 8:30 a.m. to 4:30 p.m.
December 24th from 8:30 a.m. to 4:30 p.m.
December 25th & December 26th - CLOSED
December 27th from 8:30 a.m. to 12:00 noon
December 28th - CLOSED
December 29th from 8:30 a.m. to 4:30 p.m.
December 30th from 8:30 a.m. to 4:30 p.m.
December 31st from 8:30 a.m. to 4:30 p.m.
January 1st - CLOSED
January 2nd from 8:30 a.m. to 4:30 p.m.
January 3rd from 8:30 a.m. to 12:00 noon

These times and directions to the Landfill Site can be included in the
advertising at additional cost if Council so desires.
Some residents would likely find this information helpful and others may be
upset that they are being asked to dispose of their refuse themselves.
Residential pickup in Orono will remain unchanged, however, pickup in
Newcastle will be provided on Monday, December 29th, 1986 and Friday,
January 2nd, 1987 in lieu of Christmas and New Years Day.
All newspaper recycling schedules will be in accordance with the Town's
garbage collection schedule.
The preferred alternative collection schedule is alternative three which
includes the suspension of residential pickup on December 25th and 26th
only, and provides collection service on Friday, January 2nd, 1987 for the
areas which normally receive collection on Thursdays and Fridays.
It is very difficult to predict which method of advertising will be most
effective. An either or recommendation is therefore presented in the
recommendation section of this report for Council's consideration.
