HomeMy WebLinkAbout1973-12-24Committee of the Whole TOWN OF NEWCASTLE December 24th, 1973 Minutes of a meeting of the Committee of the Whole Council held at Hampton Municipal Hall on Monday, December 24th, 1973 at 9:00 a.m. Present: Mayor Councillor Absent: Councillor Garnet B. Rickard Bruce Tink Ivan M. Hobbs Kenneth Lyall Kirk Entwisle A. D. Wearn Donald W. Allin Staff: Clerk J. M. Mcllroy, Secretary Director of Engineering J. Dunham Building Inspector C. Warren Assistant Building Inspector H. Wight By -Law Enforcement H. Best Numbering The Committee concurred with the Director of Engineering's of recommendation to number the Works garages as follows: Garages Darlington .......... Division No. 1 Bowmanville......... Division No. 2 Clarke..............Division No. 3 Moved by Con. Entwisle, seconded by Con. Hobbs. Works (a) THAT Fred Brown be appointed Superintendent for Division Staff No. 2 and that Gordon Sellars be asked to assume the responsibilities as Foreman in Division No. 2, the position to be outside of the Union. (b) THAT Merrill Ross be Superintendent for Division No. 1 and No. 3. (c) THAT Ashton and Hancock be asked to assume the responsibilities as Foreman for Division No. 1 and No. 3 respectively, the positions to be outside of the Union. "CARRIED" Communications The Director of Works was asked to bring back firm recommendations as to the integration of the radio communications of the three divisions. Equipment The matter of repainting the equipment with a common colour Colours was deferred to a future meeting. - 2 - Purchasing It was agreed that the Superintendents be authorised to issue purchase orders, but that a system be worked out with the Treasurer in accordance with the minutes of December 20th meeting. Building The following matters were raised by Mr. Warren: - Department 1. Building Permits. 2. Co-ordination of Building By-laws, Zoning By-laws and Official Plans. 3. Legal Advice of Solicitor regarding By-law Enforcement. 4. Form of Building Permits. 5. Car Allowances. 6. Fees for Building Permits. 7. Term of Building Permits - six months or 18 months. The following was agreed upon: - 1. H. Best to process Building Permits for Ward 3 in Orono, but to take the application to Hampton to have the permit issued. 2, 4, 6 and 7 - Mr. Warren to bring back firm recommendation as soon as possible for a consolidated Building By-law and fee structure. 3. Solicitor to be approached for legal advise when necessary. 5. Moved by Con. Hobbs, seconded by Con. Tink. THAT mileage of .15 cents per mile be paid for use of the Official's cars, to be reported daily and paid semi- monthly and that all previous resolutions in this regard of the four former Councils be rescinded as of January 2nd, 1974. "CARRIED" Moved by Con. Hobbs, seconded by Con. Tink. Mr. W. THAT Mr. Walter Rundle be appointed for a period of two Rundle months or such further term that Council may determine to perform certain duties under the Mayor and Clerk, at a rate of $60.00 per day on the basis of a five day week, and also that .15 cents per mile be paid for car expenses. "CARRIED" Adjournment The meeting was adjourned at 11:30 a.m.
