SUBJECT: GRAVEL EXTRACTION
TOWN -OWNED PIT - MORGANS ROAD
LOT 16, CONCESSION 2, CLARKE
RECOMMENDATION:
It is respectfully recommended:
1. That this report be received; and,
2. That the Director of Public Works be authorized to
proceed with the extraction and stockpiling of pit run
gravel at the Town -owned pit, Lot 16, Concession 2,
Clarke; and,
3. That Vicdom Sand & Gravel be employed on an hourly
machine rental basis as quoted; and,
4. That associated costs be charged to the Gravel Pit
Reserve Fund.

At the end of August 1983, the Reserve Account held
$11,155.57. It is estimated that an additional contribution
of approximately $10,000. will be added to the account as a
result of 1983 Construction and Maintenance Programs.
On review of the gravel pit and its immediate future, it
became apparent that the bulk of good crushable gravel lies
beneath the water table. In December, 1982, approximately
ten thousand tonnes of crushable gravel was excavated from
beneath the water table for use this year. Public Works
staff wish to proceed with the method of operation and seek
Committee and Council's approval to hire Vicdom Sand &
Gravel's dragline to perform the work on an hourly rental
basis. The amount of gravel to be stockpiled is 40,000
yards at a cost of approximately $20,000. This stockpile of
crushable gravel would be sufficient to satisfy our 1984
crushing needs from this pit. As the gravel is used on the
various projects, revenue will be generated to offset the
expense.
In consultation with Ministry of Natural Resources staff, we
were advised that the Town should consider restoring parts
of the open gravel pit acreage, thus reducing the Town's
upward limit on its Restoration Deposit Account. By
utilizing the dragline to excavate the gravel, a pond, or
series of ponds, will be created. These ponds will be
eventually considered restored acreage, thus reducing the
amount of money required in the Ministry Account. At
present, we are informed that there is approximately
$10,000. in our account. The money in this account is

generated by a levy of eight cents /metric tonne and the
minimum deposit required for our pit is approximately
$20,000. before a draw is authorized for restoration.
Upon Council's favourable acceptance of this report, it is
anticipated work will commence in mid November.

Thank you for your quotation for rental of a Linkbelt LS408,
2 1/2 Yd. Dragline, for use at our Town -owned gravel pit on
Morgans Road.
We are preparing a report on our gravel operation to be
considered by Council at their next meeting scheduled for
November 14, 1983. The report will include a recommendation to
utilize your equipment to excavate the gravel from beneath the
water surface. Accordingly, you will be advised of Council's
decision.
