Report to the General Purpose and Administration Conmittee
meeting of October 13th, 1981.
Report Number: CS-3-81
Subject: Resolution Number CS-136-81.
Fencing Newcastle Village Park.
Recommendation:
It is respectfully reconmended:
1. Recommend that consideration be given in the 1982
Budget for erection of a fence on the north and west boundaries
of Newcastle Village Park.
2. Recommend that consideration be given to fencing
the remaining portions of east boundary fence line, for Newcastle
Village Park.
3. Recommend that Town Council establish a policy with
regards to fencing of all Amicipal Land, abutting privately owned
land, and cost sharing of same.
Background:
1. During past years, residents in the vacinity of the park
have had problems with people trespassing on their property, and I
have received complaints from residents regarding acts of vandalism
caused by people using the park.
2. As instructed, the Deputy Director met with Per. L.
Stevenson, re: the fence at Newcastle Village Memorial Park. He
has a number of concerns about the park area.
3. With relation to the possibility of 1!r. Stevenson
sharing the cost of a fence dividing his property from the park,
Mr. Stevenson stated that he is prepared to follow Town's policy
in these matters. He went so far as to say that he has checked
other situations where the Town was involved in fencing lands
abutting private property, and said that not once has the Town
asked anyone to share costs.

4. The land to the north of the park, is owned by
Mr. Hoogkamp of Newcastle Village. He was not approached due
to Air. Stevenson's position.
Comment:
If the fence was erected, I feel the present concerns
will have been rectified.
