SUBJECT: PROGRAM REFUND POLICY
RECOMMENDATIONS:
1. That this report be received; and
2. That any applicant to a Community Services program wishing
to cancel registration in a program shall be charged a
cancellation fee of ten dollars ($10.00). If the cancellation
is for medical reasons,
($5.00) shall apply.
BACKGROUND AND COMMENT:

It has been brought to our attention by the Town Treasurer that large
numbers of refunds (for one reason or another) are requested from the
Community Services programs annually. Each refund requires staff time
in processing the various refunds and issuing cheques.
In assessing the situation, I have found that the Community Services
Department processed approximately one hundred and fourteen (114) refunds
in 1982 totalling $4,026.50 in refund revenue. Of these refunds,
twenty -six (26) were for medical reasons, thirty -four (34) were department
cancellations due to lack of registrations, and fifty -four (54) were
for other reasons.
Presenty a two dollar ($2.00) fee is being charged for all refunds
other than cancellation of programs.

Should these recommendations receive approval, the revised refund
policy would be implemented in the spring of 1983.
