It is Staff's opinion that this anticipated change in format could only benefit the hockey program for the Town of Bowmanville and surrounding area. Further, the amalgamation of the Recreation Hockey Program with that of the Bowmanville Minor Hockey Association would promote continuity throughout the overall hockey system in Bowmanville and surrounding area. In conclusion, Staff have no reservations about entrusting this program to the Bowmanville Minor Hockey Association. This volunteer organization is certainly well qualified and have maintained a respectable profile within the Community offering various youth hockey programs over the past fifteen (15) years. I would point out that a condition with the agreement maintains that the B.M.H.A. will receive administrative assistance from Community Services Department Staff during the initial year of the program transfer. This report was written in conjunction with representatives of the Bowmanville Minor Hockey Association. Respectfully submitted, Joseph P. Caruana, Deputy Director Department of Community Services Attachments Corporation of the Town of Newcastle Department of Community Services Hockey Program Amalgamation ement Between Town of Newcastle and Bowmanville Minor Hockey Association Section "A" The Bowmanville Hinor Hockey Association (B.M.H.A.) through its Executive Members agree to: (a) Administer a Recreation or House League Hockey program for the Town of Bowmanville and surrounding area in conjunction with the Department of Community Services Staff for the 1984 -85 season, and assume total responsibility for the Recreation House League subsequent to the initial year of amalgamation. (b) Administer the Recreation Hockey League Rules and Regulations as per Community Services File (208.S.84) (c) Offer a separate registration fee for recreation players aside from that of B.M.H.A. representative teams. This fee may be adjusted annually, and should reflect increases in expenditures, keeping in mind we must keep hockey affordable for the general public. (d) Allow all players to choose which level they wish to play (ie) House League of All Star. (e) Allow girls to register and play for House League teams. (f) Maintain the hours of ice time as previous seasons for the Recreation House League according to registrations. (g) Provide for staffing of all House League games (ie) supervisors, referees, timekeepers, etc. (h) Produce a schedule of games and practices for all recreation teams. (i) Maintain the three minutes buzzer system of changing lines in the House League, as in clause "b" above. (j) To allow the Kinsmen Club of Bowmanville to operate the Squirt Hockey League. (k) To assume all expenditures, collect revenues and produce a financial report to the Town of Newcastle outl_ing expenses and revenues for the Recreation Division of the B.M.H.A. commencing in 1984/85 and for seasons thereafter. (b) Transfer ownership of all hockey equipment to the B.M.H.A. for use in the Recreation Hockey League, including sweaters and goal equipment. Registration for 1984 -85 is tentatively set for Sept. 4th to Sept. 7th. Sponsors for House League over the yeras has been a joint effort by the coaches and this department. Some coaches have obtained their own Sponsors and I myself have approached Merchants to sponsor teams. TEAMS a) The number of teams allowed to compete in any series shall be determined by the designated authority. The number of teams in any one series shall be determined by the number of boys or girls who register for that series. b) Teams will be chosen at a meeting prior to the start of the hockey season. The designated authority will set the date of the meeting. Teams will be chosen by means of a Reverse Draft. Goaltenders will be drafted first, then all second year players, then first year players and finally new players to the league. c) B.M.H.A. teams may pick up players from the Recreation Teams up to November 1st. d) After the said cut off date, B.M.H.A. teams may pick up players on loan from the Recreation League for a period of two (2) games. At that time, the particular player must return to his house league team. Once a player has been brought up for the two games, he cannot be loaned to a L.M.H.A. team again for the remainder of the season. 2. AGE CATEGORY: S DIRT 5 yrs. and if you have not had your 7th Birthday by Dec. 31. NOVICE 7 hrs. and if you have not had your 9th Birthday by Dec. 31. ATOM 9 yrs. and if you have not had your 11th Birthday by Dec. 31. PEE WEE 11 yrs. and if you have not had your 13th Birthday by Dec. 31. BANTAM 13 yrs. and if you have not had your 15th Birthday by Dec. 31. MIDGET 15 yrs, and if you have not had your 17th Birthday by Dec. 31. 3. REGISTRATION: a) Each player who wishes to compete in the League must complete a Players Registration Form. This form must be signed by the parent or guardian and filed with the designated authority prior to being assigned to a team. b) Birth Certificates or proof of age must be produced when registered. c) The appropriate registration fee is to accompany the players` registration form. d) When signing the registration form, parents do so with the understanding and knowledge that the League, its officers, or the Town of Newcastle is in no way responsible or liable for any injuries incurred. e) The last signing date will depend on when each series has reached their quota of registration and will be closed. However, if there are openings in some categories, registrations will close on January 1st. ../2 Hockey Rules & Regulations Continued... Page 2. 4. ELIGIBILITY: a) Any team found guilty of knowingly using an ineligible player shall forfeit all games in which the ineligible player was used. b) A player will not be eligible to play in any more than one age category at a time. (Example) Playing Atom All Star, cannot play in the Atom League unless he is released. 5. EQUIPMENT a) Players playing goal will be provided with proper goaltending equipment. Players playing goal must supply their own helmet and face mask and their own goal stick. b) Jerseys and any equipment provided remains the property of the League. All equipment provided must be returned upon call. c) Face protectors and helmets must be worn and properly fastened by all players while on the ice, on the players benches or in the penalty bench box. d) A deposit fee will be paid by the coaches, players or parents who wish to use Community Services Department goaltending equipment for practice, games or tournaments, outside of the Bowmanville Memorial Arena. The fee is to be set at $20.00 and will be returned when equipment is returned to the Supervisor on duty. 6. DEFAULTS: a) Any team that cannot ice a team by five minutes after the regular starting time shall lose by default, only six (6) players are needed, one must be a goaltender. b) Two defaults shall automatically disqualify a team from further play. c) Players on the defaulting team who appear for play will be absorbed by other teams in the league at the descretion of the League depending if they are under the 15 player limit. 7. PROTESTS: a) All protests shall be filed with the designated authority and the opposing team within 48 hours of the time of the game being protested along with a $10.00 fee. If the protest is upheld, the deposit will be returned, if protest is lost, the deposit will be forfeited to the designated authority. The protest shall be in writing and shall set out the Rules and Regulations supported by evidence and shall be signed by the coach and manager of the protesting team. The Hearing shall be at the call of the designated authority. /3 Hockey Rules & Regulations Continued... Page 3. 7. a) Referee's Desciaion -A protest on a referee's decision will not be considered unless it concerns a question of interpretation of the rules of the game. The decision of the Protest Committee shall be final and recorded with the League. THE PROTEST COMMITTEE: The protest committee shall consist of (3) three persons not actively connected with the teams involved and designated by the designated authority. 8. a) All games will begin at the scheduled time and the clock will not be stopped except at the end of each period and the last three minutes of the third period. b) Coaches have the right to suspend a player on his team for the game and practices if he is playing at the time, for not doing what his coach has instructed him to do and report it to the designated authority for further action. c) If a player has been penalized, than he must return directly to the players bench if try; lines have been changed during his penalty and not take part in the play. If the penalized players line has returned to the ice,the penalized player may also take part in the play. d) All players must use the dressing rooms to change into their equipment. e) Attendance will be the responsibility of the coaches and any problems to be reported to the designated authority (injuries and sickness do not count). 9. PENALTIES: a) All penalties will be governed by the C.A..H.A. Rules unless otherwise stated below. b) MINOR PENALTIES: 2 minutes straight time at the time the puck is dropped to resume play. c) MAJOR PENALTIES: 5 minutes straight time at the time the puck is dropped to resume play. d) MISCONDUCTS: The player receiving a Major or Misconduct penalty is suspended from further play in that game. His time penalties will be serviced by someone who was on the ice at the time of the infraction. e) Any player who is assessed a five (5) minute Major Penalty in the Recreation Hockey League shall be assessed in addition a game Misconduct penalty. Any player who received a game Misconduct Penalty after the start of the third period shall automatically be suspended for the next scheduled game played by his team. This does not mean an exhibition game played or practice time. ../4 Hockey Rules & Regulations Continued... Page 4. 9. f) The responsible officer of the team shall see that this rule is enforced without further notice in either case the teams involved shall play short handed for five (5) minutes with the penalty being served by a player designated by the coach. g) MATCH PENALTIES: But -end, spearing, kicking, spitting. Any player who received a Match Penalty shall be automatically suspended until dealt with by the designated authority. h) SWEARING: Any player, coach, manager or trainer who swears or otherwise uses foul or abusive language or makes obscene or insulting gestures at or about any opponent or official shall be assessed a Major Misconduct penalty. Such penalty shall result in expulsion from the game and suspension for the next game scheduled for his team. i) HIGH STICKING: The carrying of any part of the hockey stick above the normal height of the shoulder is prohibited. Should contact take place with the stick on any part of the face, head or neck of an opposing player while being carried in the above manner a Major Penalty shall be assessed. Should any injury result because of this action a Major Penalty plus a Game Misconduct shall be assessed. j) The coach of any Recreation Hockey League team whose team accummulates a.total of penalty minutes greater than the allowable amount in any league or playoff game will be automatically suspended for the next league or play -off game. Note: All penalties to count: NOVICE - 18 minutes per game ATOM -20 minutes per game PEE WEE - 24 minutes per game BANTAM -30 minutes per game MIDGET - 36 minutes per game The responsible officer of the team shall see that this rule is enforced without further notice. Failure to observe this rule will result in an automatic TWO GAME SUSPENSION. 10. The pulling of a goaltender for an extra out player shall only take place during the last three (3) minutes of the game. 11. Coaches who wish to play in tournaments and require players from the Recreation League teams must first consult the players' regular coach and obtain permission from that coach. The coach has the right to grant or refuse the participation of his player in a tournament elsewhere if it will interfere with scheduled games or team practices. 12. There will be no substitution of players between buzzers except in the case of injury or when the goalkeeper is replaced by an additional attacker in the final minutes of the game. /5 Hockey Rules & Regulations Continued... Page 5. 13. All House League Misconduct Penalties shall mean immediate expulsion from the game with the exception of a goalkeeper who will finish the game and be automatically suspended. The team must use its own players for replacement of the suspended goalkeeper. Any third period Misconducts will result in a one (1) game suspension. 14. Any House League player receiving a third penalty in any game shall be ejected for the remainder of the game and a player off his team shall serve the ejected players penalty. The player to serve this penalty must have been on the ice at the time of the penalty. 15. Players found damaging Arena Property or equipment will be suspended from the league. 16. No overtime will be played during league games. 17. The last three (3) minutes of play in the third period will be STOP TIME if time permits coach may play his players in any position he wishes. If a team is ahead by five (5) goals or more the STOP TIME will not be in effect. 18. Game sheets are to be completed ten (10) minutes before the game and no additions will be permitted without the Supervisors permission. 19. A player having the puck with only the goaltender to beat, and the puck must be across the opposing team's blue line. The buzzer should not be sounded until the player with the puck has completed his play. This does not mean at the end of the period. The buzzer will be sounded to end the period. 20. All player changes must be handled by the designated authority and any new players coming into the league will be placed on teams by the League. 21. Meetings are to be arranged through the League Supervisors on duty. 22. BOARDING AND BODY CHECKING: a) A Minor or 11ajor Penalty, at the discretion of the referee, based upon the degree of violence of the impact with the boards, shall be assessed any player who body checks, cross checks, elbows, charges or trips an opponent in such a manner that causes the opponent to be thrown violently into the boards. . /6 Hockey Rules & Regulations Continued... Page 6. 22. b) In all categories a Minor Penalty shall be assessed any player who in the opinion of the referee, intentional:: body checks, bumps, shoves or pushes any opposing player. c) When the attacking player is skating 'towards the defending player, the DEFENDING PLAYER.HAS THE RIGHT TO MAINTAIN HIS POSITION. IN THIS CASE THE ATTACKING PLAYER MUST AVERT BODY CONTACT. d) Riding off a player is .permitted as long as no body contact occurs between the two players. e) ?'There, in the oppinion of the referee, accidental contact has taken place, no penalty shall be assessed. 23. FIGHTING AND ROUGHING: a) A Major Penalty plus a Game Misconduct and three (3) games suspension shall be assessed any player who fikhts. b) A player who is identified by the referee as being the instigator of or the agressor in a fight, shall be assessed an additional Minor Penalty and a three (3) game suspension. c) A Minor Penalty shall be assessed any player who having been struck shall retaliate with a blow or attempted blow.should such a player continue to retaliate, he shall be assessed a Major Penalty plus a Game Misconduct and three (3) games suspension. 24. CHANGING OF LINES - THIS IS THE `IT IT IS TO BE CARRIED OUT AND NO OTHER WAY... First offence of this infraction in a game will result in a Minor Penalty. Second offence of this infraction in'the same game will result in the game be forfeited. 18 Players: (1) goalie, (3) forward lines, (4) defence lines who shall alternate in rotation and receive an equal share of ice time. 17 Players: (1) goalie, (3) forward lines, (7) defencemen who shall alternate in rotation and receive an equal share of ice time. 16 Players: (1) goalie, (3) forward lines, (3) defence lines who shall alternate in rotation and receive an equal share of ice t ime . 15 Players: (1) goalie, (3) forward lines and (5) defencemen who shall alternate in rotation and receive an equal share of ice time. ../7 Hockey Rules & Regulations Continued... Page 7. 24. 14 Players: (1) goalie, (3) forward lines and (2) defence lines who shall alternate in rotation and receive an equal share of ice time. 13 Players: (1) goalie, (2) forward lines, (2) denfence lines. The coach will have the option of playing the extra two players on defence or forward. The Supervisor must be told before the game as to who they are to be playing. 12 Players: (1) goalie, (2) forward lines and (5) defencemen who shall alternate in rotation and receive an equal share of ice time. 11 Players: (1) goalie, (2) forward lines, (2) defence lines who shall alternate in rotation and receive an equal share of ice time. 10 Players: (1) goalie, (2) forward lines, (3) defencemen who shall alternate in rotation and receive an equal share of ice time. 9 Players: (1) goalie. Planers may be played on forward lines and defence lines and shall alternate in rotation and receive an equal share of ice time. 2 Goal Tenders may be dressed and must split the playing time in half. The goaltender who plays the last half of the game must play the last 3 minutes of the game. Goaltenders must be declared or finalized after the exhibition games. 25. Teams which are tied for positions in the standings will be decided as follow: In the event of a tie to decide a position in the final standings the goal average of a team is determined by dividing the goals for and againstinto the goals for, for all group games. The team having the high percentage winning the position. When line changes during a penalty, the player in the same position as the penalized player will sit off. Teams finishing highest in standings will be home team in play -offs. 26. IN THE CASE OF A PLAYER ARRIVING LATE Or ONE DEING SERIOUSLY INJURED DURING THE GAME, SI'IFT TC THE APPROPRIATE FORMULA FOR THE' NO. OF PLAYERS. All coaches or parents helping on the players bench must sign game sheets. BOWMANVILLE MINOR HOCKEY COMMITTEE SURVEY RESULTS Approximately 300 coaches and parents involved with the Recreation Hockey Program were approached with regards to a change in format for the 1984 -85 hockey season. Of the 300 people, replies were received from 275. The results are as follows: 273 - stated that they would be in favour of extending the hockey season and as a result would be prepared to pay a total registration fee of $95.00. 2 - stated that they would not be in favour of extending the hockey season and as a result would not be prepared to Day a total registration fee of $95.00. In Favour Not in Favour No Reply 273 2 25 Bcwmanville House League Hockey Committee The Town of Newcastle, Community Services Department is PROPOSING for the upcoming hockey season a $72.00 fee for 23 hours. This means that your child will be on the ice ONLY ONCE A WEEK for either a game or practise, but not both. DO YOU ACCEPT THE TOWN'S PROPOSAL ?
