Report to the General Purpose and Administration Committee
meeting of October 13th, 1981.

Subject: Culture and Recreation Vaster Plan
Recommendations:
It is respectfully recon r7ended:
1. That Council receive this report.
2. That Council endorse the resolution of the
Master Plan Committee in respect of engaging
the firm of MacLaren Plansearch.
3. That Council direct staff to report on
financing of the study.
Background:
(a) A Sub ComnIttee of the Plaster Plan Committee was
established comprised of the following: T.A. Fanning, J.P. Caruana,
T. Edwards and the Chairman Dr. Rod McArthur, to review the eight
proposals received from various consultants to bring back a
recommendation to the Committee.
Copies of the proposals were also distributed to D.N. Smith,
Administrator and to representatives of Ontario Hydro for their
respective comments.
A joint meetting of the Sub-Committee, the Administrator,
Hydro representatives and Bjorn Nielson, (Area consultant of the
Plinistry of Culture and Recreation was held to discuss the selection
of a consultant and possible means of financing the study.
The following recommendation was passed by the ;Taster Plan
Committee at a meeting on September 30th, 1981.
"The Master Plan Committee, has reviewed the consultants
submissions for undertaking a Culture and Recreation 'Taster Plan for
the Town of Newcastle, and hereby recommends to Town, Council that the
Proposal from MacLaren Plansearch be accepted as it best fulfills the
Terms of Reference for the study."

(b) 1) Final approval from the Ministry of Culture
and Recreation of the Terms of Reference is still pending.
2) The Ministry is to fund 50°,'0 of the total
cost of the study, as proposed by MacLaren Plansearch.
3) Actual funds from the Ministry to be received
at the completion of the Study.
Comment:
It was recommended by both Hydro representatives
and the Sub-Committee that MacL,aren Plansearch be engaged to
conduct the study.
