It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD- 109 -96 be received;
2. THAT the amount of $50,000.00 allocated as the Municipality of Clarington's
contribution for 1996 -97 Waterfront Trail be used to proceed with Trail Signage,
and improvements in the Wilmot Creek area; and
3. THAT the funds be drawn from Waterfront Trail Connection Public Works Capital
Budget Account # 7603- 00120 -0516.
1. BACKGROUND
1.1 On March 18, 1996 Staff advised the General Purpose and Administration
Committee of the 1996 -97 Work Program for the Waterfront Trail. The projects
included:
• finalizing incomplete alignments between Cobbledick Road and Bennett
Road, the area east of Bond Head and Trail linkages through either the
Bowmanville or Soper Creek Valleys;
• interpretative and trail head signs;
• improvements in the Wilmot Creek area (lands recently purchased by the
Municipality).

1.2 The total budget for the projects was estimated at $198,000.00. Staff submitted
the projects to the Waterfront Regeneration Trust and requested a 75%
($148,000.00) contribution from the Province. The sum of $50,000.00 was set
aside in Public Works Budget as the Municipality's contribution. The projects
were forwarded to the Provincial Treasury Board along with several trail projects
from other municipalities for approval.
1.3 On June 13, 1996 Staff were advised that the Treasury Board only approved the
projects associated with the Trail extension west of Stoney Creek. All other
projects were denied funding.
2. REVISED 1996 -97 WORK PROGRAM
2.1 As a result of the Province's decision to deny funding for Clarington's Trail
project, staff have had to revisit the 1996 -97 Trail Work Program as described in
PD- 39 -96.
2.2 The Revised Work Program
Staff will continue to work towards finalizing designs for the incomplete
alignments, including negotiating with the landowners in the Bowmanville Creek
Valley for a trail connection to downtown Bowmanville.
Funds from the 1995 budget have been allocated for a trail spur from the
Waterfront Trail at the Wilmot Creek Water Pollution Control Plant to Lake Ontario,
on the Toronto Street road allowance. The estimated cost is $40,000. Staff
anticipate the project to be tendered sometime in August, 1996 with a targeted
completion date of November, 1996.
In order to make some improvements to the Trail, as set out in the 96 -97 work
program, Staff request that the $ 50,000.00 set aside as the Municipality's
contribution for funding, continue to be allocated to complete Waterfront Trail

projects, including trail head and interpretative signage, minor landscaping,
benches and waste receptacles along the Trail.

3.1 The Trail was constructed as a minimal standard. Staff is committed to making
continuous improvements to the Trail to benefit current users, and bring new
users to the waterfront. As such, Staff recommend the sum of $50,000.00
allocated in Public Works budget be used to complete some of the 1996 -97 Trail
projects.
