Roll Call Present were: Councillor D. W. Allin, Vice -Chairman Pro Councillor E. R. Woodyard, Member r Councillor Robert Dykstra, Member Deputy Clerk, G. Gray, Committee Secretary Also Present: A. Guiler, Town Manager Councillor R. B. Taylor T. A. Fanning, Director of Community Services J. Hayman, Area Fire Chief. Resolution 11CS-43-78 Moved by Con. Dykstra, seconded by Con. Woodyard Vice- THAT Councillor Allin be appointed Vice -Chairman of the Chairman Community Services Committee. "CARRIED" Resolution 11CS-44-78 Moved by Con. Woodyard, seconded by Con. Dykstra Adoption THAT the minutes of the meeting of February 13, 1978 be of Minutes adopted as read. "CARRIED" Bond Mr. Douglas Wright, representing the Bond F:ead Cemetery Board Head spoke to the Committee. He stated that the present members of Cemetery the Board do not wish to continue as members. The Board had Board served voluntarily to this point, the cemetery was in excellent condition and the financial affairs were also very satisfactory. He had been a member of the Board for 10 years and wishes to be relieved of the duty. Resolution 11CS-45-78 Moved by Con. Dykstra, seconded by Con. Woodyard THAT the matter of appointments to the Bond Head Cemetery Board be turned over to the Town Manager and a letter of appreciation be sent to the former members of the Board thanking them for their services. _ RTNTIN Community Services Committee - 3 - Resolution FCS -50-78 I February 27, 1978 Moved by Con. Woodyard, seconded by Con. Dykstra Courtice THAT the matter of the Courtice Fire Hall Construction be dealt Fire Hall with in Camera with a Confidential Report of the Fire Chief. Construction "CARRIED" Resolution CICS -51-78 Moved by Con. Woodyard, seconded by Con, Dykstra Regional THAT it be recommended to Council that the request of the Fire Fire Chief to send 5 members from the three Fire Halls in Training the Town to a Regional Fire Training School at Pickering, School April 10 to 14th, 1978 at a cost of the remuneration of loss of wages of $5.00 per hour for the 40 hour week ($1000.) be granted. Woodyard Resolution THAT Resolution #CS -41-78 - use of water from fire hydrants CS -41-78 for fire purposes, be referred to the next meeting. "CARRIED" Resolution #CS -53-78 Moved by Con. Dykstra High THAT the Fire Chief be asked to bring in a report within Rise the next few months regarding the equipment necessary to Fire upgrade the fire department for handling high rise fires. Equipment "CARRIED" Resolution CICS -54-78 Moved by Con. Woodyard, seconded by Con. Dykstra Keith THAT Mr. Keith Shackelton be heard. Shackelton "CARRIED" Community Services Committee - 4 - February 27, 1978 Icy Mr. Shackelton spoke to the Committee regarding the condition Sidewalks of the sidewalks in front of the Museum and on Silver Street from Church to Wellington. The children going to the School were obliged to walk on the road and he felt this was a dangerous situation. He also complained of ice on the sidewalk. at other locations in Town. Woodyard THAT the Town Manager see that the situation at the Museum is rectified and instruct the By -Law Enforcement Officer to check other properties on that street. "CARRIED" Resolution TICS -56-78 Moved by Con. Dykstra, seconded by Con. Woodyard THAT the Bowmanville Museum Committee be advised that the removal of snow from the sidewalk in front of the Museum is their responsibility and they should budget accordingly. "CARRIED" Resolution TICS -57-78 Moved by Con. Dykstra, seconded by Con. Woodyard Snow THAT the matter of snow removal on sidewalks be referred Removal on to the Town Manager to discuss with the By-law Enforcement Sidewalks Officer to take action. Woodyard Senior THAT the Interim Report of the Steering Committee re Senior Citizens Citizens be received for information. Woodyard Courtice THAT it be recommended to Council that the Town Manager Fire contact an Engineer or Architect to prepare specifications Hall for calling for Tenders for the construction of a Steel Span Building for the Courtice Fire Hall. Dykstra, seconded by Con. Woodyard Deputy THAT the Fire Chief be notified of Town Policy regarding Chief retirement of. Firemen and that he recommend a replacement Hall #2 for the Deputy Chief at Fire Fall #2. Retirement. "CARRIED" Resolution TICS -62-78 Moved by Con. Dykstra, seconded by Con. Woodyard THAT the Town Manager, in conjuntion with the Fire Chief contact Mr. Naylor with respect to other duties in the Municipality. "CARRIED" Resolution /ICS -63-78 Moved by Con.
