(416) 263.2231 987 -5039 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF SEPTEMBER 6, 1983. REPORT NO.: WD -73 -83 SUBJECT: REQUEST FROM MR. & MRS. D. WALTON FOR PLACEMENT OF A STREET LIGHT ON MILL STREET AT GRAHAM CREEK IN THE VILLAGE OF NEWCASTLE RECOMMENDATION: It is respectfully recommended: 1. That the Newcastle Hydro Electric Commission be requested to install a street light on the Bell Canada pole on the west side of Mill Street at the Graham Creek Bridge in the former Village of Newcastle; and, 2. That Mr. & Mrs. Walton be advised of Council's action in this matter. BACKGROUND: In February, 1983, a request was received from Mr.-& Mrs. D. Walton for the installation of a street light on Mill Street at the Graham Creek Bridge in the former Village of Newcastle. The request was considered and, in March, a report was presented to the General Purpose and Administration Committee. At that time it was felt that illumination, which could be provided by the use of Hydro poles, would be of little benefit. Information available at that time indicated that installation of a luminaire on the Bell Canada pole at the west side of the bridge would also Page 2 REPORT: WD-73-83 More recently, the Waltons have again expressed their concerns requesting that the condition be viewed at night during darkness. This has been done and it is obvious that additional illumination at the bridge would be beneficial. Further investigation of the use of the Bell Canada pole for installation of a luminaire revealed that arrangements could be made for installation of a light. This investigation also established that since there is Hydro available and the area is already lighted, there would be little or no cost to the Town for the installation. Thus, the concerns addressed by the Town's Street Light Policy would not exist. The installation could be considered updating an existing facility at no cost to the Town. In view of the above facts and the present situation, whereby development of the area would appear to be on hold, it is recommended that the Newcastle Hydro Electric Commission be requested to install a street light at the Graham Creek Bridge. You mention "Development Proposals" for this area in question; - when? We are not asking for "reconstruction" of the road, all we would like is, "a light standard" to be installed! No pole is needed, there is a hydro pole there! We suspect this was checked out in daylight hours, have someone take a drive at night, now that the,t,rees hav—e—TFeir leaves! Yours truly, Douglas G.
