A meeting of the Energy From Waste — Waste Management Advisory Committee was
held on Tuesday, February 27, 2024 in Council Chambers, Regional Headquarters,
605 Rossland Road East, Whitby, at 7:02 PM. Electronic participation was permitted
for this meeting.
Note: Subsequent to the meeting it was discovered that due to technical difficulties,
there was no audio being recorded during the meeting.

A) EFW-WMAC Work Plan (2023-2024) — Working Group Updates
A. Evans reminded the committee members that the three areas of the
workplan that could be further investigated are:
1. Plan and Program Implementation (as it relates to the Long-Term Waste
Management Plan, Extended Producer Responsibility (EPR), and
changes and enhancements to the Region's Organics Program);
2. Diversion Program Assessment (review and assess opportunities for the
Region to optimize and increase diversion opportunities within Durham
Region); and
3. Technology and Facility Review (reviewing key technologies which are or
may be utilized by the Region in delivery of waste management services).
Discussion ensued regarding the need for a clearer direction with respect to
the Committee members investigating the various topics listed above.
Due to technical difficulties, P. Haylock, Vice-Chair, assumed the Chair at
7:06 PM. G. Gordon resumed the Chair at 7:21 PM for the remainder of the
meeting.

8. Other Business
A) Update by Lipika Saha, Manager, Waste Services, the Regional Municipality of
Durham, regarding 2024 Community and Outreach Activities
L. Saha advised that there will be a number of special events in waste
management occurring in 2024 that members of the EFW-WMAC could
volunteer to participate in. She highlighted the following events:
• Compost Giveaway Days (April — June 2024)
• Environment Days (June — October 2024)
• Durham Open Doors Events — June 2024 (Durham Region Celebrates 50
Years)
o The Durham Open Doors anniversary events are replacing tours
arranged annually in celebration of National Public Works Week
(NPWW) — May 19 to 25, 2024
L. Saha also advised the Committee of the following additional events
occurring in Durham Region:
• Curbside Giveaway Days (May 4, 2024 and September 14, 2024)
• Waste Reduction Week (WRW) — October 16-22, 2024
Staff responded to questions from the Committee regarding why the City of
Oshawa and the Town of Whitby did not participate in the 2023 Curbside
Giveaway Days, and whether local Councils have to opt in in order to
participate in that event.
R. Fleming indicated that she would be interested in participating at the City of
Pickering's Compost Giveaway Day in May.
B) Update by Andrew Evans, Director, Waste Management Services, the Regional
Municipality of Durham, regarding Durham York Energy Centre
A. Evans advised that the Durham York Energy Centre (DYEC) facility
remains fully operational with no issues to report. He advised that the DYEC
processed the full 140,000 tonnes of waste in 2023, and that the annual
report is due at the end of March 2024 to the Ministry of the Environment,
Conservation and Parks (MECP).
Discussion ensued regarding various tours that the Committee members have
taken, and that a number of nuclear engineering students toured the DYEC in
February 2024.
A. Evans responded to questions from the Committee regarding concerns
with respect to how black polystyrene trays will be processed at the material

recovery facility; and when investigations would start with respect to future
expansion of the DYEC.
9. Next Meeting
The next regularly scheduled meeting of the EFW-WMAC will be held on
Tuesday, May 28, 2024 in Council Chambers, at 7:00 PM, Regional
Headquarters, 605 Rossland Road East, Whitby.

Upcoming road closure and lane restrictions on
Lambs Road in Clarington
Whitby,Ontario—The Regional Municipality of Durham is advising residents of an
upcoming road closure and lane restrictions on Lambs Road in the Municipality of
Clarington.
When: From March 11 to April 5, Lambs Road will be dosed. After April 5, intermittent lane
restrictions will be required until August 15. Unfavourable weather conditions may influence
the work schedule.
Where: Lambs Road from King Street East(Regional Highway 2)to Concession Street
East in Clarington.
Why:To safety install a watermain.
Note: The Region realizes that the work may be disruptive and will make every effort to
complete the work as quickly and efficiently as possible_ Drivers are asked to exercise
caution for the safety of pedestrians, cyclists and work crews_

Clerk RE: CTC Source Protection Committee Nomination
The CTC Source Protection Committee was formed in 2007 to oversee
development and implementation of a Source Protection Plan for the Credit
Valley, Toronto and Region, and Central Lake Ontario (CTC) Source
Protection Region. The committee has representation from municipalities,
businesses, and the public. Members of the CTC Source Protection
Committee are appointed by the Credit Valley Source Protection Authority
(SPA), as the lead SPA for the CTC Region.
There is an upcoming vacancy on the CTC Source Protection Committee
for the member representing the municipal group consisting of Durham
Region, Town of Ajax, Municipality of Clarington, City of Oshawa, City of
Pickering, Township of Scugog, Township of Uxbridge, and Town of
Whitby. The 5-year term of the current representative, Mr. John Presta, is
set to expire on June 20, 2024.
The Committee has requested that the municipalities jointly nominate a
candidate to sit on the Committee for the coming term (please see the
attached letter). All municipalities must confirm that they agree with the
nominated candidate. The term will be five (5) years from the date of
appointment.

The Region of Durham recommends that Tavis Nimmo, Manager of
Water Resource Monitoring & Protection in the Environmental
Services Branch of the Works Department at the Region of Durham,
be nominated to represent the joint municipalities at the CTC Source
Protection Committee. Tavis is a Certified Engineering Technologist
(C.E.T.). who has been with Durham Region for approximately 16 years
The Regional and meets the eligibility requirements to be appointed to the Committee. He
Municipality of has been involved with the Source Water Protection program since its
Durham inception and has participated in the development of the Source Protection
Plan policies in CTC, South Georgian Bay Lake Simcoe (SGBLS) Source
Corporate Services Protection Region (SPR), and the Trent Conservation Coalition (TCC) SPR.
He is an appointed Risk Management Official (RMO) for Durham Region
605 Rossland Rd. E. and has led the successful negotiation of many Risk Management Plans.
Level 1 Tavis is also a staff lead for the Lake Ontario Collaborative Group working
PO Box 623 on the development of the Lake Ontario Water Quality Forecasting System
Whitby, ON L1 N 6A3 (LOWQFS).

RE: Request Joint Nomination of One Representative to the CTC Source Protection
Committee

A Source Protection Committee was formed in 2007 to oversee development and
implementation of a Source Protection Plan for the Credit Valley, Toronto and Region, and
Central Lake Ontario (CTC) Source Protection Region. The committee has representation from
municipalities, businesses, and the public. The terms and conditions of appointments are
described in 3ntario Regulation 288/07 under the Clean Water Act, 2006. Members of the CTC
Source Protection Committee are appointed by the Credit Valley Source Protection Authority
(SPA), as the lead SPA for the CTC Region.
There is a vacancy on the CTC Source Protection Committee for the member representing the
municipal group consisting of Durham Region,Town of Ajax, Municipality of Clarington, City
of Oshawa, City of Pickering,Township of Scugog,Township of Uxbridge, and Town of
Whitby. The 5-year term of the current representative for this group, Mr. John Presta, is set to
expire on June 20, 2024. The municipalities within your group are asked to jointly nominate an
elected official, staff member, or citizen representative that complies with the eligibility
requirements as listed in Attachment 1. The rules of procedure of the Committee are available
for review at ctcswp.ca.
Council resolutions are not required to accompany the nomination, but all municipalities
must confirm that they agree with the nominated candidate. It is suggested that
municipalities meet to discuss and make decisions with respect to their preferred
representative. Our program manager, Behnam Doulatyari, is available to attend meetings as a
resource.
The term of this municipal member will be five (5) years from the date of appointment. The
time commitment for committee members varies with annual work plans. As we are now
implementing and updating the CTC Source Protection Plan, we anticipate the need for three to
six half-day committee meetings per calendar year with periodic communications in-between.
Members are provided with a per diem of$200 and mileage as set through provincial guidelines
and Credit Valley Conservation policies.
Please jointly submit the name of the person or employment position to represent your
municipal group by Thursday, May 2, 2024, through signed letter sent via email, to the
attention of the program manager for the CTC Source Protection Region:

SPC Member Skills and Qualifications
• Hold relevant knowledge of the applicable watersheds, communities, and local issues;
• Demonstrated ability to understand source protection planning related science,
concepts and technical reports;
• Proven ability to act as liaison to bring forward common concerns from their knowledge
and experience in the municipal sector to the Committee and assist in communicating
the Committee's work to municipal councils and staff;
• Solid problem-solving, analytical, communication and organizational skills;
• Demonstrated ability to work with group dynamics and team environments;
• Willingness and ability to travel within the CTC Source Protection Region for public
consultation meetings and information sessions;
• Has, or is capable of having direct contact with residents and landowners; and
• Provide constructive, collaborative, and science-based input on local source protection
planning issues.
SPC Member Eligibility Requirements
• Reside in, own or rent property within the CTC Source Protection Region; or
• Be employed or operate a business within the CTC Source Protection Region; or
• Be employed by a municipality that is in the CTC Source Protection Region; and
• Not be a member or employee of Credit Valley Conservation, Toronto and Region
Conservation Authority, or Central Lake Ontario Conservation Authority.
Regulatory Conditions of Appointment
• The appointee must regularly attend meetings of the source protection committee.
• The appointee must comply with the source protection committee's Code of Conduct
and Conflict of Interest policy, as well as the Rules of Procedure.

Recommendation:
1. That Report CS 02-24 regarding Durham Region Transit Service Changes be received;
2. That, further to the recommendation of the Accessibility Advisory Committee, Council be
requested to send a letter to the Region of Durham requesting reinstatement of transit
services in Pickering that were offered prior to January 1, 2024; and,
3. That the letter be copied to the local area Minister of Provincial Parliament, the
Association of Municipalities in Ontario, and all Durham Region Municipalities.
Executive Summary: The purpose of this report is to advise Council that the Accessibility
Advisory Committee (AAC) recommends advocating for the return of Durham Region Transit
Services (DRTS) to Pickering, and consult with key stakeholders, including those with
accessibility needs on any future service changes.
On January 2, 2024, Durham Region Transit made changes to bus routes and services in
Pickering, and across the Region. The Region issued a statement on December 19, 2023,
indicating that bus routes would be changing to maximize transit ridership and improve on-time
performance. Some bus stops and routes have been taken out of service. The impact of the
changes means transit users need to walk further to reach an active bus stop. Updates to
some bus routes have significantly increased transit times for Pickering transit users.
The Accessibility Advisory Committee adopted the following recommendation at their meeting
of January 17, 2024:
1. That the AAC finds the service changes, implemented by DRTS on January 1, 2024, to be
in contravention of the Ontario Human Rights Code (OHRC) and the Accessibility for
Ontarians with Disabilities Act (AODA); and,
2. That the AAC request that the Council of the City of Pickering send a letter to the Region of
Durham (ROD) requesting that they reverse the service changes immediately and consult
with Pickering residents and key stakeholders, including those with accessibility needs, on
any future service changes.

Relationship to the Pickering Strategic Plan: The recommendations in this report respond
to the Pickering Strategic Plan Priority of Advocate for an Inclusive, Welcoming, Safe &
Healthy Community.
Financial Implications: There are no direct financial impacts to the City of Pickering that
result from adopting the recommendations in this report.
Discussion: At the AAC Meeting on January 17, 2024, the AAC tabled a "DRT Service
Update" as an agenda item. The Durham Region Transit Service made a number of service
changes effective January 2, 2024, that have had an impact on the transit services offered to
Pickering residents. The most notable change included the introduction of a standardization of
800 metre distances between bus stops, as well as the reduction of buses serving the
Pickering community. The AAC has expressed concern about the lack of community input on
the implemented changes which have resulted in numerous complaints the City received
regarding this matter and suggested that the changes created barriers to elderly users and
users living with disabilities, as well as for youth requiring services for school access.
Discussion among the AAC Members included:
• concerns regarding the lack of volume for audible bus stop announcements;
• concerns regarding the lack of consultation with Pickering residents on proposed route
and service changes;
• concerns regarding poor signage indicating that bus stops are no longer in service;
• concerns regarding the service changes being implemented in winter season;
• concerns that DRTS On Demand bus service only picks up passengers from the
nearest bus stop rather than a convenient location for the transit user;
• the DRTS past refusal to implement audible bus stop announcements in light of the
Ontario Human Rights Commission order to implement that measure; and,

The purpose of this report is to advise Council that the AAC recommends advocating for the
return of Durham Region Transit Services to Pickering. The AAC requests that Council sends
a letter to Durham Region to request the reinstatement of these services and consult with key
stakeholders, including those with accessibility needs on any future service changes.

Whereas, the Municipality of Brighton faces challenges related to limited access to
transportation, and there exists a pressing need for a ride-sharing service to address
transportation gaps within our community;
And Whereas Rideshare services are increasingly relied upon by seniors, students, visitors and
tourists, and residents looking for safe, affordable, convenient, and reliable ways to travel;
And Whereas, the standardization and consistency of regulations across municipalities,
particularly in Ontario, can improve the efficiency and effectiveness of the regulatory framework;
And Whereas, transferring the responsibility of ride-share regulations and licensing to the
provincial level would contribute to a more streamlined and uniform governance structure, while
eliminating associated red tape and unnecessary administrative costs;
Therefore, Be It Resolved that the Municipality of Brighton Council hereby expresses its support
for the migration of ride-share regulations and licensing from the municipal level to the provincial
level;
Be It Further Resolved that the Municipality of Brighton Council formally requests the
Government of Ontario to initiate the transfer of responsibilities in the interest of creating a more
coherent and standardized regulatory framework for ride-sharing services across the province;
Be It Further Resolved that copies of this motion be distributed to the Honourable Doug Ford,
Premier of Ontario; the Honourable Prabmeet Sarkaria, Minister of Transportation; the
Honourable Paul Calandra, Minister of Municipal Affairs and Housing; the Honourable David
Piccini, Member of Provincial Parliament for Northumberland-Peterborough South; the

"WHEREAS, climate change annually contributes to hundreds of billions of
dollars in property and infrastructure damage worldwide, stressing local to
national and international economies;
WHEREAS, climate change jeopardizes the health and risks the extinction of
millions of species worldwide, stressing and weakening the health and integrity
of ecosystems everywhere;
WHEREAS, climate change harms the health and security of people through
intense wildfires,flooding, storms, droughts, rising sea levels,the spread of
invasive insects bearing diseases, negative impacts on agriculture, and food
supply interruption,thus further stressing social, economic, and political
systems;
WHEREAS,there is now a large body of evidence and climate change risk
scenarios which point to the imperative for steep and permanent reductions in
greenhouse gas emissions, immediately and in the coming decades, in order to
avoid many climate change "tipping points"which, if crossed,will render
further and devastating ecological, economic, and societal losses;
AND WHEREAS, a crisis can be defined as "a dangerous situation requiring
immediate action";
NOW THEREFORE BE IT RESOLVED THAT,Tay Valley Township officially
declares a climate change crisis for the purposes of naming,framing, and
deepening our commitment in our climate action plan to protecting our local

The Municipality of Clarington is situated within the traditional and treaty territory of the
Mississaugas and Chippewas (chip-uh-WUH) of the Anishinabeg (uh-NISH-in-NAH-bek)
known today as the Williams Treaties First Nations.
Our work on these lands acknowledges their resilience and their longstanding
contributions to the area now known as the Municipality of Clarington.
1. Declaration of Pecuniary Interest
There were no disclosures of interest stated at this meeting.
2. Presentations/Delegations
Perry Kirkbride reported back from Derek Boucher of employment services
offering 3,000 to 5,000. Recruit potential employees. Meet once a month at the
library.
Orono Town Hall Board is seeking a new member
Public washrooms not for public use at Orono Town Hall citing access to other
parts of the hall an issue.

CBOT — Bonnie to offer support in regard to Orono. Sub Committee to discuss
how they can promote Orono. What can they offer? Pop up spaces in open
buildings. Main Street storefronts are for retail/commercial business and open to
the public.
Invest Clarington — Laura Knox. Grant funding has not been announced.
New programs coming soon. My main St. business sustainability. Community
based support.
Carlos Salizar also from the Municipality — Support along with Invest Clarington
Municipal update — discussed

a. subcommittee of Bonnie, Laura, Perry, Karen, Frank, Brad, & Carlos to meet
in March to discuss how to move forward sustainably in Orono.
b. Rental of empty buildings. — forwarded to Laura Knox the list of names and
buildings empty — List attached.
c. Seasonal Sidewalk program available — see Laura
Karen to still speak with Orono Library re public washrooms and someone to
come to meetings
d. Bike rental program to be discussed with subcommittee
e. Dog Waste stations to be discussed with subcommittee. Possibly the
municipality could install posts with waste bags near garbage cans
f. Orono sign install moved forward
g. Heather spoke to the increased cost of BIA Apparel and feels the new price
should be $60 from $55.00 for sweaters. Other items should go up as well.
Brad to look into another company to manufacture. Laura looking into a local
company that may be less expensive.
h. Website and Arena advertising program to be discussed next time.
i. Discussion of a possible space in one of the closed buildings downtown for
the farmers market.

j. It would be nice to have a coffee shop up and running come the season for
cyclists and for tourists.
k. Cross promotion of local & surrounding businesses to be discussed with the
sub-committee.
5. New Business
a. Subcommittee to meet in March before next meeting
b. Orono Antique Festival will need help this year. Same day as a Car show at
the Orono Arena. Parking solutions may be required.
c. Easter Egg Hunt — Saturday March 301h. Scott Story is organizing.
d. Orono - Main Street road will not be changing hands with Durham Region
soon. It is a question of repair and water mains and who will be doing that.
e. We could use speed bumps, a crosswalk to increase safety for pedestrians
when crossing the street. Possibly a speed tracking sign.
Bank - $32,784.07 remaining in Big Box fund
roughly $8400.00 in main bank account - $6000.00 levy has been deposited
by the municipality.
