Foster, Councillor G. Anderson, Councillor S. Elhajjeh, Councillor L. Rang, Councillor C. Traill, Councillor W. Woo, Councillor M. Zwart Staff Present: M. Dempster, G. Acorn, J. Gallagher, L. Patenaude, T. Pinn 1. Call to Order Mayor Foster called the meeting to order at 6:30 p.m. Trevor Pinn joined later in the meeting at 6:40 p.m. 2. Moment of Reflection Councillor Traill led the meeting in the moment of reflection. 3. Land Acknowledgement Statement Councillor Traill recited the Land Acknowledgement Statement. 4. Presentations/Delegations Suspend the Rules Resolution # C-128-23 Moved by Councillor Anderson Seconded by Councillor Elhajjeh That the Rules of Procedure be suspended to add delegations of Julie Van Hartingsveldt, President, Clarington Girls Hockey Association and Keersten Shaw, Clarington Minor Hockey Association, to the Agenda. Carried Trevor Pinn joined the meeting at 6:40 p.m. 5.1 Delegation of Julie Van Hartingsveldt, President, Clarington Girls Hockey Association, Regarding Report FSD-035-23 South Bowmanville Recreation Centre Funding Julie Van Hartingsveldt, President, of Clarington Girls Hockey Association was present regarding Report FSD-035-23 South Bowmanville Recreation Centre Funding. Julie requested that Council support option 1 or include twin pads with option 4. J. Van Hartingsveldt expressed the need for more ice pads and aquatic facilities. Julie explained that there is limited ice time available, therefore they must purchase a minimum of 10 hours of ice time, per week, outside of Clarington. J. Hartingsveldt added that they are forced to cancel programming and that the need for ice is an ongoing complaint from teams and members. Julie explained the need for reasonable ice times as children are pulled out of school early to get to practice. J. Hartingsveldt provided an overview of the Whitby sports complex, outlining the importance and programs they provide. Julie stated that Council can explore alternatives in seeking partnerships and not focus solely on a tax increase. J. Hartingsveldt answered questions from Members of Council. 5.2 Delegation of Keersten Shaw, Clarington Minor Hockey Association, Regarding Report FSD-035-23 South Bowmanville Recreation Centre Funding Keersten Shaw, Clarington Minor Hockey Association (Clarington Toros), was present regarding Report FSD-035-23 South Bowmanville Recreation Centre Funding. Keersten expressed concerns regarding the growing population in hockey and no facilities to accommodate. K. Shaw explained that registrations grew from 453 registrants to 620 this year and the difficulty of creating new teams, programs, and camps. K. Shaw outlined the usable ice time and stated that 358 ice slots would be required to support the current population. Keersten noted that losing the Darlington ice pad will only further complicate ice time. K. Shaw stated that there is a lack of opportunities and requested additional ice pads be considered. Keersten answered questions from Members of Council. 2 Special Council Minutes October 2, 2023 6. Consent Agenda 6.1 Communications Resolution # C-129-23 Moved by Councillor Woo Seconded by Councillor Elhajjeh That all Communication items listed in Section 6.1, be received, on consent; and That the authors' names be added to the Interested Parties list for future public input communications on the matter of the South Bowmanville Recreation Centre Funding. Carried 6.1.1 Correspondence from Dawn Mathers, CMHA, Regarding Report FSD-035-23 South Bowmanville Recreation Centre Funding 6.1.2 Correspondence from Greg Livingstone, President, Clarington Thunder, Regarding Report FSD-035-23 South Bowmanville Recreation Centre Funding 6.1.3 Correspondence from Nat Fair, Regarding Report FSD-035-23 South Bowmanville Recreation Centre Funding 6.1.4 Correspondence from Amie Lines, Regarding Report FSD-035-23 South Bowmanville Recreation Centre Funding 6.1.5 Correspondence from Peter Lines, Regarding Report FSD-035-23 South Bowmanville Recreation Centre Funding 6.1.6 Correspondence from Briana Michie, Regarding Repot FSD-035-23 South Bowmanville Recreation Centre Funding 6.1.7 Correspondence from Jason Michie, Regarding Report FSD-035-23 South Bowmanville Recreation Centre Funding 6.1.8 Correspondence from Katrina Stuart-Poirer, Regarding Report FSD-035-23 South Bowmanville Recreation Centre Funding 6.1.9 Correspondence from Mike Sawula, Regarding Report FSD-035-23 South Bowmanville Recreation Centre Funding 3 Special Council Minutes October 2, 2023 6.2 Staff Reports and Staff Memos 6.2.1 FSD-035-23 South Bowmanville Recreation Centre Funding Resolution # C-130-23 Moved by Councillor Zwart Seconded by Councillor Woo That Report FSD-035-23, and any related delegations or communication items, be received; That Council approve the South Bowmanville Recreation Centre to include a Gymnasium/Multi-Purpose Rooms/Soccer Dome with Walking Track/Outdoor Skating Rink (Option 4 as outlined in this report); That Council approve the project cost of $64,837,402; That, in accordance with Resolution #GG-072-22, Option 4 be funded in the amount of $65,000,000 and will be financed though the existing debenture approval from the 2022 capital budget; That, following the consideration of the Recreation Master Plan, Council consider other options, including, but not limited to, aquatic and ice pads; That the CAO be given delegated authority to negotiate a revised proposal with Colliers Project Leaders for project management services for the project; That the Outdoor Skating Rinks, identified in Report FSD-035-23, be approved to a maximum of $8,000,000 and that the Deputy CAO/Treasurer is authorized to make an application to the Region of Durham for the necessary debentures for both the Outdoor Skating Rinks and the South Bowmanville Recreation Centre, such terms at the discretion of the Deputy CAO/Treasurer not to exceed 20 years in any single issue; That the Deputy CAO/Treasurer is authorized to split the debenture into phases at their discretion and in consultation with the Region of Durham; That the CAO be given delegated authority to award contracts for the construction of the two outdoor skating rinks, given an upset budget of $8,000,000; and That all interested parties listed in Report FSD-035-23, and any delegations be advised of Council's decision. Confirming By-law Resolution # C-131-23 Moved by Councillor Rang Seconded by Councillor Elhajjeh That leave be granted to introduce By-law 2023-061, being a by-law to confirm the proceedings of the Council of the Municipality of Clarington at a special meeting held on the 2nd day of October, 2023; and That the said by-law be approved.
