REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF SEPTEMBER 6, 1983.
REPORT NO.: WD-72-83
SUBJECT: SCHEDULING OF RECONSTRUCTION OF HOLT ROAD
BETWEEN HIGHWAY 401 AND BASELINE ROAD.
RECOMMENDATION:
It is respectfully recommended:
1. That reconstruction of Holt Road between Highway 401
and Baseline Road be deferred in response to a request
by the Hydro Liaison Committee; and,
2. That the condition of the road and amount of traffic
using Holt Road be monitored to allow appropriate
scheduling of reconstruction; but, that said
reconstruction be deferred no more than five years;
and,
3. That safety improvements to the intersection of Holt
Road and Baseline Road be scheduled for 1984; and,
4. That directional and safety signs be installed
immediately at the intersection of Holt Road and
Baseline Road; and,
5. That a copy of this report be forwarded to Ontario
Hydro with a request that they confirm their agreement
with the above recommendations.,

BACKGROUND:
The Town has, in its 1983 Budget, scheduled reconstruction
of Holt Road between Highway 401 and Baseline Road with
project costs of approximately $300,000 to be recovered from
the Ontario Hydro Station "A" Account® More recently,
Ontario Hydro has reviewed the need for reconstruction and
feels that traffic demands have not substantially
materialized; nor, is the traffic causing damage to Holt
Road. Accordingly, they are requesting that the
reconstruction project be deferred.
As a result of the above, a report was presented to the
Hydro Liaison Committee with the following recommendations:
1. That the Hydro Liaison Committee request the Town of
Newcastle to defer reconstruction of Holt Road between
Highway 401 and Baseline Road a further year; and,
2. That in the meantime, discussions take place between
Hydro and Town Staff with respect to timing of interim
improvements and ultimate construction requirements;
and,
3. That a recommendation be made to Hydro Liaison
Committee and the Council of the Town of Newcastle as
a result of such discussions.
Council considered and adopted the recommendations and,
subsequently, a meeting was held between Hydro and Town
staff. After some discussion it was mutually agreed that
the requirement for reconstruction of the subject section of
Holt Road was not urgent and that the situation should be
monitored to determine when construction should occur.

The need for interim improvements was also discussed and it
was felt that safety considerations dictate that
improvements to the intersection of Holt and Baseline Roads
should proceed as quickly as possible. There are just too
many potential conflicts between Hydro construction traffic
and local traffic, which includes school buses. Therefore,
consideration should be given to improving the intersection
in 1984.
During the discussions it was also felt that traffic signs
( warning of the intersection and perhaps oversized stop signs
would be of immediate benefit. Also, signs providing
direction to the Darlington site would eliminate much
inconvenience to local residents created by visitors who
lose their way to the site.
Prior to the Town proceeding with any of the above, it would
be worthwhile to secure Hydro's concurrence, since the
required funding would be drawn from the Station "A"
Account.
Following the recommendations of this report should deal
with the issue of Hydro generated traffic and Hold Road in a
very acceptable manner. Accordingly, it is recommended that
the Town endorse this approach.
