REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF OCTOBER 17, 1983.
REPORT NO.: WD-84-83
SUBJECT: REPORT ON CORRESPONDENCE FROM THE MINISTRY OF
TRANSPORTATION AND COMMUNICATIONS RELATING TO
EDUCATIONAL PROGRAMS OFFERED BY THE MINISTRY.
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That no further action be taken with respect to
sending Town staff to the educational courses offered
by the Ministry of Transportation and Communications.
The course outlines provided with the Ministry of
Transportation and Communication's letter of September 13,
1983, have been reviewed. It has been determined that the
courses offered are of a technical nature and are very
specific to certain areas in the engineering field. Such
courses would be of great value to staff who are specialists

in fields such as soils technology, concrete technology,
etc. Since the Town's technical staff is limited in numbers
and work as generalists in all fields, it is felt that
attendance at the courses being offered would be of limited
benefit. Accordingly, it is recommended that no further
action be taken with respect to sending Town staff to the
Ministry of Transportation and Communications educational
courses.

I am pleased to announce that the Ministry of Transportation and
Communications is again offering educational programmes on
quality standards and design and construction technology to
municipal employees involved in those areas.
The following courses are to be offered at various times
throughout January, February and March, 1984.
(a) Municipal General - an introduction to
Inspection basic construction
(January 9 - January 13, 1984) practice and inspection
techniques
(h) Scott McKay Award Course - Covering grading
Municipal Soils practices, material
(January 16 - January 26, 1984) selection and founda-
tions in road building
construction.
(c) Scott McKay Award Course - Covering municipal
Municipal Concrete concrete construction
(February 13 - February 21, 1984)
(d) Municipal Road Design
(February 27 - March 16, 1984)
(e) Municipal Survey
(February 27 - March 9, 1984)
(f) Scott McKay Award Course
Municipal Asphalt
(March 19 -March 27, 1984)

of Roadside Control
The Municipal Maintenance Roadside Vegetation course is a new course
offering in the 1983 -1984 Municipal training program. This course has
been added to the program as a result of very extensive work on the
part of the Municipal Engineers Liaison Committee (Sub - Committee on
Education) in response to a pre- identified Municipal need.
More detailed information on the courses is listed in the enclosed
booklet.
Because of the economic conditions and continuing Ministry restraints
on available funding, please ensure that the applications that are
submitted are those necessary to meet your basic requirements for
trained staff.
I have given my approval for employees of Municipal Consulting
Engineers to attend Municipal Training Programs, on a cost recovery
basis, providing space is available.
All reasonable expenses incurred by your municipal Employees while
attending the courses, if authorized by your Council, may be charged
to the Road Account on which the Province through this Ministry, has
agreed to pay the usual subsidy.
This year's (1983 -84) courses are to be conducted at the Skyline
Toronto Hotel, 655 Dixon Road, Rexdale, Ontario.
Municipal and Consultant's employees attending the Ministry's courses
are entitled to a special contract Government block booking bedroom
rate of $22.00 per day (2 to a room) or $44.00 per day single rate.
Attached are application and reservation forms, course outlines,
general information sheets, and a map of public transportation routes
to the Skyline Toronto Hotel.
It is important that the completed course registration forms be
returned to this Ministry no later than October 28, 1983.
