Where: Bowmanville Avenue (Regional Road 57), between King Street (Regional Highway 2) and Stevens Road, in Bowmanville. When: November 24 at 8 p.m. to November 25 at 6 p.m. Unfavorable weather conditions may impact the work schedule. Why: The road closure is required for paving operations and part of the Bowmanville Avenue widening and reconstruction project. Bowmanville, ON L1 C 3A6 Dear Clarington City Council Members, On the 22nd of September, a nazi Ukrainian veteran volunteer of the 14' Waffen SS division was honoured in Canada's House of Commons with two standing ovations. The Durham Region Labour Council is disturbed by this shameful event and finds it impossible to believe the excuse that every single MP in attendance failed to understand what "fighting against Russia in World War II" means. This is an important part in the history of post-war Canada, where the Canadian state not only whitewashed the heinous crimes of many nazis and nazi collaborators, but also welcomed the migration of thousands of them into the country where they have been able to evade justice —in most cases for duration of their lives. These volunteer nazis were allowed to form their own veterans' organizations, associations, and political movements. Further to this, they were often utilized by corporations and the state to undermine and attempt to destroy the growing trade union movement of the time, by being planted into working class communities where they acted as scabs, violent provocateurs, spies, and raiders, etc. These units were nazi death squads engaged in the most horrific crimes that humanity has ever known. History must not forget this truth, and Canada must acknowledge and own up its own shameful role in facilitating the widespread evasion of justice and assisting in the revision of history where actual nazi war criminals transform into "patriotic" "freedom fighters". The number of Ukrainian nazis and nazi -collaborators was dwarfed by the almost 5 million Ukrainian soldiers who fought on our side —against the nazis —and over 1.6 million of them died doing so. Page 4 The Edmonton branch of the Association of United Ukrainian Canadians issued a statement (see below) on the 29" of September, further detailing the shameful role of the Canadian state in whitewashing this dark history, and making several calls for justice, including: • Halting all state funding to all Ukrainian -Canadian organizations that honour any Ukrainian nazis or nazi collaborators; • Calling for the removal and dismantling of two monuments to nazi Ukrainians in Edmonton; • Calling on the Government of Canada, and the Liberal Party of Canada to issue public apologies to the AUUC for banning their organization, seizing their properties, and placing their leaders into internment camps. The Durham Region Labour Council extends solidarity with the AUUC and fully supports these demands for justice. Additionally, we call on the federal government to: • Tear down, in addition to the monuments in Edmonton, the Waffen SS monument at St. Volodymyr Cemetery in Oakville, and any others that may exist elsewhere. • Extradite Yaroslav Hunka to Poland to face trial for war crimes. • Ensure that all remaining nazi war criminals and collaborators face war crimes trials. • Apologize to the Jewish community, and all victims of nazi and fascist atrocities. • Redress government action, including seizure of property and internment of the AUUC and other anti -fascist organizations and individuals, with public apologies and compensation. • Enforce anti -hate laws and recognize in law hate groups and fascist groups as criminal organizations. • End Canada's participation and call for an immediate ceasefire, withdrawal of all foreign troops, and negotiations leading to a peaceful political solution to the current war in Ukraine. We also call on all peace -loving, progressive, and anti -fascist individuals & organizations to support and repeat these calls for justice. In Solidarity, Chris Borgia, President - Durham Region Labour Council 1001 Ritson Road, S., Oshawa, ON L1H4G5 905-579-5188 durhamlc@durhamlabour.ca Page 5 Edmonton branch of the Association of United Ukrainian Canadians statement: 291h of September: ASSOCIATION OF UNITED UKRAINIAN CANADIANS BRANCH 2 EDMONTON 11018 97 Street NW, Edmonton, AB, T5H 2M9 29 September. 2023 The Edmonton Branch of the Association of United Ukrainian Canadians (AUUC) condemns the honoring of a nazi Ukrainian World War II veteran, a member of the notorious 14th Waffen SS Division "Halychyna", in the House of Commons during the visit of Ukrainian President Zelenskiy last Friday. 22 September, 2023- Our Association, founded in 1918 in Winnipeg as the Ukrainian Labor Temple Association, has an unblemished record of opposing fascism, in word and deed, before and after WWII, in Canada, in the Ukrainian -Canadian community, and abroad_ Our members fought heroically in the Spanish Civil War, on the side of the Republican government, against fascism They fought for Canada, allied with the Soviet Union, against nazi Germany and fascist Italy in WWII. It is therefore unbelievable to us, as to most other Canadians, that when the individual in question, Yaroslav Hunka, was in- troduced in parliament as a Ukrainian veteran of WWII who fought against Russia, no one in attendance, all of whom gave him two standing ovations, realized what this meant. We know exactly what it meant. Now this shameful spectacle has been publicized to all Canadians, and throughout the world_ We welcome this publicization We hope it will lead to a reckoning. Some steps in this direction have already been taken. The speaker of the House of Com- mons has resigned. An endowment in the name of Yaroslav Hunka at the Canadian Institute of Ukrainian Studies, at the Uni- versity of Alberta, has been returned. We welcome these steps. But they are only first steps. Much more must be done. The problem is greater than simply one nazi, one speaker, and one endowment. It is estimated that two thousand members of the 14th Waffen SS Division "Halychyna" were allowed into Canada after WWII, Our Association. Immediately at that time. publicized and opposed their entry, to our everlasting credit. This figure does no( include other nazis and nazi collaborators, of various nationalities. Thai means thousands of Yaroslav Hunkas. several of them went on to occupy prominent and leading positions in certain other Ukrainian -Canadian organizations, in religious insti- tutions, educational institutions, and state institutions- The Canadian state supports, with funding and semi-official recogni- tion. Ukrainian -Canadian organizations that unapologelically honor these nazis. If honoring Yaroslav Hunka in the House of Commons was a shameful act that had to be corrected, then so must all these other cases be corrected. We therefore call on the Canadian slate at all three levels [federal, provincial, municipal} to hall all state funding to all Ukrain- ian -Canadian organizations which honor any Ukrainian nazis or nazi -collaborators, including especially veterans of the 14th Waffen SS Divislon "Halychyna", until such time as these organizations explicitly and unequivocally apologize for having done so, severing all connections with all these nazis and nazrco€laboralors, in all forms whatsoever. We call for the removal and dismantling of two monuments to nazi Ukrainians in Edmonton. the monument to the veterans of the 14th Waffen SS Division "Halychyna" located in St. Michael's Cemetery. and the bust of Roman Shukhevych located at the Ukrainian Youth Unity Complex, preferably by their respective properly owners, and if not by them, then by state compul- sion. We call on the government of Canada. and on the Liberal Party of Canada which formed the government at the time, to issue official apologies to our Association (the AUUC), in consultation with our Association, for banning it (then named the Ukrairti- an Labor -Farmer Temple Association) by an order in council in June 1940, seizing its properties, our halls and their contents (furniture, musical instruments, dance costumes, books, etc., most of which were destroyed), and interning our leaders in internment camps, acknowledging this as a terrible miscarriage of justice and act of oppression. We call on all Canadians, all progressive Canadians, all decent Canadians, all aritftasctst Canadians, individually and through their various organizations, to support us in these calls for justice, by publicizing this statement, and pressuring their political representatives. H.8. ("Highway Traffic Act") which is enforced by provincially appointed officers; AND WHEREAS municipalities, including the Municipality of Shuniah, have received complaints from residents regarding noises associated with the use of engine retarder brakes on heavy vehicles; AND WHEREAS the Ministry of Transportation recommends the use of engine braking in certain circumstances, such as the downgrade located on Spruce River Road to avoid overheating brakes, and as a form of backup brake if brakes fail; AND WHEREAS a higher engine noise is typically emitted for a short period of time (e.g., ten (10) to thirty (30) seconds), depending on the vehicle's speed and vehicles may make a loud "chattering" or "jackhammer" exhaust noise when this braking system is engaged; AND WHEREAS this noise can be amplified if the vehicle has no muffler or an improper muffling system; AND WHEREAS noise emissions from commercial vehicles form part of the Ministry of Transportation's inspection process; AND WHEREAS installation of "courtesy" signs that request the drivers to limit the use of loud compression style brakes are difficult to enforce and there is evidence of these types of signs not being beneficial; BE IT RESOLVED THAT the Province of Ontario be requested to enhance enforcement for deficient muffler systems to address concerns around excessive and unnecessary noise from engine brakes.
