SUBJECT: Town Clerk's Memorandum regarding a meeting
on July 7th , 1981 with representatives of
the Men's and Ladies Lobb Ball Associations
regarding the conditions of certain ball
diamonds.

Please find attached a report on outdoor facilities maintained by
the Department of Community Services.
A great deal of time has been spent inspecting various outdoor
facilities regarding complaints from the Men's and Ladies Lobb
Ball League.
On discussions with various organizations in Town and they are
the Eden's Town League, Newcastle Lakers , Lobb Ball League Presidents ,
Orono Athletic Association and many other groups say that they are
pleased with the maintenance work put forth by this department.
A number of letters will follow this report from organizations
regarding maintenance of outdoor facilities.

In answer to the following questions:
1. Bowmanville
Lord Elgin Park - infield needs to be dragged
- homeplate area repaired
- infield marked regularly
Answer: The infield is dragged when the ladies play and the lines
are marked according to what was asked to be done by their President.
The problem with the home plate area is where the batters box is ,
the batters dig this area out constantly with their spikes. You
can fill this area in every day and the first batter of the game
will dig it out again. It should be mentioned that at Lord Elgin
the diamonds are on the school grounds and while school is in session
the diamond is marked, but the school also plays games on them after
school . This wipes out anything that has been done to them.
Vincent Massey - needs dragging regularly
- home plate in bad shape
- grass on playing field needs cutting
Answer: In response to the dragging and home plate area the same
answer as Lord Elgin applies. As far as the grass cutting is
concerned, that is handled by the School Board not this department.

Memorial Park - north diamond needs fill in the infield
- south diamond full of potholes , water does not run
off, needs fill
Answer: The north diamond had fill and was levelled during the
week of June 29th and the south diamond was levelled at the same
time. Thirty-six (36) yards were used.
2. Orono
Orono Park - home plate too low, needs fill
- left field under 4 inches of water, needs a ditch to
drain the area
Answer: As for home plate being too low, once again this problem
is caused by being dug out by players spikes. When the diamond
fill was put on a few years ago, the wrong material was used and it
was not ordered by this department.
Orono Fairgrounds - needs to be dragged regularly
- grass growing in the infield
- needs fill at homeplate
- needs toilet facilities (Johnny on the spot)
Answer: The Orono Fairground is dragged when time permits and when
the crew feels it is needed. The holes at home plate again are
caused by players digging holes with their spikes. As for the
toilet facilities, they are now being supplied and being paid for
by the Orono Athletic Association.
3. In response to all ball diamonds being dragged and lined properly.
Answer: On any one day other then Friday, there are between twelve (12)
and fourteen (14) diamonds per day and from two (2) to four (4)
soccer fields per day to be lined. There is only one truck and two
students to do all of this and to drag and mark a ball diamond takes
approximately forty-five (45) minutes to an hour depending what
has to be done. Therefore, there are not enough working hours in a day
to do them all and if we should have rain, the time would probably
be ti%,ice this.

What is the Town's policy on charging groups for the use of the
various sports facilities?
Answer: I feel that they should have defined this question more clearly.

Are they referring to arenas and pools or the use of playing fields.
For teams using the ball diamonds, the only charges are for the
material used to mark the field at $3.50 per field. This only covers
the charge .of the material and shipping charges. If an organization
uses the flood lights they are charged $11.00 per night. In 1980 and
1981 this department spent a total of $800.00 to replace lights at
Orono Park.

Why do fastball teams have a priority respecting the use of Memorial
Park ball diamond?
Answer: The Bowmanville Men's Softball League have been playing
on this diamond for over fifteen (15) years , in fact, this group
helped build this field. 'Why shouldn't they be permitted to use it?

Why can't Lobb Ball be played in the Soper Creek Park?
Answer: This park was built by the Rotary Club for the purpose of
baseball . The field is presently being used by the Senior Ball Club,
the Midget team and the Bantam teams which represent this Town in the
Ontario Baseball Association. Teams come to play there from as far
east as Kingston and west to Ajax and in playoffs represent this
community in the Provincial Playoffs. This park is also used by
recreation teams as well . The only open night at this park is
Friday night.
According to the Presidents of the Men's and Ladies Lobb Ball Associations,
the people posing as representatives of the above-mentioned Associations
are not on the executive. In telephone and verbal conversations with
the Presidents and other members of these executives , they are pleased
with what is being done and the enclosed letters will varify this. It
was the policy of the Lobb Ball Association and the Department of
Community Services that the Lobb Ball Executive would be the liason
between them and the department.
