2. That the purchase of a replacement unit for Truck No. 7219 4- 000244,
a 1974 Ford Refuse Packer, as approved in the 1986 Public Works Fleet
Capital Budget, be deferred to the 1987 Budget discussions.

BACKGROUND & REPORT:
In 1983, the 1974 Ford Truck was removed from service as a__dum
plow. A refuse packer body removed from a worn out 1974 International was
installed on the modified 1974 Ford Truck. Originally, it was to receive
Refuse Packer replacement units were not considered in_1985pending an
overall review of the collection services in`the Bowmanville` area A study
completed in 1985 and modifications to both residential and commercial
routes were approved. The modified routes were designed to eventually
utilize the new one person packers and promote a more efficient collection
service. The replacement for the 1974 truck approved in the 1986 Public
Works Capital Fleet Budget, was to be a one person operated, side loading,
refuse packer.
There are several reasons for recommending the deferral of the purchase of a
replacement refuse packer at this time:
- the operation of a one person garbage truck should be reviewed with the
union. The upcoming negotiations present an excellent opportunity to
complete discussions on this matter;
- the 1987 Fleet Capital Budget includes the purchase of an additional unit
to replace the 1976 International Garbage Packer by deferring purchase
until 1987; the tender would be for two rather than one vehicle which
would reduce administration costs and possibly produce a preferred
price;

- the present fleet appears t0 be mechanically stable and capable Of
continued service to allow deferral of the pUrChdS8 until 1987;
- additional suppliers of one operator units are now establishing
bidding;
