That Report FSD-042-24, and any related delegations or communication items, be received; 2. That the proposal received from Snyder Construction. with a bid amount of $1,160,064.00 (Net HST Rebate) being the lowest bidder meeting all terms, conditions and specifications of CL2024-38 be awarded the contract for the completion of the renovations of Emergency and Fire Services Station 1; and 3. The total funding required for this project is $1,276,071.00, which includes the construction costs of $1,160,064.00(Net HST Rebate) and other related costs such as contingency in the amount of $116,007.00 (Net HST Rebate) be funded from the approved budget; and 4. That all interested parties listed in Report FSD-042-24, and any delegations be advised of Council’s decision. Municipality of Clarington Page 2 Report FSD-042-24 Report Overview To request authorization from Council to award tender CL2024 -38 Renovation of Clarington Emergency and Fire Services Station 1 to the lowest compliant bidder. 1. Background 1.1 Ward99 Architect was hired to design and prepare the tender specifications for the renovations required at of Fire Station to accommodate the additional crew. 1.2 The project scope includes interior renovation of approximately 8100 square feet at Station 1 and will provide dormitory space for 11 crew, expanded and renovated kitchen space, a new training room, renovated washroom facilities, and renovated storage space for bunker gear storage. 1.3 Tender specifications were prepared and provided by the Community Services Division. 1.4 Tender CL2024-38 was prepared and issued by the Procurement Division. The tender was posted electronically on the Municipality’s website. The tender closed on October 3, 2024. 2. Analysis 2.1 Thirty-seven companies registered as plan takers. A mandatory information session was held September 17th, 2024. Twenty-six firms attended the session thereby making them eligible to submit a proposal 2.2 Thirteen submissions were received. All submissions were deemed to be compliant (see Attachment 1). 2.3 After review and analysis by the Public Services Department and the Procurement Division, it was mutually agreed that the low-compliant bidder, Snyder Construction, be recommended for the award of tender CL2024-38. 2.4 The Municipality of Clarington has worked with the Snyder Construction, in the past therefore, no reference checks have been completed. 3. Financial Considerations 3.1 The total funding required for this project is $1,276,071.00, which includes the construction costs of $1,160,064.00 (Net HST Rebate) and other related costs such as contingency in the amount of $116,007.00 (Net HST Rebate). Strategic Plan 4.1 In early 2024 Clarington Emergency and Fire Services created a 4 year strategic plan utilizing the Corporate Strategic plan as a guide. The Strategic plan for Clarington references Lead Connect and Grow as the pillars. As such we reference, Clarington Emergency and Fire Services Strategic plan sections L ead.3.3.B – Renovate fire station 1 to accommodate a 2-truck station and Lead.3.3.G – Review strategic placement of fire trucks at station to most effectively respond to changing community risks. 5. Climate Change The planned renovation incorporates measures improving energy efficiency, incorporating sustainable materials where feasible which lowers the overall environmental impact of the building. 6. Concurrence This report has been reviewed by the Deputy CAO, Public Services who concurs with the recommendations. 7. Conclusion It is respectfully recommended that Snyder Construction be awarded the contract for the renovations of Emergency and Fire Services Station 1.
