SUBJECT: "CULTURE & RECREATION MASTER PLAN" (RECREATION NEEDS STUDY)
RECOMMENDATIONS:
1. That this report be received; and
2. That the Culture and Recreation Master Plan (Recreation Needs
Study) be considered for approval by the General Purpose and
Administration Committee ( at - - this -- time- and- that it be forwarded
to Council for may adoption as

BACKGROUND & COMHENTS:
The revised Final Draft of the Master Plan as submitted by MacLaren Plansearch
was discussed and approved by the Master Plan Committee at a meeting held on
Tuesday, May 10, 1983.
Mr. Gary Blazak of MacLaren Plansearch will be present at this meeting under
delegations to make his final presentation.

RECOTMMENDATIONS :
It is respectfully recommended:
1. That this report be received.; and
2. That the Mayor, on behalf of this Council of the
Town of Newcastle, compose and distribute a letter
of appreciation to the residents of the Town and
representatives of outside organizations, who acted
as volunteer advisors on the Master Plan Committee
and made valuable contributions to the work of the
Master Plan Committee in developing the terms of
reference and overseeing the process of completing
the Culture and Recreation Master Plan for the
Town of Newcastle; and
3. That each committee member be presented with a Town
pin, an apple blossom and a Town crest, as mementoes
of their work; and
4. That a list of all of the Master Plan Committee
members be included in the final printing of the
plan.
BACKGROUND:
Starting in 1979 and carrying through to the present
time, a Master Plan Committee of Town residents and technical
staff have spent many hours and meetings developing the terms
of reference, selecting the professional consultant, providing
information, ideas, suggestions and critique towards the
completion of a Master Plan for Culture and Recreation in the Town
of Newcastle.
REPORT:
The Master Plan Committee is presenting the final

Committee for its consideration today, along with a presentation
of the work done from MacLaren Plansearch representative, Gary
Blazak.
It would be appropriate at this time to recognize
the citizens who provided the Town with their interest, ideas,
expertise and advice in the developing of the Master Plan.

RECOMMENDATIONS:
It is respectfully recommended that:
1. This report be received; and
2. That further public involvement in the process of
developing a Culture and Recreation Master Plan is
appropriate and the following action be initiated:
a) The Master Plan be tabled to the Council
Meeting of Tune 27th, 1983; and
b) That the Community Services Department publish a
public notice of the time and location of
Council's consideration of the Master Plan; and
c) That copies of the Master Plan report be made
available for public review at all municipal
offices and libraries, with such locations and
the availability times specified in the advertise-
ment notice mentioned in (b) above; and
d) That the public be invited to attend at the
Council Meeting of Tune 27th, 1983 to express
y any comments they may have.

BACKGROUND:
The Master Plan for Culture and Recreation has by its
nature and design been an activity of public involvement during
its development. Starting with a citizen - oriented planning
committee, to a series of public meetings by the consultant with
Community Centre Boards, recreation associations, cultural
organizations and individual questionnaires, the people have been
involved in providing background ideas, needs and criticism to
the consultant in the preparation of the plan.

It would be appropriate now to involve the public
at this, a final stage, of consultation before Council officially
adopts the plan. This could be accomplished by presenting
an opportunity for the public to review the plan by making it
available for a limited time period for their perusal at
all municipal offices and libraries in the Town during their
open hours.
The time frames suggested will allow the public access
to the plan during daytime and evening hours.
