WILMOT CREEK NATURE RESERVE ENVIRONMENTAL MANAGEMENT PLAN

Recommendations:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD -38 -97 be received;
2. THAT Bird and Hale Ltd, in association with Hough Woodland Naylor Dance Ltd.,
G.M. Sernas Ltd. and Shoreplan Engineering Ltd., be selected to undertake the
Environmental Management Plan for the Wilmot Creek Nature Reserve at an
estimated cost of $42,500.00;
3. THAT the funds to undertake the Environmental Management Plan for the Wilmot
Creek Nature Reserve be drawn from the Waterfront Study Reserve Fund
(Account 1110- 183 -X), subject to the provisions of Section 3.1 of this Report.

1.1 On December 9, 1996, Council considered Report PD- 155 -96 and resolved to
authorize staff to issue a Request for Proposals for the Wilmot Creek Nature
Reserve Environmental Management Plan and to report back with a
recommended consultant.
1.2 As well, development applications submitted by the Kaitlan Group for that portion
of the Port of Newcastle lands adjacent to the Nature Reserve require the
preparation of an Environmental Impact Study pursuant to Section 4.3.8 of the
Official Plan.

1.3 In order to optimize cost efficiencies, the same consultant is to be selected to
undertake both the Environmental Management Plan Study and the Environmental
Impact Study.
2.1 Staff issued a joint Request for Proposals for the Environmental Management Plan
Study and the Environmental Impact Study to the firms on the Municipality's
Roster of Consultants for the Preparation of Environmental Impact Studies. Three
firms submitted Proposals in response:
o Aquafor Beech Ltd. in association with Beak International Inc. and
Geomatics International; bid - $42,000.00
o Bird and Hale Ltd. in association with Hough Woodland Naylor Dance
Ltd., G.M. Sernas and Associates, and Shoreplan Engineering Ltd.; bid -
$42,500.00
o Gartner Lee Ltd. in association with R.V. Anderson Associates Ltd., Baird
and Associates Ltd. and PMA Landscape Architects; bid - $44,900.00.
2.2 The selection committee consisting of Councillor Dreslinski, Planning Department
Staff, and staff from the conservation authorities reviewed the Proposals and
interviewed the consultants. As a result of this process, the consulting team led
by Bird and Hale Ltd. is being recommended to Committee and Council to
undertake the Environmental Management Plan Study.
3. STUDY FUNDING
3.1 The funds to undertake the Environmental Management Plan for the Wilmot Creek
Nature Reserve will be drawn from the Waterfront Study Reserve Fund Account,
subject to the following:
o The Kaitlan Group has agreed to contribute $5,000.00 towards the cost of
the Study (see Attachment No. 1). These funds will be submitted to the
Municipality and deposited in the Waterfront Study Reserve Fund Account.

o Funds totalling $17,500.00 have been allocated for this project from the
1996 Planning Department Consulting budget. (This is amended from the
$25,000.00 previously reported in Report PD- 155 -96 to reflect the donation
from the Kaitlan Group and the actual bid from Bird and Hale Ltd.) These
funds will be transferred to the Waterfront Study Reserve Account through
the year -end transfer report from the Treasurer.
o The balance of the funding ($20,000.00) is currently in the Waterfront Study
Reserve Fund Account.
3.2 The Kaitlan Group is responsible for providing the funding for the Environmental
Impact Study as it relates to its Official Plan Amendment for the golf course
proposal and the location of the stormwater management pond.
4. CONCLUSION
4.1 Work on the Environmental Management Plan for the Wilmot Creek Nature
Reserve will begin immediately upon Committee and Council approval of the
recommended consulting firm. The project schedule calls for a recommended
Environmental Management Plan to be presented to Committee and Council for
approval in October 1997.

Further to our recent discussions, this letter shall serve as confirmation that the Kaitlin
Group Ltd,, will commit a maximum amount of $ 5,000,00 towards the preparation of the
Wilmot Creek Nature Reserve Management Plan being undertaken on the Municipality's
lands adjacent to the `Port of Newcastle' development.
It is our understanding that the Municipality will now be proceeding immediately towards
the selection of the consultant to undertake this study along with the Environmental
Impact Study for Phase II of the `Port of Newcastle',
