Recommendations:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD -99 -97 be received;
2. THAT the street names submitted by The Kaitlin Group Ltd, for use within the Port
of Newcastle, Phase I be approved by Council; and
3. THAT all interested parties listed in this report and any delegation be advised of
Council's decision.
1. BACKGROUND
1.1 Phase I of the Port of Newcastle was considered by the Council of the
Municipality of Clarington in June of 1996 and Draft Approved by the Region of
Durham on September 9, 1996.
1.2 The applicant has subsequently requested the Municipality to initiate the
preparation of the Subdivision Agreement which will eventually facilitate the
registration of the subdivision.
1.3 However, prior to the registration of the plan, all streets must be named to the
satisfaction of the Municipality. The Municipality has implemented a policy of
requiring street names which have a historical quality in relation to the property
being developed.

1.4 Alternatively, the applicant may select names from the Municipality's available
street name list. These names were reserved with the Region of Durham for use
by the Municipality of Clarington and most of the names were provided by the
local branch of Royal Canadian Legion to honour local citizens who served their
country in times of war.
2. PORT OF NEWCASTLE PHASE 1: PROPOSED STREET NAMES
2.1 In April of 1997, Kaitlin reviewed the Municipality's available street name list and
selected the following names for use in conjunction with the subdivision:
• Street B
• Street C
• Street G
• Street H
• Street I
® Street J
• Street K
• Street L
• Street M
Lakebreeze Drive
Shipway Avenue
Beacham Crescent
Carveth Crescent
Rosemeadow Crescent
Caldwell Crescent
Milligan Street
Hodnett Crescent
Stillwell Lane
These names do not have to be approved by Council since they have already
been reserved for use by the Municipality.
2.2 However, Kaitlin submitted names for Streets "A ", "D", "E" and "F" which did not
appear on the Municipality's available street name list and as such these names
must be approved by Council. The submitted names are as follows:
• Street A -
Port of Newcastle Drive
• Street D -
Waterview Lane
• Street E -
Bluenose Lane
• Street F -
Schooner Lane
2.3 Street "A" is a prominent street, being a gateway into the Port of Newcastle
neighbourhood, and as such should have a name which reflects the prominence
of both the street and the neighbourhood. The Port of Newcastle was established
in the mid 1800's and has held a long history of importance to the surrounding
community. As such, the Planning and Development Department is of the opinion

that the name "Port of Newcastle Drive" is appropriate to both the neighbourhood
and the historical nature of the surrounding area.
2.4 The street names proposed by the applicant for Streets "D ". "E" and "F" are
variations of the nautical theme the applicant is proposing for the development of
the neighbourhood. As such the Planning and Development Department is of the
opinion that the names proposed for Streets "D ", "E" and "F" are appropriate.
3. CONCLUSION
3.1 In consideration of the comments contained within this report, the Planning and
Development Department would have no objection to the approval of the following
street names for Phase I of the Port of Newcastle:
• Street A -
Port of Newcastle Drive
• Street D -
Waterview Lane
• Street E -
Bluenose Lane
• Street F -
Schooner Lane
