SUBJECT: EMPLOYMENT DEVELOPMENT PROGRAM
RENOVATIONS TO PUBLIC BUILDINGS AND.PROPERTY
RECOMMENDATION:
1. That this report be received for information.
BACKGROUND & C014MENTS:
Through the co- operation of the Provincial and Federal Governments, the
Town of Newcastle received grant funds through the Employment Development
Program. As a result, the Community Services Department received a portion
of these funds to perform work related to renovations of public buildings
and property. Through referrals from the Canada Manpower Office, a foreman
and four (4) labourers were hired for the duration of the project. The
following is a recap of jobs completed through this program.
(a) ABANDONED CEMETERIES (April 18 - May G)
- general clean up, trim trees, shrubs etc.
- relocation of headstones
- erect fences
- remove tree stumps
- landscaping and land leveling
(b) BOWMANVILLE LIBRARY (May 9 - Play 13)
- painted lower level of building (hallway, foyer, auditorium
and offices)

(c) DARLINGTON SPORTS CENTRE (May 16 - June 10)
- painted interior of building (washrooms, hallways, seating area)
(d) NEWCASTLE COMMUNITY HALL (June 13 - June 23)
- painted lower level of hall, including bowling alley, a number of
rooms and downstairs kitchen
- sanded and re- varnished woodwork on stage and walls of main hall
(e) BOWMANVILLE MEMORIAL PARK POOL (former) (June 29 - June 30)
- the former pool was filled in, levelled and landscaped (sodded)
(f) BELL BUILDING (July 4 - July 15)
- painted interior of building (complete)
- sanded and finished all wood doors.
(g) ORONO TOWN HALL (July 18 - July 29)
- main hall, stage and floor was stripped of old varnish, sanded
and finished
- lower floor, hallways and offices were painted
(h) ORONO ARIIORIES BUILDING (Aug. 1 - Aug. 19)
- general clean up of entire building (excluding insurance office)
- hardwood floors all stripped, sanded and finished
- removed portion of walls to open three (3) small offices into
one large room.
- construction of reception area
- painted complete interior of hall and offices
(i) HAYDON HALL (Aug. 22 - Aug. 26)
- general clean up around building
- painted kitchen and fire escape
- installed new facia board
- installed new eavestroughs
(j) HAPIPTON HALL (Aug. 29 - Sept. 9)
- strip main hall of paint
- install new tile floor
- painted walls in kitchen, hall and entrance way

(k) NEWCASTLE VILLAGE ARENA (Sept. 12 - Sept. 20)
- painted interior of arena seating including floors
- installed and painted plywood sheeting on boards (arena)
- painted exterior block work on east,south and west sides of
arena
(1) NEWCASTLE VILLAGE FIRE .WALL (Sept. 21 - Sept. 23)
- painted interior of hall including kitchen and hose room
- painted exterior doors
(m) BROWNSDALE C01"1MUNITY CENTRE (Sept. 26 - Sent. 29)
- installed drainage tile
- repaired inside wall
- painted interior of building
(n) BOVIMANVILLE MEMORIAL ARENA (Sept. 28 - Sept. 30)
- installed cold mix pad at rear of arena to accommodate ice re-
surfacer
(o) ANIMAL CONTROL SWELTER (Oct. 3 - Oct. 7)
- painted interior office and kennels
- constructed reception counter in staff office
(p) HAMPTON MUNICIPAL BUILDING (Oct. 5)
- repaired parking lot
Generally, this program accomplished a great deal of work throughout the
municipality. I was especially pleased with our work crew who displayed
a conscientious effort in performing their duties during the summer.
As a result, many favourable comments were received throughout the program
period.
