SUBJECT: REHABILITATION OF THE GRAHAM CREEK
(HALE'S) BRIDGE.
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That the 1983 funds budgeted for the rehabilitation
of the Graham Creek (Hate's) Bridge be reallocated to
a project for rehabilitation of the Jackman Road
Bailey Bridge in Bowmanville.

Funds have been provided in the 1983 Budget for
rehabilitation of the Graham Creek (Hate's) Bridge in former
Clarke Township. Over the years, through grading of the
road, gravel has been deposited on the bridge deck to a
considerable depth. Also, the concrete railings have
deteriorated and are in need of repair. In 1982, an
appraisal of the bridge was performed with the
recommendation that the road grade in the vicinity of the

bridge be lowered so that the gravel could be removed from
the deck and that concrete repairs be made. Estimated costs
for such work are in the order of $40,000.
In the meantime, there has been considerable discussion over
the ultimate status of a private solid waste disposal site
in the area, which in turn leads to some uncertainty of the
status of roads in the vicinity. It could well be that if
the waste disposal site is expanded, the Town could be in
the position of having the developer upgrade the surrounding
roads. Accordingly, it would seem prudent to wait for some
decision on the ultimate status of the site prior to
scheduling remedial work to any of the Town roads in the
area. The conditions at the bridge, while undesirable, do
not place it in immediate structural jeopardy and can be
postponed for a short time.
With respect to reallocation of the funds budgeted for this
work, it is recommended that they be used to rehabilitate
the Jackman Road Bailey Bridge in Bowmanville which is
presently structurally deficient and has load restrictions.
Some of the structural steel members have corroded to the
point where they cannot carry the loads for which the bridge
is designed. The attached report on this matter provides
further detail with respect to physical condition and costs.
The bailey bridge is on loan to the Town from the Ministry
of Transportation and Communications and as pointed out
previously is deteriorating to the point where its
structural integrity may cause failure.

Furthermore, the following are pertinent facts:
1. The ultimate location of Jackman Road is a long range
plan and will probably not materialize within the ten
year time frame. Accordingly, the existing bridge
will be in use for some time.
2. The Town, having borrowed the bridge from the
Province, would seem to have some moral obligation to
maintain it in good repair.
3. Repairs would be subsidized by the M.T.C. at a rate of
80 percent.
Costs associated with the repairs would be in the order of
$40,000, the same amount budgeted for the Graham Creek
Bridge. Considering the pertinent facts in this matter, it
is recommended that the funds previously budgeted for
rehabilitation of the Graham Creek Bridge be reallocated to
rehabilitate and repair the Jackman Road Bailey Bridge.

SUBJECT: JACKMAN ROAD BAILEY BRIDGE
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That the Director of Public Works be authorized to
proceed with the repair and restoration of the
Jackman Road Bailey Bridge; and,
3. That the cost of repair and restoration be charged
to Bridge and Culvert Maintenance, Account Number
7206 -X- 00402 -X.
BACKGROUND:
Following a major structural failure in the spring of 1970,
the Town of Bowmanville retained Procter and Redfern,
Consulting Engineers, to prepare a report on the replacement
of the Jackman Road Bridge. The report summarized that with
the proposed improvements of Regional Road 57 west of
Bowmanville Creek the importance of the Jackman Road Bridge
would diminish and therefore the reconstruction of the
Bridge to a two lane width in its present location was not
justified.

An immediate requirement for a crossing to provide access to
the Bowmanville Landfill Site was recognized and a temporary
Bailey Bridge was erected at the site. The Ministry of
Transportation and Communications loaned the Bailey Bridge
to the Town for a period of two to three years in order to
allow the Town time to access the development in the area.
This loan arrangement has now been extended to October,
1983.
In 1975 preliminary cost estimates of $96,000. were quoted

to replace the single lane structure in its present location
utilizing the existing bridge abuttments and approaches.
The cost for the same work today would be in excess of
$200,000.
In June of 1982, the Public Works Department received a copy
of the Annual Bailey Bridge Inspection Report prepared by
the Ministry of Transportation and Communications. While in
the process of completing the recommended maintenance
contained in this report, Town Staff noted that the
stringers supporting the deck planking were badly corroded
and would not support full loads. The M.T.C. structural
office notified of our concerns, completed a further
inspection on January 19, 1983.
As a result of the precarious condition of the bridge deck
system, Town Staff have signed the road with "NO HEAVY
TRUCKS" signs and posted maximum load limit signs of five
(5) tonnes.

The estimated cost of repairing and restoring the bridge
structure is as follows:

If the existing transoms are found to be salvageable, the
estimated cost of repair will be reduced to $25,000.00.
In the 1982 Five Year Capital Forecast, an amount of
$20,000. was proposed for a preliminary bridge design and
preparation of a property acquisition plan. This project is
now advanced in the Capital Forecast to 1984.
The eventual realignment of Jackman Road and construction of
a new bridge over Bowmanville Creek will eliminate the need
to maintain this structure in its present location. It is
proposed that Jackman Road west of Scugog Street will
terminate in a cul -de -sac on the east side of the creek.

A phone call from the Town, initiated the inspection,
which was carried out by Frank Romano, who is quite
conversant with bailey bridges.
You will note from the attached report that the main
problems are the sway braces, the transoms and the
stringers.
This structure was probably composed of older material
and was presumably painted rather than being galvanized.
For this reason, the deterioration has taken place in
a Short period of time.
The material cost to refurbish the bridge has :increased
suhstantially but this is due to the yising cost of
nnaLerials. After consultation. with our Central Stores,

this, I appreciate, is twice the cost given in the
field on January 19th.
1 have been informed by Franck Romano that the transoms
could be salvaged by the Town and with sandblasting
and painting, the transoms would be satisfactory. This
would reduce the material cost to approximately $8500.
Since the bailey bridge is still the property of the
M.T.C., a problem could arise over the replacement of
the bailey components. I recommend that consideration
be given to a new bridge at this site or closure of the
road.
The present bailey could remain in limited service for
several years provided it is posted at S tonnes.

On January 19, 1933 the writer (accompanied by Messrs. Ron Dupius,
Director of Public Works; David T. Gray, Deputy Director of Public
Works and foreman Ellwood Hawes) visited the above site to assess
the condition of the Bailey bridge.
I found the stringers to be very badly rusted, several being
completely rusted through web and flanges.
Transoms and sway braces are also exhibiting a fair amount of rust.
Trusses and other components are in good condition and they have
been painted recently with the exception of the bottom of the
bottom chord of all trusses.
My recommendations are:
- Replace all sway braces, transoms and stringers.
- Remove surface rust from bottom of bottom chords of trusses
and repaint.
