REPORT Subject: STATUS REGARDING THE PREPARATION OF
NEIGHBOURHOOD DESIGN PLANS
FILE: PLN 31.5
Recommendations:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD -45 -97 be received for information.
1. BACKGROUND
1.1 The Clarington Official Plan establishes the following objectives for residential
neighbourhoods:
• to provide for a variety of housing densities and housing forms for each
neighbourhood to achieve a desirable housing mix;
• to provide for a variety of uses for each neighbourhood to service residents
and to decrease the dependency on motor vehicles; and
• to achieve safe and livable neighbourhoods.
The objectives of the Official Plan are implemented through the review of plans
of subdivision. However, prior to the consideration and approval of a plan of
subdivision, the preparation of a neighbourhood design plan is generally required.
The Neighbourhood Design Plan is the principle tool for identifying and resolving
broader implementation issues related to the design and layout of land uses and
infrastructure.

1.2 The Guidelines for the preparation of Neighbourhood Development Plans were
presented to Council and endorsed through the approval of Report PD -13 -97 in
January. The purpose of this Report is to provide Council with a status report
regarding the preparation of Neighbourhood Design Plans for the following
Neighbourhoods identified on Attachment # 1:
AVONDALE NEIGHBOURHOOD
HANCOCK NEIGHBOURHOOD
EMILY STOWE NEIGHBOURHOOD
• GLENVIEW NEIGHBOURHOOD
Several of the Neighbourhood Design Plans were prepared or initiated prior to the
approval of the Guidelines.
2.1 The request for the adoption of a Neighbourhood Design Plan for the Avondale
Neighbourhood was submitted in September of 1996. The proposal was
subsequently circulated to various agencies and a Public Open House was held
in November of 1996 following the receipt comments from all of the agencies.
2.2 The Public Open House was well attended by the area residents and landowners.
The major areas of interest with respect to the Avondale Neighbourhood were as
follows:
• timing of development
• expansion potential for the Trulls Road Free Methodist Church
• the location of the east -west Type "C" arterial
2.3 Following staff's review of both the Neighbourhood Design Plan and the issues
which arose at the Public Open House, the Neighbourhood Design Plan was
endorsed by staff and can now be used to effectively guide the review of plan of
subdivision within the Avondale Neighbourhood.

3.1 The request for the adoption of a Neighbourhood Design Plan for the Hancock
Neighbourhood was submitted in December of 1996. The proposal has
subsequently been circulated to various agencies. At this time agency comments
remain outstanding.
3.2 The Public Open House will be scheduled some time in the future following the
completion of various outstanding issues including the circulation and review
processes and the related Environmental Impact Study (EIS). Staff have already
identified some areas of interest which will likely arise for discussion at the Public
Open House. These areas of interest include:
• the three significant woodlots located in the Neighbourhood
• the branch of Black Creek which traverses the southern and western
portions of the Neighbourhood
• the Courtice Auto Wreckers site
• the location of the separate elementary school symbol
• the location of the east -west collector road
4. EMILY STOWE NEIGHBOURHOOD
4.1 A draft Neighbourhood Design Plan for the Emily Stowe Neighbourhood was
submitted in February of 1997. Staff had convened earlier meetings with one of
the major owners of undeveloped land at which time it was determined that a
Neighbourhood Design Plan was required. However, since a large portion of the
Emily Stowe Neighbourhood had already been developed, staff agreed that the
Neighbourhood Design Plan need not be as comprehensive as other plans.
4.2 A limited internal circulation of the Plan has been initiated in order to identify
issues which may be resolved prior to initiating the full circulation process. Areas
of interest with respect to the Emily Stowe Neighbourhood include:

the location of the east -west Type "C" arterial road
the housing mix and targets including medium density blocks
storm water management facilities
4.3 Following the completion of the limited internal circulation, staff will ensure that
the Plan is in a format which is acceptable for the full circulation. A Public Open
House will be scheduled at a later date.
5. GLENVIEW NEIGHBOURHOOD
5.1 A Neighbourhood Design Plan has not as yet been submitted with respect to the
Glenview Neighbourhood although staff anticipate a submission following the
completion of the related EIS. An EIS is required since the Glenview
Neighbourhood contains the following environmental features:
• Lake Iroquois Beach
• a branch of Black Creek
• a branch of Farewell Creek
• large woodlot areas
5.2 Two landowners have commissioned the EIS and are awaiting the results of the
study prior to initiating the Neighbourhood Design Plan process.
6. CONCLUSION
6.1 In implementing the requirements of the Guidelines, staff found that it has been
quite helpful in resolving broader design issues and ensuring that the goals and
objectives of the Clarington Official Plan are addressed. Staff also recognize that
each neighbourhood is unique. Accordingly, a flexible approach was followed in
the preparation of the Neighbourhood Design Plans for the Avondale and Emily
Stowe Neighbourhoods. These are not as detailed as other Plans in recognition
of the amount of existing development in these neighbourhoods.

6.2 Copies of the approved Avondale Neighbourhood Design Plan and the draft
versions of the Hancock and Emily Stowe Neighbourhood Design Plans are
posted on the Planning Department bulletin boards on the second floor.
6.3 Staff will continue to report to Council periodically on the Neighbourhood Design
Plan process. It is recommended that this report be received for information.
