That this report be received for information. BACKGROUND AND COMMENT: The Community Services Department is currently in the process of orientating the various groups, organizations and participants that we are affiliated with as to what the term "user pay" actually entails, and what their individual roles will be with the implementation of user pay. Target date, for initiating user pay, has been set for the year 1984. Hopefully, a number of our programmes will be involved with the new system prior to that. At present, the Deputy Director is scheduling a series of meetings with the various organizations and executives throughout the municipality to explain the "user pay" system and deal with any concerns they may have. Department staff has been working with the Bowmanville Skating Club for the past three (3) years developing an executive and a strong contingent of volunteers to eventually take the club over completely, minimizing the departmental staff's role with the club. The Skating Club is to the point where it is now involved with fund raising to offset a portion of the operating costs. The club will be responsible to raise ($4,000.00) in the year 1982. This figure will gradually increase each year, putting the onus on the club to become self- sufficient. ...2 REPORT TO GENERAL PURPOSE AND ADMINISTRATION COMMITTEE CS -05 -82 Page 2. The Bowmanville Baseball Association has already been involved with our department in the administration of the recreational boys baseball leagues_ in Bowmanville. It is our intention that this programme be completely administered by the Bowmanville Baseball Association by the summer of 1983, deleting this expenditure from the operating budget. Talks have initiated with Mrs. Shirley Fowler, discussing the franchising of the Baton, Tap and Ballet programmes to a private source, with a possible take -over in the Fall of 1982. Although unofficially, talks have started with the Bowmanville Minor Hockey Association as to the possibility of the Association administrating the recreation hockey programme. Preliminary indications are that B. M. H. A. is willing to consider taking over the recreation hockey. Staff will be meeting with the Newcastle Village Figure Skating Club on Friday, January 29th at the Newcastle Village Arena to explain the user pay system and deal with concerns of the executive and parents of skaters. I would like to point out that a major concern of staff, is that these programmes continue to offer the level of service and meet the individual needs that they presently are. It is not our intention to franchise these programmes to volunteer groups only to save the taxpayer money through budget cuts and have the programmes deteriorate. Therefore, it will be imperative that the department maintain a close relationship with these individual groups during the take over period, It is our opinion, that once the various programmes are under the user pay system, the Community Services Department would act as a resource, assisting the volunteers in maintaining an exceptable level of service.
