1. At its meeting held April 28, 1997, Council received the delegation of Rena
Durham requesting the placement of an adult school crossing guard at Beaver
Street adjacent to the Newcastle Public School. Council subsequently referred
the matter to staff for a report.
2. Staff conducted crossing guard need studies for the said location on April 18 and
April 22, 1997. The results were 54% and 48.1 % respectively, with an average of
51.05 %.
3. The warrant for placement of an adult school crossing guard is 50 %. Hence the
Beaver Street location has met the warrant and is qualified for an adult crossing
guard.

4. The cost of an adult crossing guard for the balance of this year would be
approximately $3,000. which was not included in the 1997 budget. However, the
Department can absorb this expenditure for 1997 as a result of saving from the
salary account occasioned by an extended maternity leave of a staff person.
5. As for 1998, the annual cost of the crossing guard of $6,000. would have to be
added to the budget in order to ensure this service is provided continuously
throughout the 1997 -98 school year.
Respectfully submitted,
