THAT Report PD -75 -96 be received for information. 1. The planning system in Ontario has many participants including the ministries of the provincial government, regional and local municipalities, conservation authorities, planning and engineering consultants and developers. All of these participants require information, almost on a daily basis, in order to carry out their various responsibilities and functions. However, this information is not of a common standard and are often difficult and costly to obtain. 2. Recognizing the difficult and costly means of obtaining this data, the Province, through the Provincial Facilitator's office, has embarked on discussions over the need to create new and inexpensive ways of obtaining, maintaining and accessing land- related information. The implementation of this need has been assigned to the Ontario Land Information Services ( ONLIS) project. ONLIS brought forth an implementation program in February of 1996 that involves developing partnerships amongst the various planning system participants. The program also encourages the delivery of on -line information services and the creation of an information forum making use of the Internet. The ONLIS 533 .* document entitled Implementing the Information Partnership is attached to this report. 3. The two principles advocated by the ONLIS project are that partnerships need: the "Right -to -Use" concept; and • the idea of "Win, Win ". The "Right -to -Use" means that owners of land- related data can have free access to each other's data under agreed to schedules of use and specified data. The "Win, Win" idea is that the partnership can succeed only if each partner benefits. This would recognize that not all partners can contribute equally but that everyone recognizes a reduction in expenditures or an improvement in the quality of data, decisions and approval times. 4. Within the Municipality of Clarington, land- related information is collected by a variety of groups including: • the various ministries of the Government of Ontario, including the land registry office • public utilities • private utilities • the various departments of the Municipality • four (4) separate conservation authorities • the public and separate school boards • the Durham Regional Police Department • developers and consultants Due to the number of participants in the planning system who collect information, the possibility exists to form partnerships to share data and reduce the cost of gathering information. REPORT PD-75-96 ,, 6. On May 3, 1996, the Provincial Facilitator and the Region hosted a Durham Data Day with a wide variety of participants attending including representatives of the development industry. Representatives of the Planning and Works Departments attended. Durham has been targeted as the first provincial pilot project for the creation of a data sharing partnership. The ONLIS initiative is closely tied with the transfer of provincial review functions to the Region and area municipalities in Durham. While there appeared to be wide - spread support in principle, there were a number of serious issues raised. These included: • lack of common standards • the cost and duplication of effort in maintaining existing data bases • inequity in ability of various parties to contribute to a partnership and their needs from the partnership • inequity in capability in terms of staff resources and technology • liability for data providers 7. At the end of the Durham Data Day, it was proposed that a Working Group of interested representatives, chaired by the Region, meet to explore the opportunities further. Municipal staff will continue to participate and consider opportunities as part of the development of a corporate Geographic Information System (GIS) in the Municipality. This initiative demonstrates the need for a GIS system which can readily interface with other information providers and to clarify roles in data collection to ensure a more efficient and effective planning system. 8.
