Recommendations:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD- 160 -97 be received;
2. THAT a member of Council be appointed to sit on the Wilmot Creek Nature
Reserve Community Advisory Committee FORTHWITH.
1. PURPOSE OF REPORT
1.1 The purpose of this Report is to advise Committee and Council of the status of
the study to develop an Environmental Management Plan for the Wilmot Creek
Nature Reserve, and to request that a Council appoint a member to sit on the
Community Advisory Committee.
2. PREPARATION OF THE ENVIRONMENTAL MANAGEMENT PLAN
2.1 In May 1996, the Municipality purchased from Ontario Hydro, 34 ha (85 acres) of
land south of the C.N. rail line along the Wilmot Creek valley. The lands were
purchased primarily because it allows the Municipality to acquire waterfront lands.
In addition, the lands possess provincially significant environmental features rarely
found along the Lake Ontario shoreline. The balance of the lands between
Cobbledick Road on the west and Toronto Street on the east are owned by the
Province, the Region of Durham and the Kaitlin Group (see Attachment No. 1).

2.2 Section 4.6.4 of the Clarington Official Plan indicates that the Municipality will
explore the possibility of establishing a Nature Reserve in the Wilmot Creek area.
In March 1997, the Municipality retained a consulting team led by Bird and Hale
Ltd., in association with Hough Woodland Naylor Dance, G.M. Sernas Ltd. and
Shoreplan Engineering Ltd., to undertake an Environmental Management Plan
(EMP) for the Wilmot Creek Nature Reserve.
2.3 The consulting team submitted a draft of the Environmental Management Plan for
the Wilmot Creek Nature Reserve in late November. The draft EMP proposes a
strategy to achieve a balance between environmental protection and
enhancement of the Nature Reserve and public use of the site. The draft EMP
also outlines options for the implementation of the Management Plan and the long
term management of the Nature Reserve.
3. COMMUNITY ADVISORY COMMITTEE
3.1 A Community Advisory Committee was formed to facilitate the sharing of
information related to the Study Area, to give direction to the consulting team, and
to expedite the input of key agencies and the community. The Committee
consists of Planning and Public Works staff, a Council representative,
representatives from the Ganaraska Region Conservation Authority and the
Ministry of Natural Resources, and various citizen and naturalist groups.
3.2 The Committee is scheduled to meet on December 10, 1997 to review the draft
Environmental Management Plan. Council's representative on the Committee was
not re- elected in the past municipal election. Accordingly, it is requested that a
member of Council be appointed forthwith in order that the Council member may
attend the December 10, 1997 meeting.
