Minutes of the Clarington Heritage Committee Meeting was held as a hybrid meeting
in person at 40 Temperance Street, Bowmanville, and via Microsoft Teams on February
20, 2024, at 7:00 PM.
Members Present: Peter Vogel, Steve Conway, Ron Hooper, Heather Graham,
Victor Suppan, Laura Thiel-Convery (Museum), Myno Van
Dyke (NVDHS), Ron Sproule, Joseph Dalrymple,
Regrets: Sher Leetooze (NVDHS), Councillor Elhajjeh, Colin Maitland,

2 Land Acknowledgement Statement
P. Vogel read aloud Clarington's Land Acknowledgement Statement.
3 Adoption of Agenda

4 Adoption of Minutes of Previous Meeting

That the minutes of February 20, 2024, Clarington Heritage Committee
meeting be adopted.

5 Delegations/Presentations:
5.1 37 Silver Street, Bowmanville —Tim Welsh re renovation and improvements
T. Welsh from the Municipality, J. Hayes and T. Main the consultants, gave an
overview of the project proposed on 37 Silver Street, Bowmanville. The current

status of the chimneys, columns, and ceiling of the building shows various levels
of deterioration. The proposed work includes replacing deteriorated wood details,
columns, rails ceiling, and chimneys with appropriate durable materials. A new
accessibility ramp is proposed to replace the existing ramp. Associated
landscaping was also presented. The Committee members asked questions about
the materials and design details. Comments include; restoring the chimney caps,
and pillar details to be similar to the original design, request for the Municipality to
hire experienced Heritage contractors, and following the Old Bowmanville (North
Ward) Heritage Guidelines.
5.2 143 Simpson Ave, Bowmanville — Rob Groen re: a ramp and stair removal and
replacement
R. Groen from the Municipality gave the overview of the proposed work to remove
and replace the accessibility ramp, stairs and railing of the main entrance on the
north side of the building at 143 Simpson Ave. Bowmanville. The Committee
discussed the proposed work, and recommended installing a vintage railing that is
similar to the existing one.
5.3 Veterans Square project at the MAC — Rob Groen re refurbishment to the ramp,
stairs, railing, and stucco wall
R. Groen and T. Main gave the overview of the proposed work at 40 Temperance
Street including removing and replacing the stairs, ramps and hard surfaces on the
north, east and south sides of the Municipal Administration Centre at 40
Temperance Street. Landscaping of Veterans Square and along Church Street
was also presented. The Committee asked for some clarification on the details of
construction and landscaping design. The pedestrian -orientated street concept for
Temperance Street in the Bowmanville East Secondary Plan was mentioned. It
was recommended to coordinate this concept with Veterans Square project.
Heritage elements could be considered to be integrated into the landscape. The
Committee expressed interest in learning more about the design of the
promenade.
Staff will summarize comments and provide them on each of the municipal project
proposals presented at this meeting.
6 Business Arising
6.1 Belmont House (302 Given Road/145 Belmont Drive)
The consultant provided updates on follow-up questions from the previous meeting
by email. The consultant had reached out to the source to locate the artesian well.
The well is located outside of the property boundary and has been covered by new
houses. Pictures of the details of the columns and the spring pipes were provided.

Staff will follow up with the details of the pillared verandahs and update in the next
meeting.
M. Van Dyke (NVDHS) had drafted the content for the plaque for the Belmont
House.
7 Project Reports
7.1 Heritage Barn Project
Information about barns in the Municipality had been collected to provide
recognition and projection for barns in the past few years. Staff will circulate the list
of heritage barns previously generated (2021) in advance of the next meeting for
further discussion.

That formally recognize the barns in the heritage book list as part of Clarington's
agricultural history.

That the Clarington Heritage Committee sign up for Ontario Barn Preservation
membership for one year in the amount of $60 for the corporation rate.

That the Clarington Heritage Committee sign up the Society for the Preservation of
Canada's Nuclear Heritage membership for a year in the amount of $20.

V. Suppan gave a brief update about ongoing projects. He aimed to provide
information on the Vanstone mill project in the next meeting. The feedback on the
water tower project was collected.
8 Correspondence and Council Referrals: No update
9 New Business:
9.1 Orono Mill Stone:
The Orono Mill Stone will be moved back to the Orono Library property. The open
house is scheduled for April 6th. Information was circulated to the Committee
before the meeting.

9.2 Updated Terms of Reference

Legislative Services staff developed a standardized Term of Reference for
advisory committees of Council. The secretary position can be created by the
Committee without being indicated specifically in the Term of Reference, similar to
the creation of the subcommittee. S. Allin explained the process that Council pulls
items on the Committee meeting minutes to discuss and the process that Council
consents the Committee minutes items.

That the Committee create the secretary position.

The intention for the secretary position is to manage the Committee's account,
book inventory, and facilitate educational activities. Sign -off on the demolition
permit of properties on the Clarington heritage resource list was proposed to be
included in the responsibilities. The details will be discussed in the next meeting.
9.3 Resignation- Steve Lawson
Staff provided the information that one Committee member, Steve Lawson,
resigned. The advertisement for the position application will be posted by the end
of March. The committee encourages the advertisement to be posted on social
media.
9.4 Ontario Heritage Conference and National Heritage Conference
The Ontario Heritage Conference will be held in Gravenhurst from June 13' to
15th
The National Heritage Conference will be held in Montreal from November 12t" to
16t"
10 Other Committee Updates:
10.1 Bowmanville, Orono and Newcastle CIP: No updates
10.2 ACO — Clarington Branch: No updates.
10.3 NVDHS —
The general meeting will be held on April 13th
Antique Bottle Show/ Presentation will be held on April 17th
Orono Town Hall 125th Anniversary Celebration be held on April 6th
10.4 Museum:
Orono Library Open House is scheduled on April 6.

Extended hours on Thursday Nights at the Museum continue into the spring, and
the public is invited to informal presentations and discussions on topics of local
history at 6 pm. This week the topic is Women of Clarington, and next week is the
History of Dairy in Clarington.
The dehumidification project at Waverley Place will commence soon. CPLMA will
publicly announce the timeline in the near future.
10.5 Heritage Conservation District:
The Committee discussed pursuing a Heritage Conservation District study for
Newtonville Heritage District. The Newtonville Heritage District is to be added to
the agenda as a standard item.
10.6 Wilmot Creek Heritage Park:
The concept of Wilmot Creek Heritage Park was developed to become an
educational experience of the heritage area. Previous discussions included
proposals for museum, pathway, landscape, tree preservation and
commemoration plans. Staff will follow up on the progress of the park design and
provide updates in the next meeting.
10.7 Jury Land Foundation:
A consultant was retained to assist in identifying the potential use of the Cafeteria
Building and seeking grants to support the restoration of the building. A fence was
built to prevent the vandalism.
11 Standing items:
11.1 81 Scugog Street: No update
11.2 Fletcher Tree:
The Committee expressed the concern that a Tree Preservation by-law is needed
to support tree designation. Staff will follow up with Public Works regarding the
tree preservation by-law.
The property at 2433 Courtice had a fire recently. The property was recommended
to be designated. Staff will follow up with the schedules on designating properties.
