POSITION O OFFICIAL Recommendations: File # Res. # Ad By -law #L'o It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD- 123 -96 be received; and 2. THAT the attached by -law be passed to appoint the Director of Planning and Development as the Chief Building Official until such time a new Chief Building Official is appointed. 1. BACKGROUND: 1. During budget preparation in the early part of 1996, staff were instructed to find various ways to reduce the budget impact as a result of Provincial Transfer payment cutback. One of the savings that staff identified was a $15,000. saving by not filling the Chief Building Official position for the balance of 1996 as a result of retirement of Mr. Howard Wight in September of this year. 2. As a result of the foregoing, there will not be a Chief Building Official for the balance of 1996. As the Building Code Act requires the Municipality to appoint a Chief Building Official to enforce the Ontario Building Codes, it is imperative that someone be appointed to such an official position on a continuous basis in order ...2 564 REPORT PD-123-96 ., to discharge the Municipality's responsibilities. In this regard, the Director of Planning and Development will assume the duties of the Chief Building Official on an interim basis until a replacement is hired. 3. The Director recognizes that this arrangement will significantly increase his workload. However, given the fact that this is an interim measure, the Director is prepared to take on this responsibility. A by -law to authorize the appointment is attached for Council's approval. 4. It should be noted that the Director has limited technical knowledge on Building Code matters. Therefore, a permanent replacement would have to be found. In this regard, the Chief Administrative Officer and the Director will commence a candidate search with the objective of bringing on a new Chief Building Official sometime in the new year. Stockwell Chief Administrative Officer CORPORATION OF CLARINGTON BY-LAW • being a By -law to amend By -law 89 -173, a By -law respecting the appointment of a Chief Building Official and Building Inspectors WHEREAS the current Chief Building Official, Mr. Howard Wight will retire on September 27, 1996; WHEREAS Council has decided not to fill the position for the balance of 1996; WHEREAS the Ontario Building Code Act requires Council to appoint a Chief Building Official to enforce the Ontario Building Codes. NOW THEREFORE, the Council of the Municipality enacts as follows: 1. THAT By -law 89 -173 be amended by deleting paragraph 1) in its entirety and replacing it with the following: 1) THAT in addition to his duties as the Director of Planning and Development, Mr. Franklin Wu be appointed as the Chief Building Official for the Municipality of Clarington effective September 30, 1996. 2. THAT By -law 89 -173 be further amended by deleting Schedule "A" in its entirety.
