Mr. Charles Packer, Site Vice President, Ontario Power Generation
Darlington, Box 4000, Bowmanville, L 1 C 3Z8 was present and also attending were
Gene Preston, Terry Doran, Phil LeFauvage and Penny Waghorne - re: Update on
Darlington Nuclear Station. He circulated a package of information which
encompassed the following:
. 1999 report card and performance trends
. 1999 accomplishments
. 2000 challenges
. community relations
. 2000 highlights.
Ontario Power Corporation has been presented with an environmental award by the
Federal Government and he noted that, should the municipality so request it, he would
be willing to address various community groups and attend functions. He introduced
Mr. Gene Preston, Executive Vice President and Chief Nuclear Officer of Ontario
Power Generation who noted that his organization is fully committed to ongoing
dialogue with the community. He expressed his enthusiasm in supporting and
participating in the Clarington Backyard Festival. He noted that Darlington continues
to improve and continually strives to be more efficient.

Agricultural Economic Impact Study - Report PD-032-00. - Ms. Vaneyke introduced
Margaret Walton of Walton & Hunter Planning Associates who made a slide
presentation which addressed the following:
. physiography ofthe Greater Toronto Area
. map of protected agricultural lands in regions of Halton, Peel, York and Durham
. proposed service routes
. breakdown of financial data relating to farm types
. chart indicating the breakdown of financial data - a yield of $614 per acre in
Clarington
. gross farm receipts by farm type
. profIle of the dairy industry
. profIle of the fruit and vegetable industry by number of farms by municipality
. profIle of the farmers market and pick your own
. profIle of the agricultural fairs and exhibitions
. number offarm percentage of food processors by municipality
. change in farms between 1976 and 1996 - Clarington is holding its own fairly
well and has lost less than 8,000 acres of farm land in the past 20 years - the
average size of farms is also increasing
. property tax rates - 1998 estimated taxes
. summary of Durham's strongest agricultural component; and
. GTA Agricultural Economic Impact Study - conclusions.

THAT Bruce Brown be added as a delegation pertaining to Report PD-043-00.

Councillor Schell stated a pecuniary interest with respect to the delegation of Ms. Valerie
Dostie re:Report PD-045-00; vacated his chair and refrained from discussion. Councillor
Schell's employer is Blue Circle Canada Inc.
(a) Ms. Valerie Dostie, 707 Waverly Road, Bowmanville, LIe 310-
re: PD-045-00 requested that Members of the Committee consider
postponement of the street name change for at least one year. She suggested
that "Cedar Crest Crescent" would be a much better name and would be
easier for people to locate.
(b) Bruee Brown, R.R. #8, 64 Brownsview Farm Road, Neweastle, Ll B I LO
-reiterated his concerns as stated in paragraph 3.5 of Report PD-043-00. He
requested Members of the Committee to consider an alternative which would
have a less severe fmancial impact on him. He noted that the municipality is
asking a single tax payer to finance a park which, in his estimation, is too
financially onerous. He stated that this is not a good area for a community
park and requested that the park be denied at this location. He introduced
his father who questioned the logic behind the size ofthe park which, he
thinks, is too large.
Pursuant to the Planning Act, the Council of the Municipality of Clarington,
through its General Purpose and Administration Committee, is holding a Public
Meeting for the following applications:
(a) Rezoning Application - Part Lot 26, Concession I, Former Village of
Newcastle-13191640ntarioLimited
(b) Rezoning Application - Part Lot 32, Concession 2, Former Township of
Darlington - William Bryans
(c) Rezoning Application - Part Lot 8, Concession 2, Former Town of
Bowmanville - Landcrest Development Management on behalf of St. Stephens
Estates.
The Clerk's Department sent public notice for all rezoning applications by first
class mail on or before March 31, 2000 to all property owners within 120 metres of
the subject properties in accordance with the latest municipal assessment record. In
addition, a notice was also posted on the sites prior to March 31, 2000. This notice
procedure is in compliance with the Ontario Regulation made under the Planning
Act.
(a) Report PD-039-00 - 1319164 Ontario Limited - the pnrpose and effect of the
application is to rezone the subject lands to permit the development of six (6)
single detached dwelling units.

Glenn Genge, D. G. Biddle & Associates Limited, 96 King Street East, Oshawa,
LIH IB6 advised that this application will complement the existing neighbourhood and
requested that the contents ofPD-039-00 be approved.
(b) Report PD-040-00 - William Bryans - the pnrpose and effect of the application is to
rezone the subject lands to permit a professional office use.
No one spoke in opposition to or in support of this application.
W. Bryans, 1560 Highway 2, Courtice, LIE 2R6 advised that the purpose of this
application is to legalize a professional office which has been in use since May, 1999.
(c) Report PD-041-00 ~ Landcrest Development Management Inc. on behalf
of St. Stephens Estates Inc. - the purpose and effect of the application is to rezone the
individual draft approved lots to permit a reduction in the exterior side yard setback
from 6 metres to 4.5 metres.
No one spoke in opposition to or in support of this application.
The applicant was present to answer questions from Members of the Committee.

THAT Report PD-042-00 be received;
THAT subject to the approval ofa Parking Plan by the Director of Public Works:
(a) the Ontario Municipal Board be requested to approve the proposed Draft Plan
of Subdivision 18T-99018 as amended and submitted by PMG Planning
Consultants on behalf of Lizjan Developments Inc. subject to the conditions of
draft plan approval contained in Attachment No.4 of Report PD-042-00;
(b) the Ontario Municipal Board be requested to enact the zoning by-law for the
subject lands as provided for in Attachment No.5 to Report PD-042-00;
(c) the Mayor and Clerk be authorized, by By-law, to execute a subdivision
agreement between the Owner and the Municipality of Clarington to the
satisfaction of the Director of Planning and Development and the Director of
Public Works;
(d) a By-law to remove the "Holding (H)" symbol be forwarded to Council once
the applicant has entered into a subdivision agreement with the Municipality.
THAT in the event that:
(a) the Parking Plan submitted does not meet Municipal requirements, staffbe
authorized to make appropriate changes to the plan of subdivision lotting in
order to achieve compliance;
(b) the Kawartha Pine Ridge District School Board agrees to modified conditions
of draft plan approval, staff be authorized to substitute the modified conditions
for conditions 35 and 36.
THAT the Solicitor and staff be authorized to appear before the Ontario Municipal
Board in support of Recommendations 2 and 3 FORTHWITH;
