Motion 10.3 - Councillor Gilliland; Re: Community Safety and Inciteful Speech
Please be advised that this matter was considered by Council at its meeting held on
December 12, 2023, and in this regard, Council adopted the following resolution:
Whereas there has been an escalation in terrorist activity and unrest around
the world that has triggered homeland rallies and advocacy that supports
inciteful actions, which are causing uncertainty and unsafe feelings in our
own country; and
Whereas inciteful speech is knowingly being utilized to create division,
manipulation and spread misinformation, which could be defined as violent
extremist propaganda and encouraging violent crimes; and
Whereas any loss of innocent civilian life is unacceptable and tragic; and
Whereas other local municipal councils and residents in Aurora have
expressed concerns of uncertainty and safety who are asking for peace,
protection and security; and
Whereas law exists to help maintain public safety, security, peace and order in
society, and in Canada, where the responsibility for criminal justice is shared
between the Federal, Provincial and territorial governments; and
Whereas it is important to protect our general freedoms of speech, while
respecting the principles to protect and respect human rights, whether in

person or in a free, open and secure internet, and to ensure transparency and
accountability;
1. Now Therefore Be It Hereby Resolved That the Town of Aurora
acknowledges that residents in the community have expressed feelings of
uncertainty and safety concerns, due to the recent global unrest, and
condemns all acts of terror and violence resulting in loss of life or injury;
and
2. Be It Further Resolved That the Town of Aurora call on all levels of
government to acknowledge this uncertainty and safety concerns in
Canada and look to strengthening their available tools to deny inciteful
speech that encourages violent extremists the ability to publicly
manipulate, advocate, and incite violence or physical harm to another
human being, whether it be online or in person; and
3. Be It Further Resolved That Council encourages our community and
diverse local leaders of faith to bring the community together to promote
peace, healing and understanding during this difficult time; and
4. Be It Further Resolved That a copy of this resolution be provided to both
the Federal and Provincial government and all municipalities in Ontario.

On December 19112023, Council passed the following resolution at its regular meeting:
RESOLUTION 2023-0247
Moved by Councillor Arnold
Seconded by Councillor Halvorsen
WHEREAS duly elected Officials of a Municipality, or a Township are expected to be above
reproach and to conduct themselves with integrity, truth, justice, honesty, transparency
and courtesy.
AND WHEREAS there are people of dubious character who have a Criminal Record, having
been convicted of a Federal Offence of any of the Federal Statutes of Canada, but not limited
to the Criminal Code or Narcotic Control Act, who are currently on Council of a Municipality
or have let their name stand for election for Mayor, Reeve or Councillor as a municipal
candidate.
NOT WITHSTANDING the provisions of the Ontario Human Rights Code
THEREFORE BE IT RESOLVED that the Township of Conmee lobby the Provincial
Government to amend The Municipal Act and Municipal Elections Act, as may be, so that
people with a criminal record who have not had their record pardoned from the RCMP Data
Base by order of the Governor General of Canada, be prohibited from becoming a candidate
in municipal elections or holding office in municipal council
AND THAT an elected local government official be disqualified from office upon conviction
of a criminal offense and must resign
AND THAT Council of the Township of Conmee direct the Clerk to send a copy of this
resolution to the Ontario Premier Doug Ford, Attorney General Doug Downey, Solicitor
General Michael Kerzner, Minister of Municipal Affairs Paul Calandra, MPP Kevin Holland,

Re: Rising Municipal Insurance Costs
Dear MPP Piccini,
At its regular meeting held December 12, 2023, the Council of the Township of Asphodel -
Norwood considered the above -noted matter and passed the following resolution:
WHEREAS Ontario Municipalities are experiencing higher insurance rates at each
renewal with limited access to insurance providers willing to quote on municipal insurance
needs;
AND WHEREAS the Township of Asphodel-Norwood's annual insurance premiums have
increased from $150,280 to $299,729 from 2020 to 2024, representing an accumulated
increase of 99.5% over this period;
AND WHEREAS these annual increases are unsustainable and divert funds from critical
municipal services as one of the most significant constraints in limiting yearly tax levy
increases;
NOW THEREFORE BE IT RESOLVED that the Council of the Township of Asphodel -
Norwood directs staff to send a letter to the MPP for Northumberland -Peterborough South
calling for action to reduce insurance costs;
AND FURTHER BE IT RESOLVED that this Resolution be forwarded to the Association
of Municipalities of Ontario (AMO), the Minister of Finance, the Minister of Municipal
Affairs and Housing, and all Ontario Municipalities for support.

The Chair read the Land Acknowledgement statement. The meeting was called to order.
1. Presentation by Delegations
Kevin Heathcote manages capital projects related to Municipal infrastructure. MOC works in conjunction with
Region of Durham on many major infrastructure projects.
REGION OF DURHAM PROJECTS 2023 — Bowmanville Ave & Hwy 2 reconstruction and widening. 2024-2027
Liberty St rehabilitation (Baseline to King) & Bowmanville Ave widening (Baseline to CPR line).
Bowmanville Avenue project rail overpass to Stevens Rd intersection. Widening to four lane. Multi -use path to
connect to Roenigk Drive. Water and sewer. Reconstruct around train bridge crossing. Intersection
improvements.
Liberty St will have continuous turning lane down centre to help with traffic flow. Baseline Road intersection
improvements. Potential for multi -use paths to be included in front of Memorial Park.
MOC PROJECTS 2023 — Church St & Division St Municipal Parking Lot rehabilitation. King St E (Liberty to Haines
Rd) pavement rehab, intersection accessibility adjustments, lane adjustments, and dedicated bike lanes.
Veterans Square & Courtyard revitalization at Municipal Administrative Centre.
Future years (2024-27) - King St pavement rehab (Liberty to Scugog). Active transportation master
plan/wayfinding system. King St pavement (Roenigk to CPR underpass). King St bridge (over Bowmanville
Creek) rehab. Lambert St reconstruction (Church to King).
Mr. Heathcote was asked to determine timeline for project completion of the Veterans Square project as this
may conflict with Applefest which is October 14. Mr. Heathcote will connect with Community Services and ask
for them to communicate with BIA.

The Chair thanked Mr. Heathcote for attending. Mr. Heathcote departed at 7:26pm.
2. Updates from Community Partners
(a) MOC Economic Development (formerly Clarington Tourism)
Laura Knox introduced Andrew Poray who is the new manager of Economic Development held within the
Planning Department. The past few months have been focused on building the team and outlining roles.
Andrew has experience with Ajax and Oshawa.
Two years ago Council created a strategy to implement an internal Economic Development department.
Previously CBOT was contracted for this role. Some of the work is very closely tied with CBOT and will
continue to be. Much of the Tourism workload will still be handled by Ashlee. Laura will handle many of the
CIP and patio programs, as well as the business portfolio. Jessica from Tourism is also part of the team.
Laura —downtown/urban. Ashlee — tourism/rural.
Economic Development will be responsible for attraction of investment to Clarington.
CBOT will remain a Board of Trade and will focus on membership, events, etc. There will be a contract
negotiation for 2024, but at this time it is unclear how the division of responsibility will be handled.
The Chair questioned whether CBOT would still be the contact for businesses looking to relocate downtown.
Laura will be assuming responsibility for connecting potential businesses with vacant properties.
3. Adoption of Minutes

4. Business Arising from Previous Minutes
(a) BMO driveway
L. Holmes shared an update provided by D. Anderson by email. Public Works has confirmed the issue is now
Municipal and it is still being investigated. Mr. Anderson will report back when more information is
available.
The property owner of BMO has cleared all blockages on their property.
(b) 99 King Mural
The Chair reported that on the top right-hand side of the mural painted on their outside wall is the BIA logo.
The Chair confirmed that the business owner was told that permission was not granted for use of the logo.
The BIA will not ask for the logo to be removed or covered.
(c) Proposal for banners in construction zone
The Chair has not spoken with Municipal staff yet.

(d) Damage of benches/planters
Several benches and stationary planters downtown are in a state of disrepair. Temporary large planters will
be used this summer at strategic locations downtown instead of stationary ones.
The Chair will set a meeting with Mr. Brake to do a walkabout downtown.
The BIA would like to request removal of stationary planters and discuss repair or replacement of benches.
(e) PFLAG banners
The Chair will speak with E. Mittag about banner installation. The two 2022 banners are in storage.
(f) Parking Downtown
Mr. Anderson sent a notice by email that he would like to attend a future BIA meeting to provide a walk-
through of the HotSpot parking application.
L. Holmes informed Mr. Anderson that the Board does not formally meet again until September but would
be willing to set-up a special meeting for this discussion. Mr. Anderson is to reach out with potential dates.

JUNE 2023
C. Holmes thanked all who came out to assist with check -in at Maplefest. Crowds at Maplefest were very
large. There was no noticeable loss of attendees due to the absence of the pancake breakfast. There was
misinformation spread about the pancake breakfast, as well as vendor fees, on social media. Applefest is
nearly half sold out already. Upcoming events include July Twilight Tuesday & August Sidewalk Sale, neither
will have road closure.
(c) Membership Relations —
G. Lucas reported that flowers were sent to the owner of Poppies Cove following her accident. The Chair
reported that he attended Himalayan Spa to congratulate them on their 6t" anniversary and Pink Lemon
Decor for second anniversary. He also attended the official Grand Opening of A Well Mind.
(d) Streetscape —
E. Lucas reported that flower baskets will be installed later this month, along with large temporary planters.
Watering will commence once flowers arrive. Summer banners will be installed soon. Autumn banners will
be installed at the end of August.
(e) Communications —
No report.
(f) Website & Social Media —
No report.
8. New Business
(a) Graffiti/Tagging
There is a significant problem with graffiti downtown. Business owners should be encouraged to report all
incidents to DRIPS. An email will be sent all business owners with this reminder. Business owners may be
able to access CIP funds to assist with costs of repainting. The Chair will reach out to DRPS to notify of the
issue and request an increased vigilance.
(b) Citizen seeking support for cigarette disposal

A private citizen visited several businesses downtown asking about their experience with cigarette butts in
front of their location and informally asking whether the business would support cigarette disposal cans.
Several board members have negative experiences with these disposals and cite risks including fire ignition.
The BIA would ask to be consulted if Council were to consider installation of cigarette disposal apparatus
downtown.
(b) Homelessness
Several businesses have been impacted by transient persons occupying sidewalks and vestibules. There are
also reported incidents of persons entering businesses several times per day and speaking/acting
inappropriately to customers and staff. Some businesses have had success with asking these persons to
vacate the premises, while others have not.
The Chair will raise these concerns with DRPS during the discussion about graffiti.
(c) Concerts In The Park
The first concert is June 22. The sign will be installed at Roegnik Drive. The BIA is a sponsor of Concerts In
The Park and will be invited to sponsor appreciation night later this summer.
(d) RaceFest
A. Kielbiski from Economic Development/Tourism reached out by email about RaceFest planned for July 5 at
Garnet B. Rickard. This is the first time for the event to promote race weekend at CTMP and organizers
hope to make it an annual event. The organizers would like to help cross -promote attendees shopping
downtown. L. Holmes met with organizers to discuss potential opportunities. Given tight timeline for this
year it was not feasible to offer late night shopping hours downtown on July 5.

The Chair read the Land Acknowledgement Statement. The meeting was then called to order.
1. Presentation by Delegations
The Chair recognized that no delegations were present.
2. Updates from Community Partners
(a) CBOT
B. Wrightman shared that the Business Retention and Expansion project is complete. In-depth survey, cross -
sector. Results are being compiled and analyzed and will be formulated into a report. Anticipating some
action items to arise. Will use the results to help guide community solutions. Expecting report to be
available by end of year. CBOT is engaging with students across secondary school and post -secondary co-op
programs. This can help fill workforce gaps.
Roundtable to address criminal activity was conducted previously with DRPS and MPP McCarthy.
Discussions included opportunities to share between businesses such as on Facebook. DRPS advised against
using any public forum. CBOT is now exploring a landing page on their website where concerns can be
shared confidentially.
Fox and Falcon Pub has replaced The Old Country Restaurant. There is a new industrial build south of the
401. CBOT will be rolling out a fall campaign and a holiday campaign. There is no plan to restart the Shop
Where You Live Durham Region campaign.
(b) Economic Development/Tourism
L. Knox shared that her portfolio will include strategic planning for investment attraction. There will be a 5-
year CIP review starting shortly. The BIAS will be engaged in this process. There is still interest in CIP,
particularly related to fagade improvement. There will also be a review on the Patio Program starting this
fall. There is an application fee for patios. The Municipality has several standard size patios available.

There may be opportunity for marketing a Shop Local campaign ie. Hometown Holiday. Community Services
has taken over the role of engaging with sport organizations. Ec Dev can connect the BIAs to interested
parties.
Regular memos/reports will be presented to Council regarding activities of Ec Dev.

4. Business Arising from Previous Minutes
(a) BMO driveway
Email received from Manager of Municipal Law Enforcement on June 8. Public Works was able to confirm a
line collapse in the Municipal right of way on King St. Repair work to be scheduled.
The Chair will reach out to the Director of Public Works to determine date for when work is to be
completed.
(b) Banners in construction zone
The Chair has received permission for the BIA to use banner stays in the west end of town when not in use
for Veterans banners.
The Municipality will continue to maintain and use banner stays on bridge across Bowmanville Creek.
(c) Downtown benches/planters
The Chair and the Director of Public Works conducted a walk -about on June 27.
The following items are scheduled.
1.13Iow off the sidewalks and sweep the street. 2. Order 3-4 new benches and replace the two old existing
wooden ones. Install others in strategic locations. 3. Remove the old metal planters (approx. 8) and obtain a
quote to sandblast and powdercoat. If cost-effective proceed, otherwise dispose of existing containers. 4.
Remove the lids from the planters on the benches at the bus stop. S. Remove the checkerboard from the
table at the bus stop. 6. Remove the graffiti from the garbage cans. 7. Re -paint the parking stall lines. 8. Re-

Feedback from app customers is mostly positive. There were some concerns raised that the app lists
Clarington and not Bowmanville which created some confusion.
The Chair will speak to Mr. Maclver to see if there is a way to add Bowmanville to the listing.
(e) Graffiti and Homelessness issues
The Chair conducted a walk -about with Sgt. Farrugia of DRPS on June 13. Non -reporting of tagging/graffiti is
an issue. At the time of the walk -about, DRPS had only 2 recent reports on file but there are numerous new
markings.
The Chair would like to engage CIP to determine if there is any assistance for business owners for covering
up tagging.
The Chair attended a DRPS session recently. DRPS occasionally sends foot patrol officers through the
downtown core. Homelessness and mental health issues are affecting many local downtowns, including
downtown Bowmanville.

C. Holmes reported that Applefest vendor spaces are sold out. Planning for Santa Photos is underway, as
well as Moonlight Magic. Ladies Night is scheduled for November 2. BMO window wrap may need to be
installed prior to Remembrance Day as the installation becomes risky as the weather cools.
(c) Membership Relations —
The Chair reported that a new tenant is moving into the former Gig's Music location. Salon MAE moved
from their upper level space to main level on Division in former Boho Beauty location.
(d) Streetscape —
E. Lucas reported that the flower vendor will be removing the baskets that are dying. The vendor apologized
for the suboptimal quality of some baskets this year. New winter garlands will be arriving in approximately
two weeks. Previous garlands will be installed off main street. Apple street banners will be removed prior
to Legion installation of Veteran banners. Winter banners will be installed following Remembrance Day and
prior to Santa Claus Parade. Will connect with vendor about winter hanging baskets and large stationary
planters. LED shooting stars have been inspected for this year.

There are strict rules outlining eligibility for entry to events in Historic Downtown Bowmanville that have
been in place for decades. Vendor spaces are restricted to handmade makers and food vendors.
Community Outreach space is restricted to non-profit groups, religious organizations, service clubs,
fundraisers, etc. There are no opportunities for corporations or businesses.
(g) Santa Claus Parade Route
Due to construction, the parade is unable to stage from Roegnik to Hwy 57 this year. The parade
committee would like to know if downtown businesses have any input on an alternate route. The
committee suggested a reverse route that would end at Scugog & King.

THAT it be suggested that staging could occur Scugog & Church or Scugog & Wellington to maintain the
standard route as this is preferred as the road reopens to business earlier than if route is reversed.

The owner of Brewers Pantry reached out to Ec Dev to determine if it would be possible to extend their
contract to have the patio remain in place during Applefest.

contract can be extended this year.

(i) Shuttle for Applefest
AutoPlanet has offered their 500 vehicle lot for parking at Applefest, but is unable to operate shuttle service
as originally offered. The lot is available if an alternate shuttle operator is found. Use of this third -party lot
will require a contract with Municipality and shared liability.
Municipally owned and operated parking lots are preferable as liability is covered. Community Services will
be contacted to determine if Clarington Fields would be available for shuttle parking.
Pricing for bus shuttles will be investigated.
If feasible, shuttle service will be offered at Applefest this year.

L. Knox shared that the Hometown Holiday campaign will launch soon. The major push is for shop local and

Invest Clarington branding has launched. Branded bags will be made available to BIA businesses. Patio
program has come to a close for season. Would like to seek input on the program for future. CIP grant
program promotion will launch early in the new year. THEE parade set for December 6, 5:30pm.
(b) CBOT
B. Wrightman sent an email reminder about the Crime and Homelessness roundtable session that is
scheduled for Friday November 17. If there are any questions or issues that need to be raised please direct
them to CBOT.

C. Holmes reported that Girls Night Out was reportedly not as well attended as previous years. Moonlight
Magic event is planned for December 1. OPG request to participate was denied, as community outreach
space is not offered at Moonlight. BMO window wrap is partially installed. Lights will be installed on the
Christmas tree. Photos with Santa on the first three Saturday's is planned. Live reindeer was cost
prohibitive this year and funds will be redirected to new event The Grinch Giveaway which is planned for
Saturday mornings in December to help promote shopping downtown. Businesses have been encouraged to
donate gift cards and vouchers to the promotion. Parade entry is set for Saturday November 18.
Advertising for shopping downtown and Moonlight Magic starts this Friday. Poster delivery for Moonlight is
complete, Grinch posters will go out this week, and Santa posters the following week.
(c) Membership Relations —
G. Lucas reported that HER Beauty lounge has not had an official opening yet. The Chair attended the
official grand opening for Sugar Dust Bakery.
(d) Streetscape —
E. Lucas reported that Christmas garlands are mostly installed. Banners and shooting stars will be installed
this week. Hanging baskets will be installed at end of month, because the weather has been too warm.
Stationary planters are being delivered this week and the provider uses a special spray to keep the greenery

fresh longer. The Chair reported that the Horticultural Society installed holiday urns in front of the
Municipal Administrative Centre.

L. Holmes reported that notices of public meetings and roundtable sessions have been distributed.

L. Holmes reported that social media accounts have nearly 5000 followers each.
8. New Business
(a) Vomit & Garbage downtown
A concerned citizen reached out to the Chair and the Mayor's office about the state of the downtown. The
Chair forwarded the concern about garbage to Operations. The Chair also performed a walk -around
downtown and was unable to locate the vomit. The concern was raised following Applefest so it is possible
that a spill from the event was misidentified.
Operations arranged for garbage removal. No further action required.
(b) OBIAA question
The Chair posed a question that was raised at a recent OBIAA meeting. OBIAA members would like to know
how or if business members attending BIA meetings are permitted to speak.
It was suggested that business members that wish to raise a question or concern should do so in writing
ahead of the meeting.
(c) Vaping/Smoking on the sidewalk
Community members and business owners have raised concerns about people smoking and vaping outside
of business doors which is impeding and making passage on sidewalks uncomfortable.
The Chair will seek answers from OBIAA and Bylaw on the rules and regulations.
