Recommendations: 1. That this Report be received for

Background:
The sharing of facilities between this department and the
Board of Education has been most successful from its birth in 1965
under the old Town of Bowmanville. Since the formation of Regional
Government in the year 1974, the Department of Community Services
and the Northumberland and Newcastle Board of Education have had
and to this day still maintains, a very excellent relationship in
sharing each others outdoor facilities.
The Community Services Department are in charge of issuing
permits for the School Board outdoor facilities during the summer months
of each year. Further on in this report, we make reference to this
Department:lining ball diamonds and soccer fields for the Recreation
Leagues, Minor Allstar Associations and adult groups.
The maintenance staff of the Newcastle Board of Education under
the direction of Mr. Fred Pascoe, Superintendent, have been very
co- operative with this department regarding summer outdoor maintenance
work.
I might add that the Northumberland - Newcastle Board of
Education maintenance program for outdoor facilities is providing a
good service for our Municipality.

Our sharing program consists of Tennis Courts at Bowmanville
High School, Newcastle Public School, Courtice Secondary School and
Lord Elgin School grounds.
During the winter months the Bowmanville High School, Bowmanville
Senior Public School, Waverley Public School and Hampton Public School are
used for recreation activities for children, teens and adults.
The feeling I receivedfrom the people is that the facilities
are there,why not use them as much as possible to provide good culture
and recreation services for this community.

NOTE - In discussing the hourly rate for facility rental from the School Board
Mr. E. Wolff, Principal, Bowmanville High School stated that the
Town would be considered a preferred group, therefore, rental charges
would be $6.00 per hour.
- Additional rates are assessed, if a member of the custodial staff
is called in on the weekends only.
- Present union rates are Saturdays $11.67 per hour and Sundays
$15.56 per hour.
-These additional costs are assessed to the original hourly rate.
-All departmental related programmes are conducted on week -days.
The School Board does not charge a rental fee for the above
programmes, however, the Badminton Club, Girlt Gymnastics and Men's
Basketball have all made donations of money or equipment to the High School
for use of the facility and where feasible, the individual groups will use
their own equipment.
The Community Services Department also uses the High School
facilities at different intervals for sports clinics and our playground
training course which is condicted two (2) nights per week for six (6)
weeks.

�U }���k' I might also add, that programmes are affiliated with our department,
o try and reduce costs of operating. I feel, that if these programmes

were charged a rental fee it may altogether jeopardise their existance.
r�JU1�� During the past number of years the Board of Education Schools
within the Town of Newcastle have received the following ice time at
a� no charge in lieu of the Community Services Department using School Board

School Board Outdoor Maintenance - 1981
The School Board Maintenance staff under the direction of
Mr. Fred Pascoe, Superintenent of the West Plant section of the Newcastle -
Northumberland Board of Education maintained the School grounds in the
following Wards.

The School Board parks staff cut grass on all of the school
grounds, except Waverley and Lord Elgin School grounds. Waverley and
Mitchells Corners Schools property abuts Town property, therefore,
our department cuts the grass at Waverley in -lieu of Zion Park. The
Board staff also cuts the grass at the Newcastle Fitness Centre.
The School Board maintenance staff have done a great deal
of maintenance work on their school grounds which consisted of painting
equipment, loam on ball diamonds, plus grading maintenance, repairing
backstops, fences and other areas of the school grounds.
There are two (2) soccer fields at Pine's Senior Public
School that are not used by local organizations during the spring and
summer. For minor teams, transporation seems to be the problem. The
Orono Athletic Association teams play all their games at the Orono
Public School grounds.
With reference to their works maintenance program, I have
no idea of the cost of maintaining the various school outdoor facilities.
At the present time the Darlington Sports Centre water
system is attached to the well in the M. J. Hobbs School property.
There is no cost to the Town for using their well water. If the School
Board had not given permission to use their well, the cost of installing
our own water system from the centre to the creek would be close to
$30,000.00.
The Department of Community Services Parks & Cemetery Division
line and drag ball diamonds on the various school grounds within the Town
of Newcastle.
The following is a brief breakdown of ball diamonds and soccer
pitches with related costs re: Wards 1, 2 and 3.

Please Note - Ball diamonds and soccer fields are maintaind by two (2)
summer staff, using one half ton truck at a student rate of $3.60 per hour.

Summary - Cost Comparison:
In sharing facilities, if the Department of Community Services
had to pay for the use of indoor school facilities the cost would be
$7,314.00.
If the School Board were charged the hourly rate for ice rental
for the various schools in Wards 1 and 2 the cost would be $2,800.00 for
the Bowmanville and the Darlington Sports Centre.
Outdoor school facilities maintenance conducted by our
department is estimated at $2,160.00, which includes mainly grass
cutting and general maintenance.
Related costs for Municipal property (Zion Park) maintained by
the School Board are not available.
Comment:
The Department of Community Services staff have worked in
conjunction with the Northumberland and Newcastle Board of Education
staff in making improvements to the outdoor facilities at Enniskillen,
Newcastle and Mitchells Corners Schools grounds. The outcome of this
work has improved the conditions of the facilities.
The two departments in question have been working together
for seven and a half (72) years, maintaining and improving school
grounds and municipal. facilities. This arrangement has been very
valuable to both parties, plus the taxpayers.
I might add, programmes conducted in the previously mentioned
schools are not supported through the Community Services Department
operating budget. Our affiliation with these programmes is of an
advisory nature, in conjunction with the individual groups.
Our relationship with the Board of Education is very beneficial
for both parties. If the agreement is altered, both parties could
experience detrimental effects. Please find attached a copy of the present
agreement.
