Report to the General Purpose and Administration Committee
Meeting of January 11, 1982.
Report Number: CS -38 -81 Outdoor'Pool Operation Review
or CS -02 -82 -Our File A---- -
Subject: Outdoor Pools Operational Report
Recommendations:
1. That this report be received for
information.
Background:
The following is a breakdown of public swimming
attendance at the three (3) municipal outdoor pools during
the summer of 1981 and for comparison, 1980 figures are
included.
Memorial Park Pool

Newcastle Lions Pool
Newcastle Village

3,338 5,487
3,399 4,766
2,709 4,283
9,446 141536
During the 1981 season, there was a decrease in
attendance of 5,090 people. This decrease is due to the
inclement weather experienced last summer, and the fact that
there is a definite increase of private pools throughout
the municipality. We have also noted that in years past,
the pools were very busy on week -ends, however, the trend
has changed to the point where week -end attendance has
dropped drastically.

The Bowmanville Memorial Park Pool has experienced a
number of structural problems during the past three (3) years.
Extensive masonry repairs were done to the pool shell and
approx. one half of the original liner was replaced during the
summer of '81. In 1980 extensive repair work was completed
to the pipe fittings in the filtration plant. Ongoing patch -up
repairs have been made to the office and change rooms since
the pool opened in 1975.
The Bowmanville Pool still has a problem with leaking
water; repairs are scheduled for Spring of 1982. Staff has been
instructed along with Mr. Ted Arends to maintain surveillance
of the pool water level and add water when needed during the off
season as a precautionary measure.
The Newcastle Lions Pool has experienced some structural
problems but not to the same extent as the Bowmanville Pool.
During the summer of '81, repairs were made to pipe fittings
under the pool deck, relieving us of a water loss problem.
Annual masonry repairs are also made to the office and change
rooms, since the opening of this pool in 1975. On the whole,
this pool is in relatively stable condition. We do not
anticipate any major problems with this facility in the near
future.

This pool is approx. twenty (20) years old and is
in excellent operation condition. We anticipate no major problems
with this facility in the near future.
Comments:
On the whole, the three (3) outdoor pools proved to
meet the needs of thousands of children and adults throughout
the municipality each year.
Our main concern this past summer was the effect
that the Newcastle Fitness Centre would have on the operation
of the Memorial Park Pool. The pools were scheduled such that
there was no duplication of program. Swimming instruction was
held at the Fitness Centre, while the Swim Team and public
swimming was offered at the Memorial Park Pool. The main effect
was that the Memorial Park Pool operated approx. three (3)
hours less each day with no repercussion on the public swimming.
At this time it is staffs opinion that the Memorial
Park Pool is providing a definite service, due to the expanding
instructional programme offered at the Fitness Centre.
The Newcastle Lions Pool and the Orono Park Pool are
definitly fulfilling a need in their respective communities.
Respectfully submitted,
