Guest Speaker Staff Sergeant Dena Peden introduced D/Cst Jenn Duggan (Anti -Hate Crime) and A/Sgt Fiona Phillips (Equity and Inclusion Division) who presented information on anti -hate crime and how it is defined. Recognize the sensitivity of this topic and that it doesn't just affect an individual but the whole community, including the relationship between DRPS and the community. Recognize how fast hate crime is growing and DRPS is wanting to do their best to get ahead of it. Hate crime is defined by the police as a criminal offence against a person or property based on hate bias and an element of criminal offence. DRPS is working on collecting data and they hope to eventually have forward facing data so police can identify areas that they need to focus on — would allow them to be more proactive as opposed to reactive. DRPS staff spoke specifically about the hate crime in Newcastle — need to look at what was behind the motive in order to figure out how to define it— was it a few individuals being silly or was it motivated by hate? The Hate Crime Coordinator would bring in case law to lay charges, but they need to identify what is behind the motive of the offence. How are hate actions defined? They are based on an unreasonable impression about someone because of their race, religion, gender, sexual identity etc. The number of hate actions have dramatically increased this year because the community is now reporting. L. Reyes -Grange and R. Thomas will meet off Line to figure out what they want to know regarding Clarington's social media platforms and then let P. DaSilva know so that a meeting can be set up with the Comm's team. Work plan will be sent out along with the minutes to the Task Force. 8. Community and Municipality Update September 30" is National Truth & Reconciliation Day. P. DaSilva shared the activities that Clarington will be involved in: • September 21st—opening of new outdoor facilities at South Courtice Arena. IDEA and Accessibility will have a table there, including opportunity for the public to tie an orange ribbon on a fence to honour and acknowledge Survivors of and those who didn't return from residential schools. This initiative will run from Sept 21-30. • September 23rd — due to the construction at the Cenotaph, the flagpole is still not available to raise Every Child Matters flag. We will take a picture with Council members and staff before the start of the September 23rd Council meeting. • September 26th—training opportunity for staff through Woodland Cultural Centre • September 30th — Clarington is supporting and participating in the City of Pickering TRC event. • September 30th — Clarington will freeze all social media posts and only post items related to TRC for the day. Equity and Inclusion Lens Guide • P. DaSilva shared that the Guide has been launched with Clarington branding and is now available on the website for the public. Social Media Campaign • The planning is underway. The Videography consultants have been meeting with a number of residents and staff who had expressed an interest to be in the campaign. • Next step is a meeting with them to finalize the story board and narrative. The goal is to launch sometime in November. Social Media Terms of Use • P. DaSilva will send out the new Social Media Terms of Use once it is finalized by Comm's team. The intention is to have a tiered approach to dealing with individuals who engage with Clarington social media in a racist, discriminatory and/or derogatory way. • If this information is required in an alternate format, Clarington please contact the IDEA Officer at 905-623-3379 ext. 2563. EngageFEST • This is a 2-day conference put on by Tamarack Institute for Community Engagement on Oct 29 and 301h. It is a global virtual conference with host sites. • This year's theme is The Power of People and Place and is geared towards individuals who are dedicated to climate transitions, poverty reduction, building belonging, Equity, Diversity, Inclusion, Justice and Reconciliation, youth leadership, or other areas, and are encouraged to share their stories, knowledge, and expertise. • As a member of Tamarack, Clarington will be one of the host sites - individuals from across Durham Region can attend the virtual event that will be hosted in Council Chambers with 2-3 breakout rooms. • P. DaSilva has purchased a ticket which would allow IDEA to host one of the breakout sessions. All members of the Task Force are welcome to attend. Other Business Black History Month Planning • P. DaSilva asked for volunteers who would be interested in joining the planning committee for the Black Vendor Village (name may change for next year to ensure the public is aware that the event is open to everyone). • J. Glean and A. Anderson agreed to join the planning committee. Once staff members for the planning committee are confirmed, a doodle poll will be sent out to set up the first meeting. • Task Force members also mentioned doing something in partnership with CLMA. Explained that most of these types of initiatives are done in partnership with the CLMA but if there is something additional the group wants to do, then open to it. • They discussed that there is a Black moms and kids group in our community that would like love to do something with CLMA. D. Smitt from CLMA stated she would be happy to collaborate. • R. Thomas asked if MS List is available to the Municipality. This could be a great App that the working committee could use to track the action items for BHM planning. Advised members that will check in with IT. Moved by L. Reyes -Grange; seconded by D.
