Minutes of the Clarington Heritage Committee Meeting held as a hybrid meeting in
person at 40 Temperance Street, Bowmanville and via Microsoft Teams on November
18, 2022, at 7:00 PM.
Members Present: Peter Vogel, Victor Suppan, Steve Conway, Jason Moore
(ACO), Dave Reesor, Ron Sproule, Heather Graham, Myno
Van Dyke (NVDHS alternate), Heather Ridge, Councillor
Ron Hooper.

5 Delegations/Presentations:
5.1 Christina Passfield, Heritage permit application: 29 Beech Ave.
Ms. Passfield told the committee about her circumstances of the house situation
and the proposed revision to the construction work scope. The part of the house

was damaged by fire in May 2021. The original heritage permit was issued for the
replacement of the windows and the front door. A revision of the scope of the work
was submitted to remove the damaged covered porch and add a second storey to
the original footprint. V. Suppan and P. Vogel explained the process and
requirements under the Beech Avenue Heritage Conservation District Plan and
briefed the motion from the Heritage Conservation District Advisory Committee
meeting.
6 Business Arising
6.1 Camp 30 (2020 Lambs Road)
Staff briefed the background for the peer review report of the Heritage Impact
Assessment (HIA) in support of Planning Act applications to facilitate development
on the Camp 30 property (2020 Lambs Road). Chris Borgal of GBCA is retained by
the Municipality to conduct the peer review. The peer review includes an
assessment of the HIA's recommendation for demolishing the Triple Dormitory
building. The conclusions of the peer review indicated that the HIA and its
recommendations are generally consistent with the directions outlined in the
policies that apply to the site and what would be expected of such a report. The
HIA acknowledges the importance of the Triple Dormitory and the implications of
its loss but does not provide sufficient justification for its removal The peer review
suggests the existing building be retained and integrated into the new development
considering its significant historic heritage value.
Committee members indicated the Committee had previously evaluated the
property of Camp 30 as a whole, including the Triple Dormitory building. The
property is significant to the community and Canada's history (designated as a
National Historic Site). It is important to keep its integrity.

That the Committee agrees with the conclusions and recommendations of the peer
review of the 2020 Lambs Road HIA undertaken by C. Borgal, which also align
with the objectives of the Heritage Committee's past work evaluating the subject
site. The Committee recommends to Council that the Triple Dormitory building be
retained and incorporated into the development design.

6.2 3403 Liberty Street HIA
The subject property is currently subject to a land swap for purposes of water
servicing by the Region of Durham. The CHER evaluated potential cultural
heritage value or interest and recommended mitigation and conservation options
for the property in accordance with Ontario Regulation 9/06 of the Ontario Heritage
Act and the Municipality of Clarington's Official Plan.

Staff received the Report and shared it with the Clarington Heritage Committee.
The Committee reviewed the Report and assessed the subject property through
historical documentation and photos.
22.46 Moved by R. Sproule, seconded by S. Conway
That Heritage Committee accepted the assessment and recommendations of the
Report and has no objection to the demolition of the building on the property,
considering that the subject property has insufficient cultural heritage value or
interest to warrant further protection.

6.3 34 Wellington Street
Jane gave the updates from the Owner. The owner had paused the work and will
continue when the weather allows. When he restarts the renovation work, he will
follow through with the heritage permit application.
6.4 Comments on Circulated Applications (2149 Courtice Road and 1440 Gord
Vinson)
Cultural Heritage Impact Assessment reports had been done to provide
background studies for the development applications regarding 2149 Courtice
Road and 1440 Gord Vinson. Staff received the Reports and shared them with the
Clarington Heritage Committee. The Committee considered the HIA Reports for
two properties. And the Committee accepted the recommendations and
conclusions made by the Report, and the Committee supports the retention of the
residence buildings and that the buildings should be carefully integrated into the
new development design to avoid any adverse impacts on the building, such as
considerations of shadows and vistas.

Sarah provided a brief background for the application history. The original heritage
permit was submitted in December 2021. It was issued for the replacement of the
windows and the front door. A revision of the work was submitted in August 2022,
including removing the damaged covered porch and adding a second storey to the
original footprint. The proposed work can be viewed from the street. A meeting of
the Heritage Conservation District Advisory Committee was held in accordance
with the Beech Avenue Heritage Conservation District Plan on November 10t"
The minutes from this meeting had been shared with the Heritage Committee. The
proposed work is considered not very noticeable from the street, and the decor
style is overall sympathetic and consistent with the original building. The Beech
Avenue Heritage Conservation District Committee believed it was acceptable.
22.47 Moved by V. Suppan, seconded by R. Sproule
That the Heritage Committee supports the Beech Avenue Heritage Conservation
District Committee recommendation that considers the alteration to be minor and
consideration be given to delegate to the Director of the Planning and
Infrastructure services for approval.

9.2 Bill 23, Proposed Changes to Ontario Heritage Act
Sarah gave the committee member an overview of changes to the Ontario
Heritage Act proposed in Bill 23 by the Ontario provincial government on October
25t", 2022. Proposed changes to Ontario Heritage Act include increasing the
rigorous criteria to designate a property, the two-year time limit of being on the
Register list, and restrictions on the designation process when a property is subject
to a planning application.
9.3 Committee members' experience sharing
Committee members shared their aspirations and experiences of being involved in
the Heritage Committee and heritage conservation. Many expressed interests in
continuing to join the Committee next term.

That the Heritage Committee requests more staff and resources to be allocated to
deal with heritage matters.
