Report #: PD- 139 -97 File #: PLN 31.5.3 By -law # Subject: GLENVIEW NEIGHBOURHOOD DESIGN PLAN PART LOT 29 & 30, CONC. 2 & 3, FORMER TOWNSHIP OF DARLINGTON FILE:_ PLN- 31.5.3_ Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD- 139 -97 be received for information. 1. PURPOSE OF THE PREPARATION OF A NEIGHBOURHOOD DESIGN PLAN 1.1 The preparation of a Neighbourhood Design Plan is required under the policies of the Clarington Official Plan prior to consideration of a Plan of Subdivision. Although these plans do not require Council approval, they are used by staff in reviewing subdivision applications for the specific neighbourhood. They also illustrate to existing residents and perspective purchasers, the intended land uses proposed in the neighbourhood. 1.2 The design plans are intended to detail the following: • all road alignments within a neighbourhood, including right -of -way widths and required widenings; • any walking or cycling trail systems should be identified, as well as future transit routes; • location of school, park and open space blocks including stormwater management blocks r REPORT NO. GLENVIEW NEIGHBOURHOOD DESIGN DETAILS 2.1 A subdivision application (18T- 95029) and rezoning application (DEV 95 -020) were received in 1995 for a large portion of the remainder of the developable lands -- within the Glenview Neighbourhood. This - neighbourhood -has been previously developed based on the land use designations contained within the Official Plan of the former Town of Newcastle. Attachment #1 shows the limits of the Glenview Neighbourhood. 2.2 Staff are proposing to advertise and host an information Open House session for the Neighbourhood Design Plan on October 15, 1997 at the Courtice Secondary School Cafeteria. Notice will be provided by way of local newspaper and by mail to land owners. Comments from the general public will be taken into consideration prior to finalizing the neighbourhood plan. It should be noted that the neighbourhood plan does not replace the approval of a plan of subdivision or rezoning, nor will it remove any resident's rights to object to subsequent subdivision or rezoning applications under the Planning Act. 2.3 In accordance with the Official Plan, an Environmental Impact Study was required for the subdivision and rezoning application as there are identified natural features located on the site. This study has been conducted, and the draft Phase 2 report was presented to the steering committee in September. The scheduled public meeting to be held on October 15, 1997 will have a dual purpose and will allow residents to review the findings of the environmental impact study, as well as review the proposed Neighbourhood Design Plan. 2.4 Due to the previous development which has already taken place within the neighbourhood, and in that the north central area of the neighbourhood is REPORT NO. PD- 139 -97 PAGE 3 predominantly designated "Environmental Protection ", staff have directed the applicant to concentrate the neighbourhood design efforts on the lands subject to the subdivision application including providing access to the northern portion of the neighbourhood at the easterly and westerly limits of the neighbourhood. 2.5 Taking into consideration those suggestions, comments and concerns expressed at the public information centre, both the Neighbourhood Design Plan and the Environmental Impact Study would be subsequently finalized.
