Recommendations:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD- 106 -97 be received;
2. THAT the application for revisions to Draft Approval for Plan of Subdivision 18T-
88047 be approved, as red -line revised subject to the conditions of approval
contained in Attachment #4;
3, THAT a copy of this Report and Council's decision be forwarded to the Region
of Durham Planning Department; and
4. THAT the interested parties listed in this report and any delegation be advised of
Council's decision.

2.1 The subject property is located south of Highway No. 2, west of Green Road,
north of the Canadian Pacific Railway line and east of Watson's strawberry field.
The property is further described as being in Part Lot 17, Concession 1, former
Township of Darlington.
3.1 The subject lands were Draft Approved in February 1990. Draft approval was for
a total of 376 units. This included 219 single family dwelling units, 94 semi-
detached /linked units and 63 townhouse units. The subject application for
proposed revisions to draft approval was received by the Municipality of
Clarington Planning and Development Department in November 1996. The
proposed red -line revisions (see Attachment #2), as noted above, have two
aspects, as follows:
i) improve the geometrics at the intersection of Street 'A' and Street 'B'. This
realignment in turn creates adjustments to the lot lines between Lots 1 to
9 inclusive and Lots 14 to 19 inclusive.
ii) relocate the Park frontage from Street 'A' to Street 'F'. This revision also
entails lot line adjustments on Lots 257 to 266 inclusive.
The requested revisions do not propose an increase in the number of draft
approved units.
3.2 The Municipality's Public Works and Planning Staff have reviewed the proposed
revisions and have no objection to the realignment of Street 'B' and the
associated lot line adjustments on the north side of Street 'A'.
3.3 The revisions to the park, Block 294, propose to eliminate all the park frontage

and access to Street 'A', the collector road, and relocate this frontage and access
to Street 'F'. The original draft approval was based on the assumption Green
Road would not be extended south of Street 'A', thereby providing additional land
for park purposes through the closure of the road allowance. However, Green
Road is now designated an arterial road in both Official Plans and is proposed to
extend from Baseline Road north to Nash Road (3rd Concession). The proposed
red -line revision to draft approval would widen the narrowest section of the park.
In addition, the applicant prepared a park plan to demonstrate how the park as
reconfigured could be developed.
3.4 Staff do not object to the proposed reconfigured park block, however, we cannot
support eliminating the entire park frontage from Street W. Green Road, which
will also provide park frontage in the future, is not expected to be reconstructed
south of Street 'A' for sometime, as this will require an underpass of the CPR
tracks to be constructed. Furthermore, park frontage on Street 'A', will allow
access to the park in Phase I of the development. As a result a modification to
the proposed red -line revision has been prepared which is acceptable to the
Municipality and the applicant (see Attachment #3). The modification provides
a 15 metre (50 ft.) frontage to Street W.
3.5 Green Road, now designated an arterial road, will require a future grade
separation at the C.P.R. line. As a result, an additional road widening will be
required on Green Road at the south -east corner of the draft plan. This additional
road widening will be a triangular parcel of land 7.0 metres by 80 metres.
4. CONCLUSION
4.1 In consideration of the comments contained above, it is recommended that
Committee and Council support the proposed red -line revisions to draft approved
Plan of Subdivision 18T- 88047, as modified, subject to the revised conditions of
draft approval contained in Attachment #4.

REVISED CONDITIONS OF APPROVAL OF FINAL PLAN REGISTRATION
1. That condition 1 be deleted in its entirety and replaced with the following:
"That this approval applies to draft Plan of Subdivision 18T- 88047,
prepared by Design Plan Services Inc., identified by Drawing Number X-
8725/3-22, dated January 29, 1990, and revised in part by Drawing C-
8725/2-43 dated June 23, 1997 as red -line revised, illustrating 219 single
family dwelling lots, 57 semi - detached /linked lots (94 units), 9 on- street
townhouse blocks (63 units), Block 294 for Park purposes and various
Blocks for future residential development, 1 block for future road purposes,
1 block for Open Space, and various blocks for reserves and road
widenings."
2. That Condition No. 5 be revised to include Blocks 307 and 308 inclusive for 0.3
metre reserve.
3. That Condition No. 6 be deleted in its entirety and replaced with the following:
"That Blocks 305 and 306 be dedicated to the Municipality of Clarington for
road widening purposes."
4. That Condition No. 5 a) be re- numbered to No. 6.
5. That Condition No. 7 be amended by replacing the word "land" with "Block 294 ",
and by adding the words "free and clear of all encumbrances" after the words "the
Planning Act."
