What: The City of Oshawa is undertaking a Municipal
Comprehensive Review of the Oshawa Official Plan (the o ;`-
"Official Plan Review"), the blueprint that guides how
Oshawa will grow in the coming decades. In order to �I. o
initiate the Official Plan Review process, Section 26(3) of 19 1 ma g i ne
the Planning Act directs any Council to consult with the iop__
approval authority (in this case, the Region of Durham) o OSHAWA
and other prescribed public bodies, as well as hold a —OFFIcIALPLANRBAEw—
Special Meeting of Council open to the public to generally
discuss the revisions that may be required as part of the
Official Plan Review.
When: Tuesday, April 30, 2024 — 6:30 p.m.
Where: This Special Meeting of Council will take place in the Council Chamber at Oshawa City
Hall, 50 Centre Street South.
Members of the public wishing to address Council through electronic means rather than appear in-
person to make a delegation are required to submit their request to speak to this matter no later than
12:00 p.m. on April 29, 2024 by contacting Legislative Services in writing at clerks@oshawa.ca.

The City of Oshawa's enhanced website features an information tab which provides a list of upcoming

Why: The Oshawa Official Plan is a document that sets out a unified set of policies and land use
designations to guide long-term growth and development in the City of Oshawa. The Oshawa Official
Plan was last updated in 2016. Now that Envision Durham, the Region's Municipal Comprehensive
Review of the Durham Regional Official Plan, has been adopted by Regional Council, it is appropriate
to initiate a new City-initiated Official Plan Review as required under the Planning Act in order to:
■ Conform to the newly adopted Durham Regional Official Plan; and,
■ Conform to updated Provincial legislation, policies and plans.

relating to infrastructure development, maintenance and repairs
Please be advised that at its regular meeting of March 12, 2024, Loyalist Township Council
passed the following resolution:

WHEREAS the Province of Ontario has agreed to assume responsibility for the Gardiner
Expressway and the Don Valley Parkway from the City of Toronto, which will be uploaded to the
Province of Ontario;
AND WHEREAS like the City of Toronto, The Corporation of Loyalist Township and all municipalities
in the Province of Ontario are experiencing significant financial and budgetary pressures including
those related to infrastructure development, maintenance and repairs, and are seeking reasonable
solutions to address the same while balancing their financial books;
AND WHEREAS the uploading of municipal highway infrastructure to the Province of Ontario or,
alternatively, appropriately increasing the Ontario Community Infrastructure Fund to Ontario
municipalities will assist municipalities in addressing such financial challenges;
AND BE IT RESOLVED THAT:

construction, operation, and maintenance of major municipally-owned highways throughout
the Province of Ontario to the Ontario Ministry of Transportation; or
o alternatively, if uploading is not the preferred option of the Province and/or local municipality,
to appropriately increase the Ontario Community Infrastructure Fund to municipalities so as
to fairly and equitably allocate resources to Ontario municipalities.

Notice of a Public Meeting
Concerning the proposed Rural Zoning By-law
Kawartha4! _ for the City of Kawartha Lakes
Take Notice that the Planning Advisory Committee, on behalf of the Council of the City of
Kawartha Lakes, will hold a Public Meeting on Wednesday, April 10, 2024 at 7:00 p.m. in the
Council Chambers, City Hall, 26 Francis Street, Lindsay, Ontario, to consider the proposed Rural
Zoning By-law.
Information on how to watch or participate in the public meeting is detailed below.
The purpose of the Public Meeting is to provide the public with an opportunity to understand and
comment on the proposed Rural Zoning By-law. The lands subject to the proposed Rural Zoning
By-law are all lands outside of the Urban Settlement Areas of Bobcaygeon, Fenelon Falls, Lindsay,
and Omemee as delineated in the City of Kawartha Lakes Official Plan. The proposed Rural
Zoning By-law excludes lands subject to the Oak Ridges Moraine Zoning By-law 2005-133. The
affected areas are identified on the key map below. The proposed Rural Zoning By-law regulates
the types of land uses and the character, height, location, size, and massing of buildings for all
lands subject to the By-law. This meeting is the second of two statutory Public Meetings held
regarding the Rural Zoning By-law. The first was held by the Planning Advisory Committee on
August 9, 2023.
The effect of the proposed Rural Zoning By-law will be one updated and harmonized Zoning By-
law that applies to the rural areas identified above. Currently, there are 14 Zoning By-laws in effect
that apply to rural areas which vary in age, terminology, and permission. The proposed Rural
Zoning By-law will apply a streamlined and consistent zoning framework to rural areas.
The City of Kawartha Lakes initiated a review and consolidation exercise in 2019. This is the first
comprehensive review of the rural area Zoning By-laws since amalgamation in 2001. In 2012, the
City of Kawartha Lakes Official Plan came into effect. The Planning Act requires that a new Zoning
By-law be prepared to be consistent with and implement the Official Plan.
The proposed Rural Zoning By-law is available online at

This meeting will be held in-person and through remote electronic participation in
accordance with the Municipal Act, 2001 and the Planning Act, 1990.
This meeting is on Wednesday, April 10, 2024 at 7:00 p.m. in the Council Chambers. It is a
special meeting of the Planning Advisory Committee. The Rural Zoning By-law is the only item on
the Agenda, so please attend promptly at 7:00 p.m.

The general public and the media can view the Planning Advisory Committee webcast through the
City of Kawartha Lakes Iivestream at: www.youtube.com/c/CityofKawarthaLakes.
How to Participate in the Public Hearings
In-person
Seating is limited. Registration is not required to participate in person, but we request you contact
the Recording Secretary to attend the meeting at City Hall by email at
clerks(a).kawartha lakes.ca. Please let us know by April 10, 2023.
Electronic participation
Should you wish to speak at the Planning Advisory Committee meeting via Zoom, before April 10,
2023, please email Clerk's Office at clerks(a)_kawarthalakes.ca. Please include:
• your first and last name;
• your email address where we can send the link to join the Zoom meeting; and
• any visual materials such as pictures or a PowerPoint presentation.
The Zoom meeting allows for participation by computer, mobile device or telephone. See below,

If you register to participate electronically, you are encouraged to email your written comments by
Tuesday, April 9, 2024 to agendaitems@kawarthalakes.ca so that Planning Advisory Committee
Members have your comments in case there are difficulties joining the electronic meeting.
Submit comments in writing: Submit comments in writing to the City of Kawartha Lakes, Clerk's
Office, 26 Francis Street, P.O. Box 9000, Lindsay, Ontario, K9V 5R8, prior to this meeting or by
email to agendaitems(a)_kawarthalakes.ca. Comments received by 4:00 p.m. on Tuesday, April 9,
2024, will be provided to Members of the Planning Advisory Committee prior to the meeting.
Notwithstanding the deadlines noted above, members of the public are requested to provide any
written comments and register as soon as possible in order to facilitate an orderly registration
process and meeting.
Additional Information
Public delegations will be provided five (5) minutes in which to make their comments once
called upon to speak by the Committee Chair. Questioning of or debate with the members or
staff is not permitted. If you have questions, you may state them during your five minutes. Your
comments must be directly related to the content of the report(s) to which you are speaking. The
Committee Members may choose to ask you follow-up questions following your remarks, comment,
or ask staff to respond to what you have said.
Any Person May Participate at the Public Meeting and/or make written or verbal representation
either in support of or in opposition to the proposed Zoning By-law Amendment. At the public
meeting presentations that would take longer than five minutes should be presented in written form
and summarized verbally. All submissions received prior to or at the Public Meeting will be
considered.
If You Wish to Be Notified of the Recommendation and/or the Decision of the Council of the
City of Kawartha Lakes on the proposed Rural Zoning By-law, you must make a written request to

Appeal Rights
If a person or public body would otherwise have an ability to appeal the decision of the City of
Kawartha Lakes to the Ontario Land Tribunal but the person or public body does not make oral
submissions at a public meeting or make written submissions to the City of Kawartha Lakes before
the by-law is passed, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting, or make written
submissions to the City of Kawartha Lakes before the by-law is passed, the person or public body
may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless,
in the opinion of the Tribunal, there are reasonable grounds to do so.

meeting links, and educational resources for those who may be new to using Zoom during the
week of the meeting.
Please note that you may also call in from a cell or landline if you do not have video sharing
capability. A call-in number and password will be provided in the email invitation. The Committee
does prefer video participation, where possible, for ease of communication.
The following information is provided for your consideration and guidance during electronic
participation in the meeting:
• Please join the electronic meeting 15-20 minutes early. When you join the meeting, either by
phone or online, you will be admitted at a suitable time, and greeted upon joining the call. You will
be able to hear the meeting and see the active speaker (if you have video capability), but your
microphone will be muted until it is your turn to speak.
• As screen-sharing will not be enabled for participants during this meeting, those persons
who wish to provide a visual presentation (PowerPoint or other) must email it to
clerks(a)_kawarthalakes.ca. The Clerk who is moderating the meeting will share your presentation
from their screen as you speak. Therefore, in order to allow sufficient time for set-up and testing in
advance of the meeting start time, those who wish to provide visual presentations are required
to register to speak and provide those materials to the Clerk's Office prior to 4:00 p.m. on
April 9, 2024.
• If you join the Zoom meeting through your phone, please do not put the phone on hold at any
time, as this will result in broadcasting "hold music" online once your microphone function is
unmuted.
• To optimize audio quality when using a laptop, using a headset with microphone is best;
otherwise, whether using your laptop microphone or cell phone, please speak directly into the
receiver and do not use speaker phone.
• If you are having technical difficulties on April 10, 2024, with using Zoom, you may contact the

ext. 1342. Please be advised that the City has limited resources available and is not able to
diagnose or address technical issues with your hardware or internet connection.

This award gives each municipality the opportunity to honour one of their local seniors who, after
age 65, has made outstanding contributions to enrich the social, cultural, and civic life of their
community.
The deadline for nominations is April 30, 2024.

webpage. Once you submit a nomination, a personalized certificate with your nominee's name will
be sent to you. I encourage you to present it to your nominee in June in conjunction with Seniors
Month.
The Ontario government is delighted to celebrate Seniors Month with municipalities across the
province. Seniors have generously given their time, knowledge and expertise to make this province
the best place in this country to live and work. It is important that we take the time to celebrate our
older population and their valuable contributions.
