SUBJECT: RESOLUTION #GPA- 600 -83 (USE OF RECREATIONAL FACILITIES - HOLIDAYS)
RECOMMENDATIONS:
1. It is respectfully recommended that this report be received for
information.
BACKGROUND & COMMENTS:
The attached sheets reflect an estimated breakdown of expenses and revenue for
opening the three (3) municipally operated facilities on holidays and they are:
a) Newcastle Fitness Centre
b) Darlington Sports Centre
c) Bowmanville Memorial Arena
Please note, that estimates for union staff time are calculated showing

double time,as per the union agreement, Article 24, Clause 4, "Employees required
to work on any of the above paid holidays will in addition to the holiday be
paid at double (2) times their regular rate for actual hours worked..."
The estimated expenses for utilities was calculated on an average per day from
1982 year end actuals plus 16% to accommodate 1983 costs.
I would like to point out that estimated revenue submitted for the arenas reflects
a maximum use of the arenas on those days. However, it is my opinion and the
opinion of staff that the arenas will not be booked for the maximum hours as
shown on the attached revenue sheet. For example, it is not feasible to expect
sixteen hours of bookings on Christmas or New Year's Day.
As a result, revenue will decrease dramatically from the estimated totals while
expenses will remain virtually unchanged.

Through past experience, it has been evident that the use of facilities during
holidays has been minimal.
If Council should decide to have the facilities opened on holidays, additional
funds would have to be credited to each facility as the current budget does
not allow for opening on holidays.
