(416) 263.2231 987 -5039 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF NOVEMBER 21 1983. SUBJECT: ROADSIDE DITCHING ® WITZKE DRAINAGE PROBLEM CONCESSION ROAD 4 (PEBBLESTONE ROAD). RECOMMENDATION: It is respectfully recommended: 1. That this report be received; and, 2. That roadside ditching along the south side of Concession Road 4, as requested by Mr. Witzke, not be performed; and, 3. That by copy of this report, Mr. Witzke be so advised. BACKGROUND For several years, members of Council and Town staff have received complaints of wet conditions on the Witzke property, Lot 31, Concession 3, former Darlington Township. The Witzke land is extremely flat with a slight downward gradient to the south west. During the wet season water accumulates along the south side of Pebblestone Road and on the Witzke property causing aggravation to the property owner. IN 4 P� )V I Page 2 REPORT WD-92-83 The Town road adjacent to the Witzke property was constructed at a higher elevation to accommodate the wet ground and is in relatively good condition. Wet conditions of the surrounding area have not caused any appreciable road damage. The topography of the lands, as shown on the attached sketch, indicates that the Witzke property is a natural flat land where water accumulates. Ditch elevations, obtained by the Public Works Engineering staff, along Pebblestone Road, indicates a normal roadside ditch westerly toward the creek, as requested by Mr. Witzke, would not relieve the drainage problem. A roadside ditch approximately three to four feet in depth would have to be constructed to the west of the property to provide a minimum drainage outlet. To properly accommodate this depth of ditch, a road widening would be required and all existing entrances would have to be upgraded. The cost of this work would be in excess of $3,000.00. A more viable solution would be the installation of a private tile drainage system or storm sewer system. Although staff were prepared to perform minor ditching in accordance with the 1983 Ditching Budget, preparation of the engineering plan and profile indicated that the proposed work would not alleviate the Witzke drainage problem and that such work would not enhance the road.
