Subject: MUNICIPALITY OF CLARINGTON PROPOSED STREET NAME CHANGE
PORTION OF REGIONAL ROAD NO. 14 FROM TAUNTON ROAD (REGIONAL
ROAD NO. 4) NORTHERLY TO REGIONAL ROAD NO. 20

Recommendations:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD- 126 -96 be received;
2. THAT Staff be authorized to take the appropriate action pursuant to Municipal
Policy and the provisions of Section 210 of the Municipal Act, for consideration
of the following proposed street name changes:
1) that portion of "Regional Road No. 14" northerly from Taunton Road to
Concession Road 7 to "Liberty Street "; and,
2) that portion of "Regional Road No. 14" easterly and within lots 9 and 10,
former Township of Darlington to "Concession Road No. 7 "; and,
3) that portion of "Regional Road No. 14" northerly from Concession Road No.
7 to Concession Road No. 8 to "Clemens Road "; and,
4) that portion of "Regional Road No. 14" easterly and within lots 7 and 8,
former Township of Darlington to "Concession Road No. 8" and,
5) that portion of "Regional Road No. 14" northerly from Concession Road No.
8 to Regional Road No. 20 to "Bethesda Road ".
3. THAT the landowners fronting onto the affected portions of Regional Road No. 14
(north of Taunton Road to Regional Road No. 20) be provided notice through a
mail circulation; and
4. THAT the Region of Durham Planning Department be advised of Council's
decision.

1.1 Council, at their November 13, 1995 meeting, endorsed the following resolution:
"THAT Report WD -51 -95 be received;
THAT the Municipality of Clarington enter into an Agreement with the Region of
Durham for the reversion to the Municipality of Clarington of Regional Road No.
14 (Liberty Street), from Taunton Road northerly to Regional Road No. 20
satisfactory to the Director of Public Works;
THAT the By -law attached to Report WD -51 -95 be passed authorizing the Mayor
and the Clerk to execute the Agreement; and,
THAT Mr. T. Prevedel, Director of Transportation, Region of Durham, and Mr.
Shael Gwartz, Municipal Engineer, Ministry of Transportation, be advised of
Council's decision."
1.2 Subsequently, Regional Council considered and adopted, at their June 5, 1996
meeting, the recommendation and By -law attached to staff Report 96 -W -67,
approving the transfer of Regional Road No. 14 from Taunton Road (Regional
Road No. 4) to Regional Road No. 20 to the Municipality of Clarington.
2. STAFF COMMENTS
2.1 As a result of the transfer of that portion of what was previously "Regional Road
No. 14 ", north of Taunton Road, it became necessary to rename the various
sections of this roadway.
2.2 In considering a new street name for this roadway, staff concluded that the use
of one name could be confusing. This is due to the fact that this portion of the
"Regional Road No. 14" is neither a continuous or straight stretch of roadway but
rather consists of four ninety degree turns, two east -west and three north -south
alignments. Consequently, it is suggested that the existing local road names be
used. As shown on attachment No. 1, moving from the south, the north -south
portions of the roadway would be renamed "Liberty Street ", "Clemens

Road" and "Bethesda Road ". The east -west portions would be renamed
"Concession Road No. 7" and "Concession Road No. 8 ".
2.3 The proposal of extending the existing municipal local road names maintains the
Municipality's current practice of using historically significant names. Regional
staff has advised that the use of existing names would be acceptable. This would
avoid their possible refusal of "new" names proposed if they were duplications of
names currently used in the Region.
2.4 A preliminary examination of the assessment maps confirms that one hundred
and five (105) properties would be effected by an name change. The
Municipality's house numbering by -law was prepared in such a manner that a
street name change would not result in a change to the respective municipal
house numbers.
3. CONCLUSION
3.1 Pending Committee and Council's approval of the recommendations contained
within said report, staff will proceed with the appropriate newspaper
advertisements, and mail -out circulation confirming Council's intentions to
consider the proposed street name changes as noted above. A subsequent
report will be brought forward following the notification and consultation process.
